I. Call to Order. Chairman Kent called the meeting to order at 8:30 A.M. II. Roll Call. Present and Hewlett Kent Participating: Charles Frankel Robert W. O'Neal seconded that the minutes be approved the code review meetings will last until 11:00 IV. Additions, withdrawals, deferrals, arrangement of agenda items. There were none requested. V. February 28, 2008 @ 8:30 A.M. e. March 27, 2008 @ 8:30 A.M. Chairman Kent announced these dates. Mrs. Jones advised that she would not be available for the December meeting. Mr. O'Neal advised that he may not be available for the December meeting. The Chairman asked if there were any exparte communications to declare and there were none. The Chairman asked that all persons who intended to speak please stand to take the Oath. Town Clerk Taylor administered the Oath to Mr. Wietsma, Mr. Miklos and Mr. Carleen. Regular Meeting Architectural Review & Planning Board Page 2 October 25, 2007 VI. PUBLIC HEARING. A. Applications for Development Approval 1. An application submitted by William Wietsma, as Agent for David and Amanda Jones, the owners of property located At 2960 Polo Drive, Gulf Stream, Florida, which is legally described as Lot 21 & Part of Lot 20 in Gulf Stream Cove Subdivision. Mr. Wietsma displayed a site plan and explained that the proposed improvement is a small addition to the southwest corner of the existing dwelling. He explained that the existing bricks on the existing house are not being manufactured anymore. A portion of the brick wall would be removed and he would be saving the bricks for use as decoration on the window sills of the new stucco addition. The roof material would match the existing slate roof, smooth stucco would be used on the addition instead of the bricks and all material would match the existing. Mr. Wietsma explained that the special exceptions are being requested to add to the existing non -conforming structure, and to allow a 30 ft. rear setback from the seawall. The Board complimented the design. There were no comments from staff. a. SPECIAL EXCEPTION #1 to allow a conforming addition to an existing non -conforming dwelling that encroaches into the south side setback 1.1 ft. as provided in Section 70-75 (c)(1) of the Code of Ordinances. Mr. Ganger moved and Mr. O'Neal seconded to recommend approval of a Special Exception to allow an addition to an existing non -conforming dwelling that encroaches into the south side setback 1.1 ft. based on a finding that the proposed addition meets the minimum intent of the Design Manual and applicable review standards. SPECIAL EXCEPTION #2 to permit the proposed addition to be constructed 30 ft. from the seawall as provided in Section 70-75 (j) (1) d. of the Code of Ordinances. Mr. Ganger moved and Mr. Frankel seconded to recommend approval of a Special Exception to permit the proposed addition to be constructed 30 ft. from the seawall based on a finding that the proposed addition meets the minimum intent of the Design Manual and applicable review standards. LEVEL 3 ARCHITECTURAL/SITE PLAN REVIEW to permit a 360 sq. ft. single story addition to the south west corner of an existing two story eclectic style dwelling. Mr. Ganger moved and Mr. Frankel seconded to recommend approval of a Level 3 Architectural/Site Plan Review to permit a 360 sq. ft. single story addition to the south west corner of an existing two story eclectic style dwelling based on a finding that the proposed addition meets the minimum intent of the Design Manual and applicable review standards. An application submitted by Quinn Miklos, agent for Gerald B. Rosenblum, owner of property located at 940 Indigo Point, Gulf Stream, Florida, legally described as Lot 69 Place Au Soleil, for the following: OMr. Miklos displayed a site plan, color rendering and photographs of the existing property and surrounding properties. He explained that the improvements include a one story addition to the existing structure and a covered entry. Mr. Miklos explained that the existing bay window would be retrofitted, the entry would be elongated and covered, the roofline over the garage would be raised to a hip roof and additional detail added to the garage door and around the windows. The color would be in the green family however, he would be choosing the colors off the town's color chart. The existing landscaping would be removed and lush landscaping would be installed. Mr. Miklos explained that the special exception is being requested because of the addition to a non -conforming structure that encroaches into the west side setback. Mr. Ganger asked when the house was built. Mr. Miklos stated that it is an Arthur Ruddenberg house and he thinks it may have been built in the early seventies. Chairman Kent asked if the eave height would match. Mr. Miklos confirmed that they would match. There were no comments from staff. a. SPECIAL EXCEPTION to permit conforming one story additions to an existing non -conforming structure that encroaches into the west side setback 2.04 feet and into the south (rear) setback 8.02 feet as provided in Section 70-75 (c)(1). Mr. Ganger moved and Mrs. White seconded to recommend approval of a Special Exception to permit conforming one story additions to an existing non -conforming structure that encroaches into the west side setback 2.04 ft. and into the south (rear) setback 8.02 ft. as provided in Section 70-75 (c)(1), based on a finding that the improvement meets the minimum intent of the Design Manual and applicable review standards. LEVEL 3 ARCHITECTURAL/SITE PLAN REVIEW to permit a one story addition and a covered entry consisting of a total of 2,081.82 square feet to an existing non- conforming one story Gulf Stream Bermuda Style single family dwelling. Mr. Ganger moved and Mrs. White seconded to recommend approval of a Level 3 Architectural/Site Plan Review to permit a one story addition and a covered entry, consisting of a total of 2,082 sq. ft., to an Regular Meeting Page 4 Architectural Review & Planning Board October 25, 2007 existing one story single family dwelling, based on a finding that the proposed improvements meet the minimum intent of the Design Manual and applicable review standards with the following conditions: 1) Prior to painting and prior to a Certificate of Completion, a Gulf Stream paint permit will be required. 2) If the proposed site plan is altered because of the requirements of the Health Department, a revised site plan will Grequire ARPB approval. Multi -Family Zoning Districts (continued from 9-27-07) Mr. Carleen presented the changes discussed at the previous meeting regarding multi -family zoning districts. Architectural Style He reminded that "Anglo Caribbean" style architecture was added to the preferred section, Monterey and vernacular were moved to discouraged from preferred and contemporary, international and cracker style was moved from the discouraged to prohibited section. Building Form "minimum jog shall be equal to or greater than 4'-0" was added to the required section. Under the preferred section, item number three was changed to read Use of substantial reliefs, jogs in walls and articulation (minimum jog shall be equal to or greater than 4'-0) In the prohibited section, jogs in walls was added to item number five. Roof Design, Slope and Materials "Roof material sample to be submitted for approval" and "roof material color to be submitted for approval" were added to the required section. "S" shape tiles, parapet treatments, steep slopes over 45 degrees or 1:1 slope, very low pitched roofs (less than 18 degrees or 4:12 slope" was moved from discouraged to prohibited. The language in item number nine was revised to read "Metal roofs except for Anglo -Caribbean styles or unpainted copper when used as a decorative accent on minor accessory structure. Item number sixteen was changed to read "Roof material, color, or shapes not predominantly found in Gulf Stream". Having concluded the review of previously directed amendments to the proposed Multi -Family Design Guidelines, the Board continued discussion of the remainder of the Guidelines. Windows Chairman Kent commented that the mutins on the Gulf Stream Bermuda style homes are too wide and he believed they should be more traditional. The Board agreed. The Chairman then asked for comments on prohibiting tinted glass and bronze window frames. Mr. Ganger advised that bronze is one of only a few colors used by the manufacturers and it is quite costly to have them repainted. Mr. White commented that the tinting helps to prevent fading from the sun. Regular Meeting Architectural Review & Planning Board Page 5 October 25, 2007 Mr. Kent advised that there are manufacturers that make clear windows that prevent UV rays and fading. It was agreed to add un -tinted glass in the preferred section and tinted glass in the prohibited section. It was further agreed to add "bronze window frames except with Spanish Vernacular". C! Shutters It was agreed that "Commercial types and cloth or vinyl awnings on the front elevation, except Mediterranean style homes be moved from "discouraged" to "prohibited". The Board also asked that a more definitive language be used for "shutters out of scale with windows". 9:50 A.M., Mr. Frankel left the meeting. Entrances The Board agreed that"Stained glass sidelights be moved from "discouraged" to "prohibited". The remainder of the items under "prohibited" are to be: Etched glass or Stained glass, Two-story columns or entry feature, Two-story porte-cochere, Gable roof over 6'-0" wide with roof greater than 8:12 pitch on covered entry. Exterior materials "Stucco not in keeping with architectural style" was added to prohibited. Landscape for Multi -story Structures Mr. Carleen pointed out that multi- family development must follow the landscape requirements set out in the single-family guidelines as well as the requirements illustrated in the color rendering included in the multi -family guidelines. The Board recommended that Urban Design redo the color rendering. Mr. Carleen asked if the current color system works well for the town. He added that any additions and/or renovations to multi -family structures representing over 75% of the fair market valued of the existing structures shall be considered new construction and subject to following all the multi -family regulations and guidelines including color. Town Clerk Taylor cautioned that consideration should be given when prohibiting an element as the home owner may not be able to qualify for a variance under hardship. She added that the current color chart numbers do not match Benjamin Moore's numbers. However, residents will bring in a color swatch and staff matches it as close as possible to the town's color chart. B. Additional Architectural Styles Consideration Town Clerk Taylor advised that the Commission directed that the ARPB discuss additional architectural styles in the core district. She added that Mr. Parker at 1330 N. Ocean Blvd., offered his assistance during the discussions on boat lift/docks. She reminded that minor accessory structure size has not been defined in the multi -family district. Regular Meeting Architectural Review & Planning Board Page 6 October 25, 2007 Town Manager Thrasher suggested that a special meeting may be in order to complete the Code Review in a timely manner. Mrs. Taylor observed that with the holidays coming up, it may be difficult for everyone to attend the meetings. She asked that in order to give Mr. Carleen time to make the recommended changes, staff would bring other items for code review to the Board. VIII. Items by Staff. There were no items. IX.
