Mrs. White moved and Mr. Morgan seconded that the minutes be approved as

i� The Chairman asked if there were any exparte communications to declare
l and there were none. Chairman Kent asked Attorney Randolph for
clarification as to which communications are exparte.
Attorney Randolph advised that visiting the site and any communication
the Board members have outside an ARPB meeting regarding an application.
Whether it is with the applicant or conversations with anyone in the
community, it must be disclosed. He added that the general nature of
the conversation about the project must also be disclosed so the public
can be made aware of previous communications.

Town Clerk Taylor asked that all persons who intended to speak please
stand to take the Oath. The Clerk administered the Oath to Mr. Juriga
and Mr. Moretto.
VI. PUBLIC HEARING.
A. Items related to previous approval
G 1. 3232 Polo Drive -William Wietsma
a. Request for changes to approved single family
dwelling currently under construction
Mr. Juriga, representing agent William Wietsma, displayed a rendering
showing the suggested changes from the previous ARPB meeting. He
explained that the concerns of the Board members were addressed in that
all the window frames and muntins would be painted white, the louvered
shutters and eyebrows would be black, the front door would remain a
natural wood color and the glass a lite grey. Mr. Juriga displayed a
sample of the shutter and glass.
Mr. O'Neil asked if the eyebrows are functional and if they were already
installed. He was concerned about the eyebrows being too dark and asked
if they could be painted white. Mr. O'Neal suggested that in the
future, a color rendering be provided for both the front and rear
elevation.
Mr. Juriga stated that the shutters and the louvers in the eyebrows were
not installed. He confirmed that the eyebrow louvers are nonfunctional
but all of the shutters are operable. Mr. Juriga advised that the
eyebrows were previously approved by the Town Manager on the
construction drawings.
Town Clerk Taylor explained that the Code provides that shutters may not
be the same color as the body of a structure.
Mrs. White commented that this is a unique design and with the changes
that have been made, she has no problem with the black shutters or
eyebrows.
Mr. Ganger stated he was not concerned with the color of the shutters or
the eyebrows. He asked if the shutters have been ordered.
OThe Town Manager advised that the original building plan that was
submitted and approved did not have eyebrows and railing on all three
openings in the rear. However, he researched the eyebrows and found
them to be consistent with the current proposal. Therefore, he
administratively approved them. He stated that he has been told by the
agent that the shutters and eyebrows have been measured and ordered.
Chairman Kent stated that he is comfortable with the shutters in the
front but he is concerned about the dominance of the shutters on the
second story rear elevation.

Mr. Ganger moved and Mrs. White seconded to approve the white window
frames and muntins, black shutters and louvered eyebrows and lite grey
glass. Roll Call: Mrs. White; AYE, Mr. Morgan; AYE, Mr. O'Neal; AYE
and Chairman Kent; AYE.
b. Approval of final landscape design
Mr. Juriga displayed a landscape plan and explained that the landscaping
Owould be informal but well manicured and maintained, and the driveway
material would be square herpel stone.
Town Clerk Taylor pointed out a low wall on the landscape plan that was
not previously approved on the building plan.
Chairman Kent was concerned that there would not be enough landscape
screening for the neighbor to the north. He does not believe the wall
should be a part of the landscaping plan. The Chairman suggested that
the wall be stucco and painted to match the house. He stated that he was
not comfortable with approving the landscaping plan he would prefer to
see a revised rendering.
Mr. Ganger moved and Mr. Morgan seconded to defer the landscape plan to
the next regular meeting for final approval. Roll Call: Mrs. White;

9:45 A.M., Mr. Carleen telephoned to say he could not attend the meeting
as he was having car trouble and was out of the area.

Mr. Moretto, representing AA Industries, distributed material on metal
roofs. He explained that the roofing material presented is in
compliance with the Florida Building Code. Mr. Moretto advised that
initially, a metal roof would likely cost more than an asphalt, tile or
slate roof, due to increased costs of the material used to make them.
However, over time a metal roof would save money on maintenance, heating
and air conditioning costs and would last twice as long as a regular
roof. He presented a simulated metal tile which is made out of a coated
Osteel type material and explained that due to the way this type of
material has to be installed it is not recommended for use on the ocean
due to deterioration. He recommended an aluminum flat panel tile which
is mechanically seamed or snap locked in place and is coated to resist
the elements. Mr. Moretto added that effective October 1, 2007, the
Roofing Code changed to require that on any reroofing, a secondary water
barrier and renailing of all of the plywood would be required, which
would be an added cost to the consumer. He added that on wood frame
homes, if the dwelling is valued over a certain amount, a minimum of 15
percent of the cost to reroof would be required to address the strapping
of the roof. Additionally, effective June 1, 12007, if a permit value is
over $750,000 shutters are required on the home.

Mr. Morgan asked how long the warranty is for painted tile.
Mr. Moretto stated that there are a variety of warranties that can be
purchased. However, for painted tiles the warranty is up to 25 years.
Mr. Ganger asked how long metal roofs have been in existence and what
majority of metal roofs are new or replacement. He also asked if
�J lightning is attracted to metal roofs.
Mr. Moretto advised that metal roofs have been around since the 1800's
and he has replaced a 1910 metal shingle roof in the early 1990's. He
added that materials have changed over time and the roofing industry is
limited by the building codes. Mr. Moretto explained that lightning is
usually attracted to the highest point and metal does not attract
lightning. He advised that generally, most of his work is replacement
roofs.
Mrs. White asked what kind of maintenance is required.
Mr. Moretto stated that an occasional wash with a garden hose is all
that is needed and it helps to keep trees off the roof surface.
The Town Manager asked if shake, barrel tile, slate and white color thru
style could be made. He asked how long it would take to recoup the
costs.
Mr. Moretto stated that shake, barrel and slate type looks could be made
but he did not believe a white color thru look could be made because it
would attract dirt. He added that it generally takes 20 years to recoup
the costs to the consumer. He also stated that the imitation tile would
need to be cleaned just as much the cement tile.
The Board thanked Mr. Moretto for providing the information and
discussed if this type of material would be consistent in the town.
Mr. Ganger commented that metal roofs seem limited for the homes on
which it could be used and the cost of reroofing using a metal roof
would be very costly to the residents.
^ Mr. Morgan was concerned that if metal roofs were allowed in the single
Ufamily district, the property owners may choose a cheaper version, thus
compromising the uniqueness of the town.
The Chairman advised that he would prefer to keep the town looking as
authentic as possible and as Mr. Moretto stated, there is no substitute
for white cement tile in metal. He added that some architectural styles
like the Anglo Caribbean and Key West style may call for a metal roof
look but it is not an issue now.

Town Clerk Taylor reminded that the code review includes looking into
different architectural styles and Anglo Caribbean style was mentioned.
A true Anglo Caribbean style might require a flat metal roof.
Mr. Ganger moved and Mr. Morgan seconded to recommend that no changes be
made in the Code on roof material in the single family district. Roll

Town Clerk Taylor reminded that docks/boatlifts would be the next item
for code review on the next agenda and if time allows, a review of the
changes Urban Design performed on multi -family district, architectural
styles, glass color, garage doors and basements.
