Chairman Kent announced these dates and advised that he may not be
available for the March meeting.
VI. Code Review.
A. Single-family Residential
1. Additional Architectural Styles
Chairman Kent advised that the Town Commission agreed with the
recommendations of the Board regarding additional architectural styles
in multi family districts. They requested input on how the Board feels
about additional architectural styles in the single family district.
Mrs. White commented that vernacular style is discouraged in the
multifamily district but is preferred in the single family district.
She feels it would cause confusion for applicants. She asked for the
description of vernacular style.

Town Clerk Taylor explained that vernacular style was added to the Code
to address some houses in Place Au Soleil. She added that vernacular
is a mix of different style features.
The Board discussed if Monterey would be a preferred style for the town.
They agreed that the architectural styles recommended for the multi-
family districts be the same in the single family district.
Additionally, the Board recommended that Monterey and vernacular style
be moved to "discouraged" and contemporary and cracker style be moved to
"prohibited" so there wound be consistencies in the districts.
Mr. O'Neal called attention to the photograph in Section 70-97 and
pointed out elements that are not typical of a Gulf Stream Bermuda style
house. He requested that the photo be replaced.
Mr. Frankel moved and Mrs. White seconded to recommend that Monterey and
Vernacular architectural styles be moved from "preferred" to
"discouraged" , all of the "preferred" styles recommended for multi-
family be included under "preferred" for single family and the
Contemporary and Cracker styles be moved from "discouraged" to
"prohibited". It was also recommended that the picture of a typical
Gulf Stream Bermuda be replaced with a better example. Roll Call:

2. Standards for Tinted Window Glass
Town Clerk Taylor distribute a sample of window tint the Board had
recommended for multi family structures and reported that the Commission
had no objections and they had no objections to dark tint as long as it
is not seen from the street. She asked if the Board wanted to recommend
the same window tint for the single-family district.
Chairman Kent stated that he preferred clear glass and that clear glass
can be purchased that blocks ultra violet and infrared rays.
Mr. Frankel commented that if clear glass is energy efficient he has no
objections.
Mr. Ganger was concerned about placing additional costs on residents
when replacing windows.
OMr. Frankel moved and Mr. Ganger seconded to recommend that window glass
be clear (untinted) and so listed under "preferred"; tinted glass or
window film applications be listed under "discouraged"; tinted glass or
window film application with less than 70 percent visible light
transmittance or a combination of tinted glass and window film with less
than 60 percent visible light transmittance listed under "prohibited".

3. Alternative Roofing Materials
Chairman Kent advised that the Town Commission believed that in the
multi -family district, on West Indies and Anglo Caribbean style
structures with large overhangs, metal roofs or some other material
would be appropriate.
OTown Clerk Taylor reminded that the contractor who made the presentation
on metal roofs did not recommend metal roofs on the barrier island due
to the new Florida Building Code and the way the roof would be attached.
She asked if the slope would be different on a multi family structure
compared to single family. She mentioned that additional roofing
material may be needed to accommodate the new architectural styles.
Mr. Frankel suggested asking Urban Design for input on roof slopes as
the Board is not knowledgeable on the subject. He added that he
believes the current code addresses roofing material very well.
The Town Manager asked for clarification in the pre -application process
on metal roofs, should he encourage those types of roofs?
The Board agreed that metal roofs are not indicative of West Indies
style homes and metal roofs are not allowed. They agreed to eliminate
"slate style tile" on homes with Bermuda elements under "required".
Mrs. Jones commented that there is not a lot of tendency to replace any
roof with natural slate because it is very costly and there is a lot of
maintenance involved.
Mr. Frankel moved and Mr. Ganger seconded to recommend no changes to
Section 70-99 and remove "or slate style tile" in Section 70-238(a)

4. Basements
The Chairman reported that the Commission had no objections to basements
as long as the floor area ratio above ground is met and there is no
massing. He referred to Codes from Palm Beach, Jupiter Island and
Manalapan and asked for input.
Mr. Thrasher felt that some portion of basements should be counted in
the FAR, if not, then the height above grade lowered from 4 1� ft. to 3
U ft. He explained that it is difficult determined the grade slope at 4 1�
ft. The Town Manager further advised that it is difficult to enforce
usage of a basement.
Chairman Kent agreed. He was also concerned that window wells or angled
windows would be added to allow light in the basement.
The Board agreed to reduce the above grade from 416" to 3' and remove
the word "solely" from the definition.

Mr. Frankel moved and Mr. Ganger seconded to recommend reducing the
existing provision in the definition of a basement, from 4' 6" to 3'
above grade in Section 66-1 and remove the word "solely" from the
definition. Roll Call: Mrs. White; AYE, Mr. Frankel; AYE, Mr. Ganger;
AYE, Mr. O'Neal; AYE and Chairman Kent; AYE.
B. Multi -family Residential
O1. Basements
Town Clerk Taylor asked if the Board recommends the same definition for
basements in the multi -family districts.
Mr. Frankel moved and Mr. Ganger seconded to recommend that the Code for
basements in the multifamily be the same as the single family district.

C. Boat Lifts
Chairman Kent referred to a diagram he created regarding 4 post lifts
and reported that the Commission wanted input on docking zones on both
sides of the canal. The Chairman suggested that by placing the lift in
the middle one third of the lot and controlling the height would protect
the view of the neighbors.
Mr. Parker, 1330 N. Ocean Blvd., explained that by using a 4 post lift,
the home owners would not have to see all the hardware of an elevator
lift. He commented that the current 20,000 pounds weight limit is too
high and suggested a height restriction to limit weight and size.
The Board held discussions and suggestions were made to have setback
requirements, limit the height above water and restrict tuna towers,
flying bridges, etc.
The Town manager was concerned about regulating the Code because the
waters edge is not seen from the street. He believes restrictions should
be in place to limit size.
10:55 A.M., Mrs. Jones and Mr. Morgan left the meeting.
Mr. Frankel moved and Mr. O'Neal seconded to recommend to allow low
profile piling lifts provided the lifting equipment does not exceed a
maximum height of 4 ft. above seawall, there is no bracing or beams

seawall, be attached to the dock or seawall with the outer edge of the
pilings extending into the docking zone no farther than 18 ft. from the
seawall. Vessels lifted thereon shall not exceed 33 ft. in length,
which includes any and all attachments, shall have no flying bridges,
tuna towers or marlin towers and no portion of the vessel shall exceed
10 ft. above the seawall (excluding antenna or radar) when lifted. Roll
