HomeMy Public PortalAbout03/27/2008MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING HELD BY THE ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM, FLORIDA ON THURSDAY, MARCH 27, 2008 AT 8:30 A.M., IN THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Vice Chairman Frankel called the meeting to order at 8:35 A.M. II. Roll Call. Present and Charles Frankel Vice -Chairman Participating: Perry O'Neal Board Member Donna White Board Member Robert W. Ganger Board Member Amanda Jones Alternate Member Absent with Notice: Hewlett Kent Chairman Scott W. Morgan Alternate Member Also Present and William Thrasher Town Manager Participating: Rita Taylor Town Clerk III. Minutes of the Reqular Meeting and Public Hearina on 2-28-08. Mr. Ganger moved and Mrs. White seconded that the minutes be approved as circulated and all voted AYE. IV. Additions, withdrawals, deferrals, arrangement of agenda items. There were no changes of agenda items requested. V. Announcements. A. Meeting Dates 1. Regular Meeting & Public Hearing a. April 24, 2008 @ 8:30 A.M. b. May 22, 2008 @ 8:30 A.M. c. June 26, 2008 @ 8:30 A.M. e. July 24, 2008 @ 8:30 A.M. f. September 25, 2008 @ 8:30 A.M. g. October23, 2008 @ 8:30 A.M. Vice Chairman Frankel announced these meeting dates. He asked if there were any exparte communications to declare. There were none. VI. Code Review. A. Single-family Residential 1. Additional architectural styles Town Manager Thrasher explained that the Town Commission is requesting recommendations as to which of the recommended additional architectural styles would be in the preferred, discouraged or prohibited sections in the different districts. Vice Chairman Frankel noted that Monterey and vernacular was moved from "preferred" to "discouraged" and contemporary and cracker moved from "discouraged" to "prohibited" in all Districts. Regular Meeting Page 2 Architectural Review & Planning Board March 27, 2008 Town Clerk Taylor reported that the Commission questioned why Spanish Mediterranean is prohibited in the Core District. The Town Clerk voiced concerns that with the variety of architectural styles chosen, Staff would not be able to identify the specific features of each of the similar styles and the Commission felt that it would be too costly to have Urban Design provide examples of specific features. She advised that Attorney Randolph suggested adding a phrase "or derivations thereof that are not inconsistent with the District" to be used in conjunction with a style which would give the Board and the Commission some latitude when approving the designs. She mentioned that Commissioner Wheeler felt that some of the features of the additional styles are being used currently. Mr. Ganger commented that Attorney Randolph's suggestion seems vague and he felt the Board and Commission already have the discretion to recognize if a specific style is compatible with a district. Vice Chairman Frankel agreed that the language is vague and asked if the additional styles would help an architect with the design. The Town Manager stated that he believe it would be helpful. Mrs. White was concerned about remodeling existing prohibited style structures. She was also sympathetic that one could not rebuild a prohibited style house. The Town Manager explained that the existing styles that are prohibited are grandfathered but if remodeling is greater than 75 percent, it would have to conform to Code. He added that when remodeling a preferred or discouraged architectural style home, preferred elements are encouraged to add additional architectural detail to the home. It was agreed to combine Dutch West Indies and West Indies to Colonial West Indies and combine Bermuda with Gulf Stream Bermuda. Mr. Thrasher stated that presently, Mediterranean Revival is prohibited in the Core and asked for clarification as to why the Board feels style would not fit in the Core District. OThe general consensus of the Board was that the predominant architectural style in the Core is Gulf Stream Bermuda and Mediterranean Revival is too contrasting. They pointed out that the Core is made up of smaller lots for the most part and Mediterranean Revival structures would tend to be overpowering. Mr. Ganger asked if there is an inventory of homes by district and style. He mentioned that he has been getting comments from residents about the possible use of solar heating systems. G N Regular Meeting Architectural Review & Planning Board Page 3 March 27, 2008 Mr. Thrasher stated that the Code allows solar panels as long as it is not seen from the street. He added that has not received any inquiries about solar heating. He stated that there is a map in the Code book showing the different styles by lot and the office has a file showing the style of architecture on each lot. Mr. Ganger moved and Mr. O'Neal seconded to recommend Anglo -Caribbean, British Colonial, Colonial West Indies, Georgian, Gulf Stream Bermuda, and Spanish Mediterranean Revival for all Districts, Spanish Mediterranean would be prohibited in the Core District. Roll Call: Mrs. Jones; AYE, Mrs. White; AYE, AYE, Mr. Ganger; AYE, Mr. O'Neal; AYE and Vice Chairman Frankel; AYE. VII. Items by Staff. There were no items by Staff. VIII. Items by Board Members.
