Stat. Sec. 13D.021. Park Commission Chair 3 John Jacob presided. 4 1) Call to Order 5 Commissioners Present: John Jacob, Mary Morrison, Terry Sharp, Angela 6 Bernhardt, Troy Hutchinson, Nila Norman (joined at 7:20 7 p.m.) 8 Youth Member Present: Emily Jans and Katya Cavanaugh 9 Commissioners Absent: Steve Lee 10 Youth Member Absent: None 11 Also Present: Public Works Director Steve Scherer, Administrative 12 Assistant Lisa DeMars, Planning Director Dusty Finke, 13 Councilmember Joe Cavanaugh, George Stickney and Rick 14 Osberg, BPS Properties, LLC 15 16 2) Additions to the Agenda: None. 17 18 3) Approval of the Minutes from: 19 • October 20, 2021 Meeting 20 o A motion was made by Jacob and seconded by Morrison to approve the 21 minutes from October 20, 2021 as presented. 22 23 A roll call vote was taken: 24 Sharp aye 25 Bernhardt aye 26 Morrison aye 27 Jacob aye 28 Hutchinson aye 29 Lee absent 30 Norman absent 31 32 Motion carried. 33 34 4) Public Comments (on items not on the agenda): None. 35 36 5) City Council Update: 37 Cavanaugh provided an update on recent City Council actions. 38 Medina Park Commission Meeting Minutes - DRAFT November 17, 2021 Page 2 of 4 1 6) BPS Properties, LLC – 4250-4292 Marsh Pointe Preserve – PUD Concept Plan 2 Review 3 4 Planning Director Dusty Finke provided an overview of the PUD Concept Plan Review for a 5 proposed 30-unit detached single-family one-story development located at 4250-4292 6 Arrowhead Drive, east of Arrowhead Drive and south of Bridgewater. The subject site 7 includes four existing rural lots totaling over 36 acres in size, but a majority of the land is 8 within the large wetland to the south and east, with approximately 16.25 upland acres and 9 12.16 net acres after subtracting wetland buffers. The east side of the property is a peninsula 10 out into the large wetland area. 11 12 Finke noted the park commission reviewed this project a couple months back, there have 13 been a couple reiterations, so the applicant is now back with a PUD for concept plan review. 14 The purpose of this overview is for discussion, comments, and guidance. Should the 15 applicant submit a formal application for a preliminary plat, the Park Commission will 16 review to provide a formal recommendation. 17 18 Finke explained the subject site is guided for Low Density Residential (LDR) development 19 and zoned Rural Residential-Urban Reserve (RR-UR). The LDR land use allows 20 development with a density between 2-3 units/acre. The applicant’s concept is patterned 21 after the R2 zoning district, and the flexibility being requested as part of the PUD is for front 22 setback and max hardcover. The applicant indicated they will develop the land then partner 23 and sell lots to Charles Cudd to build the homes. 24 25 Finke explained the City’s Parks and Trails requirements identified by the City’s plan include 26 a trail from Arrowhead to Medina Lake Preserve, a potential route for the Diamond Lake 27 Regional Trail connection with boardwalk, and Parking/Trailhead. The applicant has 28 indicated interest to incorporate a private park in addition to the public amenities. 29 30 Commissioner Terry Sharp questioned why the development, which appears to cater toward 31 empty nesters, would include a private park. George Stickney, BPS Properties, responded 32 that the park would be tasteful and beautiful, no element would exceed 8’ in height, and 33 intended use is for residents’ grandchildren as well as anyone utilizing the trails. 34 35 Finke suggested discussion points as follows: (1) reorient lots to minimize conflicts with trail 36 (consider side-load garages or shared driveways, or design trails in rear yards) (2) parking 37 locations (3) construction of trail to edge of wetland to south. 38 39 Jacob polled each Park Commissioner on the project and after significant discussion, the 40 consensus of the commission is to examine designing the trail to the rear yards of Block 2, 41 Lot 1, 2, and 3 to mitigate an unacceptable hazard, an accident waiting to happen. In Block 42 1, Lot 1, it is the recommendation of the commission to include a turn-around. The 43 commission also recommended the consolidation of parking to one general area. 44 45 46 Medina Park Commission Meeting Minutes - DRAFT November 17, 2021 Page 3 of 4 7) Staff Report 1 Jacob noted Steve Lee’s last meeting will be in December and there are a few important 2 items to discuss: Asset Inventory. Grant Process. HAC (Hamel Athletic Club). Jacob 3 asked everyone to think about these topics of discussion, with goal to capture and 4 download institutional knowledge. Steve Scherer noted this topic is also on the City’s 5 radar and is being discussed at staff level to determine who will do what, which might 6 depend on who we get on board. 7 8 Morrison walked through the goal checklist, noting Lee, Sharp and herself intended to 9 look for grant opportunities and timelines for additional funding at a state or federal level. 10 This activity was hampered by the pandemic, the commission intends to move this goal 11 into 2022. 12 13 Morrison asked about the Robert Mitchell fund and what funds are available. Scherer 14 indicated the fund is currently being allowed to grow. 15 16 Scherer walked through parks and trails goal: the Arrowhead connection is complete. 17 Hackamore trail is still undecided, Medina is working with Corcoran. Medina Road trail 18 is also complete. The light pole for the sled hill is not yet complete. Hunter Lions Park is 19 well underway. The Lakeshore Park Survey is posted, and the commission will review 20 results in January. DeMars to provide an update in December. Walnut Park signage will 21 be reviewed, signs are costly, however the potential stormwater educational opportunity 22 may be worth the expense. Jacob made a suggestion to combine Walnut Park discussion 23 with the Lakeshore Park discussion. Scherer noted Morningside repaving is complete. 24 City Staff is making some progress with the acquisition of more park land, details will be 25 shared when they become available. 26 27 Norman proposed that going forward, commissioners provide updates on their park 28 assignments at meetings. The commission agreed, and will talk about a schedule or plan 29 during the goal planning meeting in January (quarterly updates, discuss a specific park 30 each month, etc.) 31 32 DeMars noted impending vacancies for both commissioner and youth commissioner 33 chairs. Sharp indicated interest in extending his term, as did Cavanaugh. The Park Commission must agree to add the item by motion. No attachments for this item. 5.City Council Update This is a reoccurring agenda item to have the City Council Liaison to the Park Commission give an update at each meeting on what is happening at the Council level. City Council member Joseph Cavanaugh has been appointed as the Liaison to the Park Commission for 2021. No attachments for this item. 6.Staff Report a.2021 Park Commission Goals. Attached is the 2021 goals list, which includes comments noted in the November 17th Park Commission meeting. This agenda item is included to discuss progress and allow Steve Lee to provide comments prior to his departure. b.Park Commissioner Terms. Two Park Commissioners have terms expiring at the end of 2021: Steve Lee (termed out) out and Terry Sharp. A solicitation to encourage residents to apply for the Park and Planning Commission went out in the December Medina Message newsletter and is advertised on the City website and Facebook page. We have yet to receive any applicants. c.Lakeshore Park Survey Update. A solicitation to encourage resident survey participation went out in the December Medina Message newsletter. A survey link was emailed to Park Commissioners and residents in the Lake Independence neighborhood. The link was also be posted to the City’s website and Facebook page. d. Asset Inventory Discussion. This agenda item is to capture and download institutional knowledge prior to Steve Lee’s departure from the park commission. e. Grant Process Discussion. This agenda item is to capture and download institutional knowledge prior to Steve Lee’s departure from the park commission. f. Hamel Athletic Club (HAC) Discussion.
