2. Additions to Agenda

5. City Council Update
This is a reoccurring agenda item to have the City Council Liaison to the Park
Commission give an update at each meeting on what is happening at the Council level.
City Council member Joseph Cavanaugh has been appointed as the Liaison to the Park
Commission for 2021.

6. Marsh Pointe Preserve – Preliminary Plat – 4250-4292 Arrowhead Drive – Park Dedication
Review
BPS Properties LLC has requested preliminary plat approval for a 38-unit villa
development located east of Arrowhead Drive and south of Bridgewater and Medina
Lake Preserve. The attached staff report details the identified park and trail needs in this
area.
See attached report.
Recommended Action: Provide recommendation on park and trail needs including:
1) Easement and construction of trail from Arrowhead Drive to Medina Lake Preserve
(including connection to parking area)
2) Nose-in on-street parking adjacent to Medina Lake Preserve along with trail connections
to the park.
3) Easement for future Diamond Lake Trail Corridor from Medina Lake Preserve to the
south of the property – location to allow flexibility depending on development to south
7. Lakeshore Park Preliminary Concept Plan Review
Landscape Architect Candace Amberg with WSB prepared three high level preliminary
concept plan designs for Lakeshore Park to help the Park Commission visualize the park
with different layouts to get the conversation started. The Lakeshore Park subcommittee,
Troy Hutchinson & Nila Norman, met with staff on September 7th to review the three
concept plans and discuss recommended modifications. We all agreed to use Concept
One as a starting point with a few modifications. The attached memo lists the
subcommittee’s likes, dislikes, and recommended changes.

Recommended Action: Discuss initial thoughts on concept plans. Discuss next steps on
how to engage the public in the review process.
8. Staff Report
a. General Items. This agenda item is to give a verbal update on any other general park
items.
Staff representation at the September 15th Park Commission meeting will be Planning Director
Dusty Finke, Public Works Administrative Assistant Lisa DeMars, and Public Works Director
Steve Scherer.

The Park Commission of Medina, Minnesota met in regular session on August 18, 2021 at 7:00
p.m., at Medina City Hall. Park Commission Chair John Jacob presided.
1) Call to Order

o A motion was made by Morrison and seconded by Sharp to approve the
minutes from July 21, 2021 as presented. Motion passed unanimously.

5) City Council Update
Cavanaugh provided an update on recent City Council actions.
6) Medina Townhome Development LLC – 1432 County Road 29 Planning Unit
Development – Park & Trail Review
Gallup provided a staff report noting the applicant, Medina Townhome Development LLC,
has requested a Planned Unit Development (PUD) General Plan Review and Site Plan
Review for a proposed 23-unit townhome development at 1432 County Road 29, north of
Highway 12 and east of County Road 29. She noted the City Council reviewed a concept
plan earlier this spring.
Gallup stated the site is guided for high density residential with 12-15 units/acre, which this
plan would meet the low-end density requirements within the R4 zoning district.
Gallup explained that since the applicant is proposing rental townhomes, the site is not being
subdivided, therefore the Park Dedication ordinance is not triggered. However, the applicant
is requesting a PUD, which provides flexibility to underlying zoning and gives the City a
high level of discretion to meet other objectives of the City including park and trail
amenities.

Josh Sanderson, representing the applicant, showed the Park Commission a picture of the site
plan and tot-lot/gathering area. He stated the plan includes a small playground, roughly 35
feet by 38 feet, and a picnic area with two picnic tables and a community grill.
Gallup noted the closest active park is approximately half a mile from the site located in
Maple Plain. She also noted the site is 800 feet from a paved trail leading into Baker Park
Reserve to the north and near the railroad trail tunnel to the south of Highway 12.
Gallup stated there is only one private property owner to the north of this proposed
development separating this development from Baker Park Reserve’s trail system. Gallup
stated that staff would recommend at the very least that the City should secure enough right-
of-way/trail easement to accommodate a future trail along the western edge of the property
along County Road 29. Staff would further recommend that the applicant grade the site and
account for stormwater plans to accommodate the future trail. This would give Baker Park
Reserve the ability to pave a trail from their existing trail entrance down to this site once the
final property develops.
Gallup asked the Park Commissioners if they had any feedback for the applicant and if they
thought the proposed recreational amenities were sufficient?
Jacob asked the applicant about the expected occupancy levels for each townhome.
Sanderson noted the townhomes were being built for families with each of the 23 units being
three or four bedrooms.
Hutchinson inquired about the road leading into the development and how that would
connect to the larger property to the southeast, which is being proposed as additional future
high density residential. He noted that this larger lot to the southeast might provide the City
with an opportunity to acquire additional park land or recreational amenities for these
residents.
Morrison noted that the proposed site was very dense with 23-units on just over two acres of
land, along with all the hardcover for driveways. She questioned if the site met density and
hardcover limits, which the applicant confirmed it did.
Gallup noted that the City Council had the same initial reaction to the applicant’s concept
plan earlier this spring, which the applicant did adjust the plan to accommodate some of their
concerns by removing one townhome unit to allow for guest parking and incorporating the
tot-lot and gathering space. She also noted that this site is zoned for high density residential,
which limits what the applicant can do with only two acres.
Norman asked the applicant to consider all ages of children when purchasing playground
equipment for the tot-lot. She cautioned that play equipment for “tots” will only be used for
children ages 2-3 years old and be underutilized as the City has firsthand experience with this
in one of our existing parks.

Jacob asked if the applicant had considered adding a basketball hoop.
Sanderson agreed that the play equipment should be for children of all ages and did not
believe the site was large enough to accommodate a basketball court or hoop. He noted that
children would have access to a basketball court within half a mile at the Orono School
District facility/park in Maple Plain.
Hutchinson stated he thought the applicant made good use of the available space for this
townhome development.
Bernhardt commented that it was great the site would have close access to Orono Schools.
A motion was made by Morrison and seconded by Sharp to recommend to the City Council
that the development maximize recreational opportunities for all ages along with
incorporating gathering places as shown in the proposed plan. Additionally, recommending
the City require any necessary trail easements on the western boundary and that the
applicant grade and account for the stormwater system for the future trail. Motion passed
unanimously.
7) Staff Report
General Items – Gallup provided an update on Lakeshore Park, noting that the City has
contracted with WSB to provide some high-level design ideas for Lakeshore Park. She
noted that the quote came in at a price not to exceed $3,200 to produce two alternative
high-level conceptual designs. She noted that staff plans to bring these designs back to the
Park Commission at the September 15th meeting for initial review.
8) Adjourn
A motion was made by Sharp, seconded by Hutchinson, and passed unanimously, to
adjourn the meeting.

Background
BPS Properties LLC has requested preliminary plat approval for a 38-unit villa development
located east of Arrowhead Drive and south of Bridgewater and Medina Lake Preserve. The
subject site is currently four homes served by a private gravel road east of Arrowhead which is
proposed to be redeveloped into more homesites.
The subject site is guided for Low Density Residential (LDR) development with a density of 2-3
units/net acre. A large wetland is located south and east of the subject property. An aerial of the
site can be found below.

Prelim Park/Trail Review Park Commission Meeting
Parks/Trail/Open Space Plan
The City’s Parks/Trail/Open Space Plan identifies the need for several improvements in the
vicinity of this project.
• Land for access and parking is for Medina Lake Preserve in the northeastern portion of the
site.
• A paved trail connection is identified from Arrowhead Drive to Medina Lake Preserve.
• The City Council recently supported a potential route for the Dimond Lake Regional Trail
Master Plan which would potentially connect Arrowhead Drive to the southeastern portion
of the site with a potential boardwalk to the southeast to ultimately connect with the Park at
the Fields of Medina.
The Trail Plan includes the following additional information:
Medina Lake Preserve Trail Connection & Potential Park Expansion Area
Description – This trail will run approximately 1/3 mile east from the Arrowhead Drive trail
and connect Medina Lake Preserve. A trail head shall also be considered at the Medina Lake
Preserve.
Need – This trail will provide a connection to Medina Lake Preserve from the nearby
Bridgewater and Fields of Medina neighborhoods and to large employers south along the
Arrowhead Drive trail.
Location – meandering off-street to the extent possible.
Surface Type – paved.
Opportunities & Contingencies – To be constructed as development occurs. A floating bridge
connection may be considered across the large wetland for a more direct link to the Park at
Fields of Medina.
Park Dedication Requirements
The City’s subdivision ordinance requires the following to be dedicated for parks, trails and
public open space purposes, at the City’s option:
• Land – 1.6 acres – Up to 10% of the buildable land
• Cash-in-lieu of land – TBD, but likely between $175,000-$250,000 – $8% of the pre-
developed market value; minimum of $3500/residential unit, maximum of
$8000/residential unit
• Combination of the above
Preliminary Plan Review
The original plans submitted by the applicant did not include provisions for the trail nor the
access or parking for Medina Lake Preserve despite the fact that staff discussed these
requirements at length with the developer prior to application.
Staff believes these improvements are a high priority for the City and has indicated that we will
be strongly recommending that the City require provisions for the improvements with the
development.

At this point, the developer is working on revisions to the plans. Staff has provided general
direction to the applicant, but thought it would be helpful for the Park Commission to review
while plans are still in the works.
Following is the preliminary feedback that staff provided to the applicant related to parks and
trails:
• As indicated continuously through pre-application discussions, the City’s trail plan
identifies a trail connection from Arrowhead Drive to Medina Lake Preserve. Staff will
recommend a trail connection be required as portion of park dedication requirements. Two
possibilities may be along the wetland edge on the south of Block 1 or along the north of the
project (including north of Block 2). Potential options shown in green on the attached. The
Park Commission will review and make a recommendation for location to the City Council.
The applicant may want to consider incorporating a location into the design rather than
waiting for Park Commission to recommend location. In such case, staff recommends a
location which prevents unnecessary driveway crossings and that provides a quality user
experience (views, separation from streets, etc.)
• As indicated continuously during pre-application discussions, staff will recommend land
dedication necessary for a parking area and trailhead south of Medina Lake Preserve
within this site. As discussed during pre-application discussions, it may be possible to
incorporate an area for nose-in parking as part of the street improvements within the site,
which may be a viable alternative to additional dedication of land. If parking and a
trailhead is not provided in connection with the proposed improvements, staff will
recommend that the City require land dedication for such purpose.
• As indicated in pre-application discussions, the City has approved a potential route for the
Diamond Lake Regional Trail Master Plan which similar connects Arrowhead Drive, but
then would include a boardwalk across the wetland to the south. Staff will recommend that
trail easements for this future trail connection be required as part of park dedication. Staff
has consulted with Three Rivers Park on potential locations, and generally, the objectives
would include: a) minimizing length of boardwalk across wetland; b) minimizing driveway
crossings; c) maximizing trail user experience; d) flexibility for route connections to south
(potentially multiple easement locations). Potential options are displayed in pink on the
attached site plan. One opportunity may be from Medina Lake Preserve behind Lots 15-17,
Block 3. These lots appear deeper and trees could be preserved to provide a buffer.
Potential locations are identified in attached. The applicant is welcome to suggest
alternative locations but they must address the objectives noted above.
Staff also provided the attached exhibit which provided some potential locations for trail
corridors.
Park Commission Feedback
Staff intends to formally present the preliminary plat to the Park Commission at a future meeting
after updated plans are submitted and reviewed. However, because the park and trail locations
have the potential to affect the site layout, staff thought it was appropriate for the Park
Commission to provide preliminary feedback as well. If the Park Commission recommends a
significant amount of land dedication, it would affect the site layout.

As described in the comments to the applicant, staff believes it is possible to provide the parking
and access to Medina Lake Preserve adjacent to the proposed street in the development, rather
than requiring significant land dedication to create an off-street parking area.
As a result, staff is recommending the following:
1) Easement and construction of trail from Arrowhead Drive to Medina Lake Preserve
(including connection to parking area)
2) Nose-in on-street parking adjacent to Medina Lake Preserve along with trail connections
to the park.
3) Easement for future Diamond Lake Trail Corridor from Medina Lake Preserve to the
south of the property – location to allow flexibility depending on development to south
Staff is requesting the following Park Commission feedback:
1) Whether on-street nose-in parking (6 stalls) along with trail connections into Medina Lake
Preserve is sufficient rather than requiring additional land for an off-street parking lot.
2) Feedback on preferred location/route for the City trail between Arrowhead Drive and
Medina Lake Preserve
3) Feedback on potential easement location for Diamond Lake Regional Trail

concept plan designs for Lakeshore Park to help the Park Commission visualize the park
with different layouts to get the conversation started.
The Lakeshore Park subcommittee, Troy Hutchinson & Nila Norman, met with staff on
September 7th to review the three concept plans and discuss recommended modifications.
We all agreed to use Concept One as a starting point with a few modifications. Below is a
list of our likes, dislikes, and recommended changes.
Concept One:
Likes
• Correct spot for basketball court
• Seating overlook on north side is nice
Dislikes
• Circle trail on north side is too much pavement (like trails leading to features, but
loop isn’t necessary)
• Do not want to remove too many trees on hillside (it opens views, but will cause
erosion)
• Pollinator garden will turn into weeds and be more to maintain
Recommended Changes
• Add a covered pavilion seating area on the north end
• Add horseshoe pit or other small lawn game area on north side
• Could a larger basketball court with two hoops fit into proposed area?
• If possible, add Canoe/Kayak rack near toilet/trash enclosure
o Look into how many canoe/kayak racks would fit near portable bathroom
(room for 12 kayaks?) Charge $275 each for the season – lottery system
