HomeMy Public PortalAbout02/26/2009MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING HELD BY THE ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM, FLORIDA ON THURSDAY, FEBRUARY 26, 2009 AT 8:30 A.M., IN THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Chairman Frankel called the meeting to order at 8:30 A.M. II. Roll Call. Present and Charles Frankel Participating:Robert W. Minutes of the Regular Meeting and Public Hearing of 1-22-09. Mr. Ganger moved and Mrs. White seconded that the minutes be approved as circulated and all voted AYE. IV. Additions, withdrawals, deferrals, arrangement of agenda items. There were no changes of agenda items requested. V. Announcements. A. Meeting Dates 1. Regular Meeting & Public Hearing a. March 26, 2009 @ 8:30 A.M. b. April 23, 2009 @ 8:30 A.M. c. May 28, 2009 @ 8:30 A.M. d. June 25, 2009 @ 8:30 A.M. e. July 23, 20090 @ 8:30 A.M. Chairman Frankel announced these meeting dates. Town Clerk Taylor announced that presently, there will be no meeting in March. There were no exparte communications declared. The Town Clerk administered the oath to Mr. Lusk, Mr. Wietsma, Ms. De Grelle and Mrs. Metz. Chairman Frankel disclosed that he is on the Board of Trustees at the Gulf Stream School and recused himself from the proceedings. He passed the gavel to Vice Chairman Ganger. Regular Meeting Architectural Review & Planning Board Page 2 February 26, 2009 VI. PUBLIC HEARING. A. Applications for Development Approval 1. An application submitted by Ronald Lusk, as Agent for The Gulf Stream School, the owners of property located at 3600 Gulf Stream Road, Gulf Stream, Florida, which is legally described in metes and bounds in Sec. 3, Township C 46 South, Range 43 East in the Town of Gulf Stream. a. NORTH OCEAN OVERLAY PERMIT to allow the installation of safety gates across each of the two driveways accessing State Road AlA. Mr. Lusk explained that on the recommendation of the Palm Beach County School Board Police and the Gulf Stream Police Department, he is requesting to install two 6 ft. high aluminum gates along AlA, to improve campus security and safety for the students. The southern opening is paved and will have a double swing gate and the smaller gravel opening which leads to the school residences will have a single gate. Mrs. Metz, 539 Middle Road, asked if the gates would be closed only during school hours and on the weekends. She added that she and other residents use the school's parking lot to park their golf cars and access the beach. She had safety concerns driving the golf cart along AlA to access the beach. Mr. Lusk stated that it would be a decision of the school officials as to the use of the parking lot and how the gates are utilized. He advised he was only charged with the gate installation. Town Manager Thrasher advised that the Town has no authority over the use of the parking lot, as it is private property. Mr. Ganger asked if School Board Police did not mandate this, would the school install the gates anyway. Mr. Lusk stated that it had been a concern with the school and the Gulf Stream Police Department with people not involved with the school using the parking lot. He added that there has been at least one burglary in the past. i Mrs. White moved and Mr. O'Neal seconded to approve the North Ocean J Overlay Permit to allow the installation of security gates across each of the two driveways accessing State Road AlA. Roll Call: Mrs. White; AYE, Mrs. Jones; AYE, Mr. O'Neal; AYE, Mr. Smith; AYE and Vice Chairman Ganger; AYE. Vice Chairman Ganger passed the gavel back to Chairman Frankel. VII. Items related to previous approval A. Revised Landscape Plan for 525 Middle Road Ms. De Grelle displayed a landscape plan and explained that the landscape is designed to be compatible with the style of the house and Regular Meeting Page 3 Architectural Review & Planning Board February 26, 2009 the surrounding neighborhood. An 8' high ficus hedge would be planted around the perimeter which would give total privacy from the street. At the entrance 2 large palms would be installed and the existing larger trees would remain or be relocated on the property. White Chattahoochee gravel would be in the front driveway and the service drive would be bricks. C'1 Town Manager Thrasher mentioned that on the original landscape plan the ficus plants were shown as 8 ft. high. He asked if that has changed. Ms. De Gerelle stated that she was unaware of the Town's hedge height and she confirmed that the ficus hedge would be 8 ft. or more in height. Town Clerk Taylor reminded that the previously approved color for the house was white with green shutters. She asked if the current pink color was approved. Mr. Wietsma stated that he was unaware the colors were not approved however, he would bring the appropriate color swatches. He added that once the landscape is installed, only small areas of the house would be seen. The Town Clerk mentioned that the neighbor to the north had concerns that the north wall is large and bare. She asked if there would be any vines attached to the wall. Mr. Wietsma explained that there would be an 8 ft. high ficus hedge on the north side and the wall would not be seen from the street. Mr. Ganger moved and Mrs. Jones seconded to approve the revised landscape plan for 525 Middle Road as presented. Town Clerk Taylor advised Chairman Frankel and Mr. O'Neal that their tenure on the Board has expired and thanked them on behalf of the Town for their dedicated service on the ARPB, expressing her appreciation for their cooperation and assistance. IX. Items by Board Members. Mr. Ganger mentioned that he saw an article in the newspaper regarding undergrounding of the powerlines and asked the status. 9:10 A.M., Mr. Smith left the meeting. Mr. Thrasher explained that the Town is working with the Municipal Utility Undergrounding Consortium (MUUC) to take the case to the Public Service Commission (PSC) so that FP&L would contribute a larger percentage then the current 25% which will sunset in October, 2009, to the undergrounding. MUUC is asking for additional funding for legal Regular Meeting Architectural Review & Planning Board Page 4 February 26, 2009 fees and he has taken that request to the Town Commission the Town Manager stated. Mr. Ganger offered that the Civic Association would help with the additional funding. X. Public. There was no public comment. XI. Adjournment. Chairman Frankel adjourned the meeting at 9:25 A.M.
