Also Present : Jill Scalise, CPC Housing Coordinator The Chair called the meeting to order at 4 : 45 pm. Recording or Taping Notification : `As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Discussion and votes on the completeness, eligibility, and timeliness of the following funding requests . Chair Paul Ruchinskas asked for discussion and votes on the completeness , eligibility and timeliness of the five applications for funding requests received to date . Jill Scalise left the room while discussions took place on the Housing Coordinator position . a) Brewster Town Administrator- Housing Coordinator- $ 36 , 000 , It was agreed that the application was complete and due to the start date of June 1 , 2018 it was timely . The legal opinion is that this is an eligible use of CPA funds . Motion made by Roland Bassett that the Housing Coordinator application is complete, eligible and timely. Bill Klein seconded . VOTE : 8 -0 -0 b) Brewster Recreation Department- Tennis Court Repairs and Resurfacing- $ 35 , 000 . Application Completeness : There was a request for color photos of the project . Eligibility : There was discussion about the use of CPC funds to repair and resurface the tennis courts . The legal opinion was reviewed and the Committee requested that the CPC Meeting Minutes of January 10, 2018 Page 1 of 5 Recreation Director come in to clarify the work to be done to make sure the use of CPA funds are eligible . CPA funds are not eligible if this project is determined to be maintenance but may be eligible if the project is felt to be restoring the tennis courts . It is felt that the tennis courts look to be in good shape currently . Standard maintenance is done on a regular basis , but in order to maintain a tennis court, it needs to be resurfaced from time to time . Timeliness : The work is due to occur in the fall . Motion made by Roland Bassett to table the vote on the Brewster Recreation Department Tennis Court Repairs until the next meeting. William Klein seconded . VOTE : 8 - OA c) Brewster Recreation Department- ADA Improvements to Athletic Fields- $ 150 , 000 : Application Completeness : There was a request for a better description and breakout of costs of the project and what is going to be done . It is felt that this area cannot be paved as it is in Zone 2 . There was a question as to who is to do the work . The terrain in this area is difficult. The Recreation Commission has not yet reviewed this project . Eligibility : The legal opinion is that this is an eligible use of CPA funds . Timeliness : This project will go out to bid in May . Motion made by Roland Bassett to table the discussion on the Brewster Recreation Department ADA Improvement to Athletic Fields application until the next meeting. William Klein seconded. VOTE : 8- 0A d) Brewster Housing Authoritv- Huckleberry Lane Roof Replacements - $ 130 , 000 . Barbara Burgo recused herself from the discussion and left the room . Application Completeness : Concern expressed about the amount of funding requested as it seemed low and how the figure was determined was discussed . Upon further review of the application and discussion on how this state funded housing authority thirty year old units are maintained it was decided that the maintenance is underfunded . It was stated that this is a dire need and if the work is not done, they will likely lose their eligibility as affordable housing units . Eligibility : If this work is needed to preserve the housing units from further harm, it is eligible . Concern expressed that this work may need to be done because of deferred maintenance . Timeliness : The project is timely. Motion made by Roland Bassett that the Brewster Housing Authority application is complete, eligible and timely. William Klein seconded . VOTE : 7-OA CPC Meeting Minutes of January 10, 2018 Page 2 of 5 e) Community Development Partnership- Cape Housing Institute- $ 15 , 000 : Paul Ruchinskas recused himself from the discussion and left the room. Faythe Ellis took over the meeting . Application completeness : It was decided that the application was complete . Eligibility : There was discussion on the eligibility after reviewing the legal opinion. There was positive feedback on the first Cape Housing Institute held and it was felt it was very informative . Since municipal employees and the CPC should benefit from this Cape Housing Institute training it was determined this should be an eligible use of CPA Housing support funds . Timeliness : The next Housing Institute is scheduled for October. Motion made by Peter Johnson to approve the Community Development Partnership Cape Housing Institute complete , eligible and timely. Roland Bassett seconded . VOTE : 7-0 -0 Paul Ruchinskas returned to the meeting. 2) Votes to refer eligible funding requests to their relevant committees for review and recommendations to the CPC . It has been decided to hold the two recreation applications . Motion made by Roland Bassett to refer three applications to the Housing Subcommittee. William Klein seconded . VOTE : 8 -0 -0 II 3 ) Acceptance of any new funding requests received . The only new application received is from the Brewster Historical Society that was distributed at the meeting . A legal opinion will be requested and this will be discussed at the next meeting. There was a brief discussion on the pros and cons of having legal opinions on each application. A final decision will be made after it is determined how much the legal fees cost . 4) Liaison reports on status of open projects . Attorney Sarah Turano -Flores is working on the Brewster Baptist Church and the Cobb House Preservation Restriction and hopes to have something ready to present at the next meeting . CPC Meeting Minutes of January 10, 2018 Page 3 of 5 The Meeting House Road purchase has had a change in the closing date to the end of January . The Bikeways project for road crossing flashing lights is underway and there was discussion on how the invoices will be handled . In the future, how to handle a damaged flashing light and/or how they will be maintained should be considered . Habitat for Humanity Paul Hush Way is moving along . One of the buyers has dropped out and Habitat has gone back to the lottery list to see if the next one on the list is interested. Cape Cod Village has received $2 million dollars in state funding for the project, has received a $ 3 million permanent loan from the Department of Agriculture, $ 950 , 000 from 7 towns ' CPA funding and they are looing to the County for the last $250 , 000 needed . It is hoped to get construction underway later this year . Housing Coordinator Jill Scalise gave an overview of her activities , her orientation talking to numerous people and entities in town and the area. She is now writing action plans in areas identified as priorities . She gave examples of people she has met with and some deal with homelessness , housing application help , housing that is available in Brewster, what may be available in the future . She has been reviewing the town ' s bylaws . Barbara Burgo has met with Jill Scalise about diversity . Barbara Burgo has helped with outreach to the diverse communities in Brewster . Jill ' s presentation to the Selectboard was very informative . She is currently working on a fair marketing housing plan . Brewster Woods is in the ZBA process and following this they will apply for funding and it is not certain they will meet the deadlines for this year . One of the condominiums on the subsidized housing inventory is for sale and due to the time limits in the deed restrictions the seller is looking to put it on the open market after unsuccessfully trying to sell it with a maximum resale rate of $ 170 , 391 . If this is sold on the open market, the town will lose the affordable housing deed restriction. Jill is working with the owner to try and keep it on the subsidized housing inventory list and wanted the CPC aware that additional buy down funds may be required in order to make this unit more affordable . The only benefit of this unit versus a similar unit on the open market would be that this unit would not require the down payment . If this unit is sold for anything above the maximum resale amount, those funds would be paid to the Town ' s Affordable Housing Fund though it is doubtful that it would be sold much over that amount and the Town would lose one unit on their SHI . The Municipal Affordable Housing Trust, if it were in place, could address this situation . The Town would need to decide if they want to purchase this unit . The Town was offered the right of first refusal but decided not to purchase it. There was a brief discussion about possibly malting additional buy down funds available as well as some of the problems associated with condominium fees as a building ages . 5) Vote to approve minutes of the December 13 , 2017 meeting .
