HomeMy Public PortalAbout12-8439 Valorem Taxes Sponsored by: The City Manager RESOLUTION NO. 12-8439 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, SETTING THE PROPOSED MILLAGE RATE OF 9.3736 OF AD VALOREM TAXES FOR THE CITY OF OPA-LOCKA, FLORIDA, AS REQUIRED BY LAW, FOR THE BUDGET FOR FISCAL YEAR 2012-13; ESTABLISHING THE DATE, TIME AND PLACE FOR THE FIRST AND FINAL PUBLIC HEARINGS TO CONSIDER THE PROPOSED MILLAGE RATE AND TENTATIVE BUDGET FOR FY 2012-13; AND DIRECTING THE CITY MANAGER TO FORWARD A COPY OF THIS RESOLUTION TO THE MIAMI DADE COUNTY PROPERTY APPRAISER; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, Section 200.065, Florida Statutes, provide that a taxing authority shall advise the Property Appraiser and Tax Collector within thirty-five (35) days of service of the Certification of Taxable Value on July 1, 2012, of its proposed millage rate, its current year rolled-back rate, and the date, time and place of the first and final budget hearings, at which time public hearings will be held to consider the proposed millage rate and the tentative budget; and WHEREAS, the City Manager of the City of Opa-locka has recommended a proposed millage rate of 9.3736 for Fiscal Year 2012-2013, commencing October 1, 2012, and ending September 30, 2013. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1.The recitals to the preamble are hereby incorporated by reference. Section 2. The proposed tax levy and millage rate for the City of Opa-locka, Florida for Fiscal Year 2012-2013, commencing October 1, 2012, through September 30, 2013, is hereby proposed to be 9.3736 mills, which is $9.3736 per $1,000.00 of assessed property value within the City of Opa-locka. This represents a 6.52% increase over the rolled-back rate of 8.7999 mills, which is $8.7999 per$1,000 of assessed property value within the City of Opa-locka. Section 3. The date,time and place of the public hearings to consider the above proposed millage rate and tentative budget shall be as follows: FIRST BUDGET HEARING: Date: Wednesday, September 12, 2012 Time: 5:01 pm Place: Town Center Resolution No. 12-8439 780 Fisherman Street, 2"d Floor Opa-locka, FL 33054 SECOND BUDGET HEARING: Date: Wednesday, September 26, 2012 Time: 5:01 pm Place: Town Center 780 Fisherman Street, 2"a Floor Opa-locka, FL 33054 In the event that the Board of County Commissioners of Miami-Dade County, Florida or School Board schedule any County Budget Hearing on a date set for a City Budget Hearing, the City Manager is authorized to change the date of either or both of the Budget Hearings. Section 4. The City Manager is hereby directed to transmit a certified copy of this Resolution to the Miami-Dade County Property Appraiser and the Tax Collector of Miami-Dade County. Section 5. Financial Impact: The millage rate of 9.3736 is expected to generate total taxes of $6,541,181. We will budget 95% of this amount or $6,214,122. This is comparable to the revenue budgeted in FY 2011-2012. Implementation Timeline: Before August 1, 2012. Legislative History: none Recommendation(s): Staff recommends approval. Analysis: Staff is recommending a proposed millage rate of 9.3736. This millage rate would be considered a 6.52%tax increase; however the rate will generate tax revenue comparable to FY 2011-2012. Due to the reduced property values, the rolled-back rate is calculated at 8.7999. This would be considered a 0%tax increase; however budgeted tax revenue would be reduced by$380,328. The first budget hearing is scheduled for Wednesday, September 12, 2012 at 5:01pm at 780 Fisherman Street, 2nd Floor, Opa-locka, FL 33054. The second budget hearing is scheduled for Wednesday, September 26, 2012 at 5:01pm at 780 Fisherman Street, 2nd Floor,Opa-locka, FL 33054.
