HomeMy Public PortalAbout20100712 - Parks & Recreation - Meeting Minutes Page: 1 Hopkinton Parks and Recreation Meeting Minutes of 07-12-10 The Parks and Recreation Meeting was called to order on Monday, June 28, 2010 at 7:00 PM. Ken Driscoll, Brendan Doyle, Bob Dobinski, Karl Morningstar, Mike Preite and Joan Bannon were present. HYSA – Brian O’Keefe Minutes 06-28-10 Approved Minutes need to be updated on the website New Fruit Street Fields Discussion on draft as it pertains to soccer discussion  Lease agreement needs to be amended because dates missed – cleanup  User Agreement needs to be amended , this has more impact because it includes rates, use, and there are now 2 fields, agreement needs clarification Brian O’Keefe – HYSA Worked with attorney Andy Branz on amendment to User Agreement Handed out Amendment to User Agreement and Lease Agreement Draft and for HPR’s review Processed as amendment  User Agreement – change # days to 180  Need person from Soccer and Person from Parks and Recreation to establish rates/times Establish a Rate  How to do? Based on overall facility  Priority 1) Pay bank note 2) Insurance and Maintenance 3) Investment/Future (reserve)  Need to discuss DPW costs around the infrastructure  Youth Group Infrastructure costs  Ken and Brian O’Keefe will work on establishing a rate by the next P&R meeting  Need to consider cost of operating facility  Painting the fields Turf will be on site on 8/2 Security is an issue – Ken is meeting with Chief Flannery to discuss security at the Field Ken will make recommendation to contractor to put up a fence – vendor is responsible for security What lines will be on field? According to Brian there will be inlaid lines for soccer on one field and one field outer box for 11v11, 2 orange lines cutting across for small sided fields Director’s Report  The new signs are up at Sandy Beach and at the Skate Park  Swing replaced at EMC  The Buoys for the No wake zone at Sandy Beach were put in  Sandy Beach rescue  Discussion on Westboro P&R maintenance – They have dedicated person during peak months and the Town budgets for this and mowing which DPW contracts  Korean War Memorial Discussion Page: 2 o Frederick O’Connell inquiring why only deceased members of the Korean Conflict were listed on the memorial o Mike will contact Mike Whalen to follow up on this  EMC Field maintenance needs to be brought up to Little League. Mike will contact Little League to determine the problem  Mike will ask Town Clerk new meeting laws in regards to draft copies of handouts at meeting Chairman’s Report  Movie Night went well, approx 100 people– Setup takes approx. 2 Hours  Ashland Park and Recreation collaboration – Scheduled Meeting 7/21  Lights on the Common – Chief Flannery supports this effort – Meeting with Historic District on the Common to discuss placement of lights – goal is fall installation of lights  Need to get user groups in to discuss infrastructure of fields. P&R is the caretaker of these fields without a maintenance budget. Joan will send out an email to invite to Aug. 9th meeting.
