Calling for an election to be held on April 2, 2024 in The Metropolitan St. Louis Sewer District on the proposition of whether to impose (i) a property tax upon all residential taxable tangible property within the District and (ii) a charge upon all non-residential customers, whether public or private, within the District based on the amount of impervious area on each such customer’s real property, for the purpose of providing revenue to fund capital improvements for flooding and erosion control.

The work to be done under Contract #22167 consists of construct fluidized bed incinerators at the Bissell and Lemay wastewater treatment facilities, to include redundant sludge acceptance systems and solids handling system improvements. The purpose of this project is long term solution for solids handling at treatment facilities. This project is scheduled to be completed in September 2028. FUNDING/COST SUMMARY:

appropriation for this project to $272,000,000. Future supplemental appropriations are planned for construction in FY2025, FY2026, FY2027 and FY2028 providing a total appropriation of $900,000,000. This project is expected to be funded by a low interest loan from the State of Missouri, under the State Revolving Loan Fund (SRF). This project is also being funded by a WIFIA loan from the EPA. This ordinance authorizes the staff to proceed with further condemnation efforts including the filing of all necessary court
pleadings or documents leading to the acquisition of permanent easement and/or temporary construction easements on one (1) parcel of ground located in the Unincorporated St. Louis County, Missouri. The easements and temporary construction easements are needed to construct this project, which consists of the construction of approximately 1400 feet of bank stabilization that includes approximately 1300 feet of 45’ wide x 12 to 15 feet high concrete channel, filling of the
eroded bank between the erosion scarp and the new concrete channel walls, repair of over bank erosion, and extension of existing storm sewers through the new channel walls with storm inlets to intercept the overbank runoff in a portion of
the Black Jack Creek. The purpose of this project is to contribute to stabilization of the creek banks while improving the conveyance to alleviate overbank flooding during a 15-year storm event and create no increase in the regulatory 100-year Base Flood Elevation (BFE). Currently, the District has been unable to negotiate a settlement with the owners.
