That the Final Subdivision Plat of Jefferson City West Commercial Park Subdivision, Section One, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson. SECTION 3. This ordinance shall be in full force and effect from and after the date of its passage and approval. Application filed by Gary Oberkrom, authorized representative, Lohman Investments LLC, property owner, for a final plat of 9.87 acres on land zoned M-1 Light Industrial. This final plat includes 7 lots. The property is located on the southern side of Old Lohman Road approximately 700 feet east of Big Horn Drive. The property is described as part of the west half of the northeast quarter of Section 18, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant) Mr. Barron described the proposai and explained that this subdivision plat is the first section of a new industrial zoned subdivision. He stated that the Preliminary Plat was approved by the Planning and Zoning Commission on March 11, 2010. Mr. Barron explained that the proposed final subdivision plat consists of seven lots on 9.87 acres. Mr. Paul Samson, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Samson distributed a visual depicting the layout of the proposed subdivision. He explained that upon discussions with City staff it was determined that the Reserve Tract would be mowed and maintained by the property owners in the subdivision while the City would maintain the infrastructure of the detention basin. Mr. Nickolaus clarified that the City could potentially be responsible for the failure of the pipes, as well as, the homeowners association. He explained that City Staff would want to look at the structure of the ownership. Application filed by Gary Oberkrom, authorized representative, Lohman Investments LLC, property owner, for a final plat of 9.87 acres on land zoned M-1 Light Industrial. This final plat includes 7 lots. The property is located on the southern side of Old Lohman Road approximately 700 feet east of Big Horn Drive. The Preliminary Plat for this subdivision was approved by the Planning and Zoning Commission on March 11,2010. Description of Proposed Plat Zoning: M-1 Light Industrial Size of Property: 9.87 Acres Number of Lots: 7 lots and Lot Sizes: Smallest Lot— 1.03 acres Largest Lot— 1.85 acres Streets: Trade Center Parkway(approximately 750 feet of right-of-way). Sidewalks: Sidewalks are indicated on the improvement plans along both sides of Trade Center Parkway. Staff Recommendation Staff recommends approval of the final subdivision plat subject to the following: 1. Compliance with the comments and technical corrections of the Engineering Division. Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, April 8, 2010, 5:I5pm Item 7. - Other New Business Case No. P10009 - Final Subdivision Plat,Jefferson City West Commercial Park Subdivision, Section One (1) 5011 Old Lohman Road (M-1) ENGINEERING STAFF RECOMMENAATION- Recommend approval, subject to items highlighted within this staff report being incorporated into a revised submittal ofthe final plat, listed below. 1. We would request that the storm water easement be modified to cover pipes and structures from Trade Center Parkway (including the overflow structure for the basin), but the basin storage itself be noted as a privately maintained facility, with no public easementfor the area to be constructed as detention storage. 2. As per the consultant, the owner proposes to limit direct access to Old Lohman Road for all of proposed Lot 2 and all but the easterly most 100 feet of lot frontage ofproposed Lot 1. Also, the owner proposes to limit access to Trade Center Parbvay for the northerly 125 feet of lot frontage for proposed Lots I and 2. We would request that a note be added to the final plat indicating as such. Existing Infrastructure Summary * Infrastructure exists in the vicinity. New sidewalk is planned along the new roadway (Trade Center Parkway) on both sides of the street. Storm water detention is proposed for this development, the basin in Section One (1) actually draining to a public system in Old Lohman Road. Sanitary sewer exists to serve this property from Westview Heights and is proposed to be extended to serve all proposed lots. Improvements Summary Roadway, Storm Water/Erosion Control * Roadway, storm water and erosion and sediment control plans have been submitted and reviewed. * The roadway has been planned with a 33'width, which allows parking on one (1) side of the street. * A detention basin has been proposed to be constructed upon the property to control storm water drainage upstream from Old Lohman Road (maintained by the County of Cole). After reviewing the initial improvement plans, a public drainage system to accept drainage from Trade Center Parkway has been proposed and to tie to Old Lohman Road. We would request that the storm water easement be modified to cover pipes and structures from Trade Center Parkway (including the overflow structure far the basin), but the basin storage itself be noted as a privately maintained facility, with no public easement for the areas to be constructed as detention storage. Similar examples to this type of layout would be N.H. Scheppers Distributing Co. detention basin and the retention basin for the Stoneridge Village Development Section One (1). The basin would be maintained by the owner/developer and the drainage system to and from the area be for the City of Jefferson to maintain. Sanitary Sewer * The proposed development is served by existing sanitary sewer mains in the Westview Heights Subdivision. Sewer main extension is proposed to serve the lots within the subdivision. Sanitary sewer plans have been submitted and reviewed. Sidewalk * A five (5) feet sidewalk is proposed along Trade Center Parkway, on both sides of the roadway. Street Access /Traffic Impact A specific traffic impact study has not been provided for this proposed subdivision, in lieu of provisions to accomodate widening the property frontage along Old Lohman Road, a County maintained facility. Additional right-of-way has been proposed for the additional area for future widening. • Old Lohman Road is considered a collector roadway, serving adjacent residential, commercial and industrial property. As per the consultant, the owner proposes to limit direct access to Old Lohman Road for all of proposed Lot 2 and all but the easterly most 100 feet of lot frontage ofproposed Lot 1. Also, the owner proposes to limit access to Trade Center Parkway for the northerly 125 feet of lot frontage for proposed Lots 1 and 2. IYe would request that a note be added to the final plat indicating as such. * Old Lohman Road is currently a County of Cole maintained facility. Fire Hydrants /Street Lights * Facilities are proposed along Old Lohman Road and within the subdivision in accordance with City standards.
