HomeMy Public PortalAbout1992-003Member / /t ie5 introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO. 9-:1 - � RESOLUTION REGARDING ORGANIZED COLLECTION OF SOLID WASTE PURSUANT TO MINNESOTA STATUTES SECTION 115A.94 WHEREAS, on September 3, 1991, following a public hearing, the city council adopted Resolution N rregarding,- the City's intent to organize residential solid and WHEREAS, staff has now fully evaluated all matters regarding organized collection in the City and has made recommendations to the city council related thereto. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota as follows: 1. The city staff reviewed the practices of the City over the past 6 years and solicited and evaluated the comments and suggestions of all interested parties in considering whether to retain or amend the method of solid waste collection employed by the City. This review and evaluation allowed full consideration of all aspects of organized solid waste collection within Medina. RHB27784 ME230-29 2. All persons having an interest in solid waste collection, include current haulers and others, were given adequate opportunity to meet or consult with city staff regarding all aspects of organized collection in Medina. 3. The organized collection of residential solid waste, which has been in existence in Medina since April, 1986, has resulted in a collection system satisfactory tohe vast majority of Medina residents, according to a survey conducted in �.,,-rti, r Z�v , 1991. 4. The plan involves dividing Medina into three districts which are contiguous and as compact as is practicable, thus facilitating the efficient collection of residential solid waste. 5. Retention of three districts and awarding a contract for no more than one district to any hauler is identical to the system in place in Medina since April, 1986, and will result in no displacement of current haulers. 6. Collection of waste by a single hauler within each district allows for significantly less damage to city roads, improves aesthetics by confirming waste collection to a single day and promotes energy effacing on the part of the haulers. 7. Utilizing a three -district organized collection system is consistent with and an integral component of the City's organized collection goals. NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of Medina that the RFP attached hereto as Exhibit A is adopted and city staff is authorized and directed to distribute it to all interested parties and to consider awarding contracts according to the terms and edule outlined in the RFP.
