HomeMy Public PortalAbout12-8462 General Asphalt Co for the Milling and Resurfacing of Burlington Street Sponsored by: City Manager Resolution No. 12-8462 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA,TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH GENERAL ASPHALT CO., INC., FOR THE MILLING AND RESURFACING OF BURLINGTON STREET,FROM OPA-LOCKA BLVD TO NW 27TH AVENUE,AT THE INTERSECTION OF BAHMAN AVENUE AND JANN AVENUE, AND THE INTERESECTION OF SUPERIOR STREET AND ALADDIN STREET, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FORTY THOUSAND TWO HUNDRED DOLLARS ($140,200), PAYABLE FROM ACCOUNT NUMBER 47-541630; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS,the City of Opa-locka issued RFP 12-2006100 for milling and resurfacing of Burlington Street and received two responses; and WHEREAS,the bidders are General Asphalt Co., Inc.,the lowest bidder at$140,200,and JVA Engineering, Inc., the second lowest bid at $179,580; and WHEREAS,the staff recommends awarding the milling and resurfacing project to General Asphalt Co., Inc; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to enter into an agreement with General Asphalt Co., Inc. for the milling and resurfacing project. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Resolution No. 12-8462 Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager enter into a contract with General Asphalt Co., Inc. for the milling and resurfacing of Burlington Street, from Opa-locka Boulevard to NW 27th Avenue, at the intersections of Bahman Avenue and Jann Avenue; and the intersection of Superior Street and Aladdin Street, in an amount not to exceed One Hundred Forty Thousand Two Hundred Dollars ($140,200), payable from Account 47-541630. Description: The City of Opa-locka requested and received proposals from two bidders for the milling and resurfacing of Burlington Street from Opa-locka Blvd to NW 27th Avenue, intersection of Bahman Avenue and Jann Avenue, and intersection of Superior Street and Aladdin Street. Visual inspection of Burlington Street from Opa-locka Blvd to NW 27th Avenue, Intersection of Bahman Avenue and Jann Avenue, and Intersection of Superior Street and Aladdin Street sidewalks in the City has revealed the need for pavement milling and resurfacing. The roadway surface at these locations are uneven, has severe crack, and potholes. The milling and resurfacing will make pavement surface smooth, will enhance driving comfort, and safety. The following is the bid comparison table: Vendor Bid Price Comment General Asphalt Co., Inc. $140,200.00 Lowest Bidder JVA Engineering, Inc. $179,580.00 2nd Lowest Bidder Staff recommends awarding the milling and resurfacing project to General Asphalt Co. Inc. as they are the lowest bidder. Analysis: Milling is the process of grinding off the top layer of asphalt or surface of a roadway. This is usually done in preparation for paving, although there are exceptions where no milling or only partial milling is needed. Resurfacing is the process of placing an asphalt overlay on a roadway, whether or not it has been milled. The combination of milling and resurfacing will provide solution to the existing pavement condition improvement for comfort, safety, and to enhance roadway functionality. ATTACHMENT(S): 1.
