Dear Members,
The American Legion Key Biscayne Post 374 respectfully requests that the Mayor and Village
Council approve the placement of a monument in memory of all American veterans who fought
and died for our country.
The Monument to be placed on the small area of ground between the flags on the Village Green
to honor all branches of our armed forces and serve as a centerpiece for observance of special
days , such as, Memorial day, Fourth of July and Veterans Day.

Raul Lastra, Village Planner, addressed the council on this project.
Conchita Suarez, 201 Crandon Boulevard; Paul Matassi 255 Galen Drive; Fritz Scharenberg,
240 Crandon Boulevard, Suite 212, addressed the council.
9. REPORTS AND RECOMMENDATIONS:
Mayor and Councilmembers. Councilmember O'Reilly read a letter from William J. Hodgson and
made a motion to approve in principal a Veteran's Memorial on the Village Green. The motion was
seconded by Mayor Festa and approved by a unanimous voice vote.
Haydee Archibald, 881 Ocean Drive addressed the council.
Councilmember Sime made a request for the upcoming special election to look at the records for
office building addresses. The clerk reported that she had already done this and would call the Dade
County Supervisor of Elections to get the outcome of this research.
Mayor Festa requested that the manager bring back to the next council meeting a resolution stating
our concerns on the aircraft noise issue and after approval send it to the County, State Senators and
Congresswoman. By council consensus the manager was directed to draft a resolution addressing
this issue.
Mayor Festa requested for input from Councilmembers of issues they would like for him to present
at the Dade County League Meeting this Friday. The following items were suggested: beach
renourishment, playing fields, aircraft noise, mandated revenue sharing, preemption provision by
the state on the ethical commission.
Mayor Festa presented some suggestions as to the procedures to follow when purchasing land.

Village Attorney. The attorney did not submit a report.
Village Clerk. The clerk read a letter from Mr. Thomas A. Ziebart, Vice -President, Exclusive Sports
Marketing, Publix Super Markets, dated February 10, 1997 requesting approval for a Gatorade
Triathlon that will take place on Sunday, May 5, 1997 at 7:00 a.m. on Key Biscayne.
Councilmember Sime made a motion to approve the request. Vice Mayor Padovan seconded the
motion and it was approved by a 6-0 voice vote. The vote was as follows: Councilmembers Fried,
Han, O'Reilly, Sime, Vice Mayor Padovan and Mayor Festa voting Yes.
By Council consensus staff was directed to bring back to council a report on how permits are
obtained to use the Green and the use of the Village Green for playing soccer.

PROPOSED MONUMENT SIGN TO BE LOCATED RT THE VILLAGE
GREEN DEDICATED BY THE AMERICAN LEGION KEY BISCAYNE
POST 374
Please be advised that in memory of all American veterans, the American
Legion Key Biscayne Post 374 will dedicate a monument sign to the Village of Key
Biscayne to be placed on the area between the existing flags on the Village Green
park.
As shown on the attached picture, the proposed sign will consist of two parts
of which the left part presents 5 logos of the Army, Navy, Marine Corps, Air Force
and Coast Guard and the right part consists of text from a speech of Abraham
Lincoln.
If the Village Council approves the proposed sign as a government instructional
sign, it will be exempted from the permitting requirements outlined in the Chapter 28
of the Village Code.

Councilmember Han made an amending motion to approve the site plan application since it is in
substantial compliance with the original plan, subject to an additional 7' setback to the west. The
motion was seconded by Vice Mayor Fried and approved by a 6-0 roll call vote. The vote was as
follows: Councilmembers Broucek, Han, O'Reilly, Padovan, Vice Mayor Fried and Mayor Festa
voting Yes.
The main motion as amended was approved by a 6-0 roll call vote. The vote was as follows:
Councilmembers Broucek, Han, O'Reilly, Padovan, Vice Mayor Fried and Mayor Festa voting Yes.
Vice Mayor Fried made a motion to approve the application as submitted, conditioned to the
submittal of a revised detailed site plan reflecting that the easterly portion of Ocean Tower One
building be setback an additional 7' from its existing location on the submitted drawings. The
motion was seconded by Councilmember Broucek and approved by a 6-0 roll call vote. The vote
was as follows: Councilmembers Broucek, Han, O'Reilly, Padovan, Vice Mayor Fried and Mayor
Festa voting Yes.
7. SPECIAL PRESENTATIONS: The Mayor presented proclamations to the following
residents and Police Officers in accordance with Village Council policy adopted on January 27,
1998: Mr. Felix C. Beruvides, Mr. Michael Carricarte, Ms. Donatella Dillon, Mr. Matt Dillon, Mr.
Carlos Gutierrez and Officer Brian Nusall.
Mr. Richard Cromartie, Commander, American Legion Post #374, requested that the Mayor and
Village Council approve the placement of a monument in memory of all American veterans who
fought and died for our country to be located on the small area of ground between the flags on the
Village Green.
Councilmember Broucek made a motion to approve the request, subject to approval by the Planner.
The motion was seconded by Councilmember Padovan and approved by a 7-0 voice vote. The vote
was as follows: Councilmembers Broucek, Han, O'Reilly, Sime, Padovan, Vice Mayor Fried and
Mayor Festa voting Yes.
8. ORDINANCES: The Clerk read the following ordinance, on second reading, by title:
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AUTHORIZING
THE EXTENSION OF THE MATURITY DATE OF ITS STORMWATER UTILITY
REVENUE BOND ANTICIPATION NOTES, SERIES 1995; AND PROVIDING FOR AN
EFFECTIVE DATE.
The Mayor opened the public hearing. There were no speakers present. The Mayor closed the
public hearing.

November 11th is Veterans Day.
Key Biscayne' a American Legion Post invites you to attend our
Memorial Dedication on the Village green, at 11 em.
Our community Is vibrant and diversified with many roots .•• yet, we're all proud to be
unified and energized with the "American spirit". And Key Biscayne's American Legion
Post has an important role In contributing to our American character, as welt
It's with a deep sense of pride that we dedicate
our Veterans Memorial to the citizens of the
Village of Key Biscayne on this special day.
This memorial serves as an unforgettable
reminder of those who have given their lives
in serving with the armed forces of the United
States of America. in fighting the many difficult
battles that had an uncertain outcome at the time.
All crucial turning points of this century, now fast
coming to a close.
We are very fortunate for their courage and valor,
and from Key Biscayne, about 200 of our citizens
and family members have now "answered the final
bugle call".
It is particularly fitting that this memorial is on our
beautiful Village Green for everyone to see. Under
the American Flag, the State of Florida Flag, and
our own Village of Key Biscayne Flag - flying proudly in our continuing efforts to make
the Key an even better place to live... for all of us,

Dear Members;
19 October, 1998
November 11th, 1998 is Veterans Day. It is a day to honor American Service Men and
Women who have served our country. With the support of the Village Manager, Police, Fire and
Recreation Departments we have organized and presented a Veterans ceremony on the Village
Green for the past three years. This year we plan to have a similar program led by the American
Legion of Key Biscayne Post 374 and Auxiliary and dedicate the new memorial.
We therefore request the use of the Village Green for the Veterans Day ceremonies, to be
held at 11:00 AM (eleven o'clock in the morning) on Wednesday , November 11th 1998.
