Public Petitions and Co mments A. There were none. III. Department Reports A. Cemetery —Randy Robinson i. Discussion on insurance deleted from line item. Clerk Treasurer will check on this. Tom Roach stated for sake of time let's look at items other than salaries and employee benefits. John Lame asked about capital expenditures. Randy stated he did not need anything at this time or anticipate needing anything. B. Attomey —Laurie Robertson i_ Laurie stated m ost of her budget is supplies and law books. Bob Sedlack asked about her current salary. The City will continue to pay her 113 from water, sewer, and city. C. Park & Recreation — Rod Weinschenk i. Rod presented his budget in detail. Russ Evans stated need for butt cans at the park. Tom Roach questioned whether we want to do this oriust move forward with a no smoking area. Bob Sedlack asked about drop in part time maintenance salary request. Rod Weinschenk looked at the last month of the aquatic center and can reduce expenses significantly by shutting down the last 3 weeks. Expenses for basketball will be expended from Non - Reverting Basketball Fund. Rod Weinschenk stated he would like to extend money for part time maintenance from 3 months to 6 months and add back line item Non- Reverting Transfer for $100.00. Mark Hammer suggested increasing sales tax to $1,500 based on concession budget. Rod Weinschenk shared that Non Softball program is expanding. Revenues - Reverting should outweigh expenses. D. Street Commissioner — PaulWilson i. Paul Wilson asked for $50,000 back in budget for resurfacing ® streets. New striper and street sweeper really making the city "shine ". Looking at a combo storage facility with the Fire Dept. Brad Phillips has been working the site in preparation of a possibility of placing the building there. Also looking at a tractor with a boom mower attachment. This would be a multi- purpose piece of equipment assisting the Street Department in mowing areas currently unsafe to mow. Personnel would be safer using this equipment. Bob Sedlack asked Wilson about the material being requested. Wilson shared this product has been used by Indy for the past few years and they are very pleased. He would like to move to this as soon as possible. Mayor Michael stated she has a contract on her desk for this building and would like to move forward on this as soon as possible. Council President Roach stated he would like to see this building and mower done this year. Bob Sedlack stated this is a very doable budget. E. City Engineer — Glen Morrow i. Glen Morrow shared his budget and thoughts on his goals for next year. Looking to add GIS software and utilize this for planning as well as other departments. Storm water utility is an issue that will need to be addressed. Toni Roach suggested revisiting this issue soon. F. Fire Department — Bill Newgent ® i. Not present G. Planner — Lisa VonTress i. Not present H. Police Department — Tom Sutherlin i. Tom Sutherlin stated that he would still like to discuss the "Take Home Car" program. Tom Roach asked to start with allowing officers to use vehicle in the township. Mayor Michael stated she would be happy to take a recommendation to the BOW. Concern is money. Tom Roach suggested making gas line item $40,000. Questions and discussion regarding where allowed to drive and who can be transported. Russ Evans asked about Mobile Data System. Close to getting all the bugs worked out. August looks to be the time frame that we will be utilizing them. I. Mayor— Nancy Michael i. We need better entrance signs coming into Greencastle. Would like to address this in 2004 and 2005. J. Wastewater Department — Mike Neese K. Water Works — Terry Dale IV. Salary Ordinance A. Nancy presented the updated draft of the 2005 Salary Ordinance. Suggesting that we provide some consistency within the departments, with the increase to department assistant supervisors. Perhaps we want to look at something different. Tom Roach suggested we look a little longer on structuring the salaries eliminating some inadequacies. Tom Roach asked about the addition of another fire fighter in 2004 and in 2005. John Lanie suggested bringing up entry level. Tom Roach suggested that the mayor be paid more than the people she supervises. V. Adjournment A.
