A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA,FLORIDA,PROCLAIMING FRIDAY
OCTOBER 12, 2012, AS "ETHICAL GOVERNANCE DAY";
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the Miami-Dade County Commission on Ethics and Public Trust has
proclaimed Friday, October 12, 2012 as "Ethical Governance Day"; and
WHEREAS, the City Commission of Opa-locka, along with the Ethics Commission,
recognizes the critical importance of educating the public in ethical governance practices, and in
providing all of our residents with the necessary tools to become responsible and ethical citizens;and
WHEREAS, during "Ethical Governance Day", civic and community leaders, elected
officials, academic and political professionals, attorneys, and other public servants, shall assist the
Ethics Commission in interacting with,and engaging students in dialog concerning the importance of
citizenship and ethical governance; and
WHEREAS,the City Commission of the City of Opa-locka desires to support Miami-Dade
County Commission on Ethics and Public Trust in sponsoring"Ethical Governance Day"in the City
of Opa-locka.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Resolution No. 12-8471
Section 2. The City Commission of the City of Opa-locka hereby proclaims Friday,
October 12, 2012, as "Ethical Governance Day" in the City of Opa-locka.
Section 3. This resolution shall take effect immediately upon adoption.

JOSEPH CENTORINO On behalf of the Miami-Dade Commission on Ethics and Public
EXECUTIVE DIRECTOR Trust,I invite you and your community to participate in Ethical Governance
GENERAL COUNSEL Day, a daylong community conversation on the importance of good
citizenship and civic participation in promoting ethics in government.

ADVOCATE The centerpiece of this event will involve the placing of hundreds of
guest speakers—including elected officials,civic leaders,academicians and
MIRIAM S.RAMOS attorneys—in high school classrooms throughout the county. These
DEPUTY GENERAL COUNSEL volunteers will be provided with suggested talking points,but will be
encouraged to draw upon their own ideas and experiences in making their
presentations. We ask that you and all other elected officials and top
administrators in your community consider volunteering for this project.
We are also planning a Candidate Ethics Forum for all candidates for
local, state and national offices in the fall elections. The candidates will
have the opportunity to speak on government ethics at an all-day forum in the
Miami-Dade County Commission chambers. The forum will be televised
and webstreamed in order to engage the largest possible public audience.
In connection with these events,we are asking every municipality in
the county to adopt a resolution pledging support of this major effort to raise
community awareness of the role that everyone plays in promoting ethical
government.. A copy of the resolutions already passed by the Ethics
Commission and Miami-Dade School Board are enclosed. In addition to the
planned events,we encourage all local governments to supplement these
efforts with their own projects and ideas.

to ensure the integrity of local governments and elections, to restore public confidence in
government and to serve as guardian of the public trust, and
VtjereasS, the Commission on Ethics is committed to educating the public and all local
elected officials and public employees in ethical governance practices, and
berea5, the Commission on Ethics has historically included, as part of its mission,
community outreach programs to schools, businesses and civic institutions, and
Vtjerea5, the Commission on Ethics wishes to promote greater understanding on the part
of young adults of the importance of ethical government to their future wellbeing and that
of their community, and

12, 2012, as Ethical Governance Day in Miami-Dade County and calls upon all public
and private institutions and residents in the County to participate in appropriate civic and

this nation's heritage.

RECOGNIZING THE MIAMI-DADE COUNTY COMMISSION ON ETHICS AND PUBLIC TRUST
FOR SPONSORING "ETHICAL GOVERNANCE DAY" IN
MIAMI-DADE COUNTY PUBLIC SCHOOLS
WHEREAS, the Miami-Dade County Commission on Ethics and Public Trust (Ethics Commission)
was established in 1996 to bolster public trust in the administration of local government, and
WHEREAS, the Ethics Commission is committed to public education, training, and community
outreach, including educational programs for students, and
WHEREAS, the Ethics Commission recognizes the critical importance of providing students with
the necessary tools to become responsible and ethical citizens, and
WHEREAS, the "Model Student Ethics" program sponsored by the Ethics Commission currently
provides senior high school students with opportunities to analyze ethical dilemmas and to learn
how to make ethical choices and decisions, and
WHEREAS, various public agencies, professional associations, and private businesses will be
invited to assist the Ethics Commission in expanding its educational outreach to students in the
District to include "Ethical Governance Day," and
WHEREAS, civic and community leaders, elected officials, academic and political professionals,
attorneys, and other public servants will assist the Ethics Commission in engaging students in a
robust dialog concerning the importance of citizenship and ethical governance during "Ethical
Governance Day;"
NOW, THEREFORE, BE IT RESOLVED THAT:
The School Board of Miami-Dade County, Florida, approve Resolution No. 12- of The School
Board of Miami-Dade County, Florida, recognizing the Miami-Dade County Commission on Ethics
and Public Trust for sponsoring "Ethical Governance Day" in Miami-Dade County Public Schools.
A copy of this resolution is placed in the permanent records of this Board.
