Comments:
To have the Agency review the development concept of a proposal submitted by Super Center
Concepts. to add exterior shops at Superior Super Warehouse located at 3831 E. Martin
Luther King Jr., Boulevard.
Recommendation:
Staff respectfully requests that after consideration, the Agency approve the development
concept.

ADD EXTERIOR SHOPS AT SUPERIOR SUPER WAREHOUSE
Purpose•
To have the Agency review the development concept of a
proposal submitted by Super Center Concepts Inc.~(the
"Developer") to add exterior shops at Superior Super
Warehouse located at 3831 E. Martin Luther King Jr.,
Boulevard.
Facts:
-! On November 24, 1997, Agency staff received an
.elevation and floor plan drawing for the proposed
exterior shops (see attached plans).
The Developer proposes to add approximately 1,309 sq.
`~. o:`. leasable space.
~~scussion:
'he Developer proposes to add 1,309 sq. ft. of exterior
shops at the front portion of the existing Superior Super
Warehouse. The Developer is essentially building the spaces
,n anticipation of finding tenants and leasing out each
individual space. Therefore, it is unknown what the ultimate
,uses will be for the proposed shops. The elevation submitted
by the Developer illustrates .the type of uses that may have
interest in leasing space at this location given the design
(Kiosk type) and proposed size of each space. Each space
will be approximately 15x17 '(255 sq. ft.).
The Developer did not submit a color scheme for the project
and staff would recommend that the color scheme for the
proposed shops be consistent and compliment the color .scheme
already established for the center. In addition, the
submitted elevation depicts the use of curtains for
screening and roll-away gates as the means for security and.
protection from the elements. This type of material
(curtains_and roll-away gates) would be inconsistent with
the Participation Agreement and~the overall quality and
ambiance of the exiting center. Therefore, staff would like
to work with the Developer to ensure that certain facade .
elements are incorporated as part of a facade program for
'the project and to ensure compliance with .the Participation
Agreement originally approved by the Agency for the
development of the shopping center.

Recommendation:
Staff respectfully requests that after consideration, the
Agency approve the development concept and direct staff to
work with the Developer to ensure that an appropriate color
scheme is selected for the project and that the front of the
kiosk be built. in an enclosed manner consistent with the
existing project and Redevelopment area standards.
