Comments:
To have the Agency review the development concept of.~ a .proposal submitted
by Five Sites Inc. (the "Developer") for the development of -an Arco Service
Station and Food Mart located at 12131 Long Beach Boulevard.
Recommendation:
Staff respectfully requests that; after consideration, theAgency approve. the
development concept and direct staff to work with the Developer.
4. FILING OF ANNUAL STATE.CONTROLLER'S REPORT FOR F.Y. 1.996-1997.
Comments.: _
The purpose, of this item'is to have the Agency Board Members review and. _ .
authorize filing to the F.Y. 1996-97 Annual State Controller's Report as
~. required by Section 33080 et. seq. of,the Health and Safety "Code.
Recommendation: ~ .

attached resolution authorizing the Executive Director to prepare and execute .
• a. Owner Participation Agreement (OPA) for a rehabilitation.. loan between the
Agency and Health View Inc. for the rehabilitation of the Healthview Terrace, a '
. residential home for Low-income elderly individuals, owned and operated by
.HealthView, Inc., utilizing $1$8,382.00 of the City of Lynwood's Home
- Investment.Pamership allocation. ` '
Recommendation: ~. ;

the deferred payment loan totaling $188,382.00, to Health View, Iric., and .
- authorize the Executive Director to prepare an Owner Participation Agreement

The California Redevelopment Law requires that the Annual Report be presented to and...
approved. by Agency Board Members prior to its submittal to the State Controller's ,
- Office. -- • .
:~ draft of the A~ence~s. F.Y. 1996-97 Audit Report was utilized in completing the State .
- {-~~ntrciller's ,Annual Report of Financial Transactions.: City Auditor's, Simpson &
` ~tiinipson: Cl':~~s have. prepared. the audit draft to comply with. Generally Accepted
:~u~3itin~" ~t:rndards and. Redevelopment Law. The final audit report ~is expected by the
- rtr~l ~~t lh•ern~hcr l ~)t)7.

CnNCLUSION:
-The. annual .Report of Financial Transactions is prepared and filed annually with the State
`. ~ Controller°s Office. Its purpose is to provide the .State with financial transaction data
regarding the use of tax increment and housing funds. Another major aspect-of report is
to provide information on annual housing achievements as a result. of Redevelopment
As~encv activities.

- The following is a summary of the significant accounting policies of the component unit •
financial statements of the Lynwood Redevelopment Agency {Agency).
. A:. Describtion of the `Reporting Entity.
~, , .~ The Agency was created in .1973 with the formation of Area A. The primary purpose
of the Agency is to eliminate blighted areas by encotuaging the development. • of
commercial, industrial, recr=eational and public facilities. The. Alameda Project Area . ~ ,
was established in 1975 and Area A was amended in 1976, 1980 and 1988:
1n accordance with GASB -Code, Section -2100, Defining the Reporting Entity; the •
Agency's financial activities have been included with the' financial activities of the' City
_.of Lynwood .(City) for financial reporting purposes of the City. • • •
• Included in the financial activity of the Agency is the Lynwood Public • Financing '
Authonry (Authority). fihe Authority is a joint powers authority created by the City •
and the Agency. The purpose of the Authority is to issue bonds to enable the
Autlionry to make .loans to the Agency to finance public improvement projects and/or
to refinance indebtedness incurred by the Agency in connection with public capital
~~ improvements undertaken and completed. Repayments of the bonds are from .
revenues received from the Agency pursuant to a loan agreement between the
• A~thonn• and -the A¢cncy. Since the Authority is economically dependent upon the
Agency. the Aaenc~ crercises the oversight responsibility over the Authority.

.. -1-lealthView, Inc.. has been renovating the Healthview Terrace in four phases since the purchase
• of the property 'in Mazch of 199. Currently the organization has completed upgrading the facility

.~ • .° To date the organization has invested. approximately $337,423.00 for the renovation. of the
- facility. The improvements include roof replacement, repair of the heating and air conditioning-
- system,. exterior landscaping and painting, :and interior work which consisted of remodeling the •
• existing corridors and ,common. areas. In addition, an Alzheimer's unit was included into. the
facilih~. HealthView, Inc. is now requesting assistance from the Agency in order to complete the
E ~ ' ~ renovation of the facility. HealthView, Inc. plans. on utilizing the requested Home Funds to
. ._ renovate, 88 units. Once completed the units will be used for elderly housing units.
Staff has inspected the facilit< and reviewed the scope of work with cost estimates and has found
that the itemized description of the work and cost are acceptable and' relevant to the type of
renovation that will .provide .the residents with a decent, safe, sanitary, and affordable living•

The deferred payment loan ~~ ill be a 20 year loan. with a 0% rate of interest. During the 20 yeaz
.period the units sha•I1 be restricted to low .income seniors. .If this affordability requirement is
