HomeMy Public PortalAbout09-23-09c A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Iris Colon " Randy KlUm " Susan Naples Noted Absent were Councilmembers Jorge Diaz and Joseph W. Sitarz. Also noted present was Municipal Clerk, Kathleen M. Barney and Borough Attorney Robert Bergen. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on January 5, 2009, the 2009 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published on January 8, 2009. Notice of the re-scheduled meeting was posted on September 18, 2009 and published September 21, 2009. SEPTEMBER 23, 2009 REGUlAR MEETING September 23, 2009 ROLL CALL Minute of Silent Prayel Pledge of Allegiance STATEMENT OF MEETING NOTICE 1 SEPTEMBER 23, 2009 MINUTES FOR APPROVAL ORDINANCE #09-14 "Granting Renewal of Municipal Consent to Comcast of New Jersey II, LLC" First Reading ORDINANCE #09-15 "Establishing a Buy American Preference in Municipal Capital Construction Projects" First Reading Upon MMS&C by Councilmembers Naples and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, the minutes of September 10, 2009 were approved, transcribed and engrossed by the Clerk. ORDINANCE #09-14 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on October 8, 2009, upon MMS&C by Councilmembers Kmm and Naples. Upon individual roll call vote Councilmembers Bellino, Colon, Kmm and Naples voted in the Affirmative. Conncilmembers Diaz and Sitarz were noted Absent. "AN ORDINANCE GRANTING RENEWAL OF MUNICIPAL CONSENT TO COMCAST OF NEW JERSEY II, LLC, TO CONSTRUCT, CONNECT OPERATE AND MAINTAIN A CABLE TELEVISION AND COMMUNICATIONS SYSTEM IN THE BOROUGH OF CARTERET, NEW JERSEY, COUNTY OF MIDDLESEX" ORDINANCE #09-15 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on , upon MMS&C by Councilmembers KrUll and Naples. Upon individual roll call vote Councilmembers Bellino, Colon, Krum and Naples voted in the Affinnative. Councilmembers Diaz and Sitarz were noted Absent. "ESTABLISHING A BUY AMERICAN PREFERENCE IN MUNICIPAL CAPITAL CONSTRUCTION PROJECTS" 2 Mayor Reiman explained, in reference to Ordinance #09-15, what we are looking to provide is any kind of major capital infrastructure work has concrete and steel manufactured here in America. Upon MMS&C by Councilmembers Naples and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, the public portion on Resolutions/Agenda Items and New Business was opened to the public. There were no comments from the public. Upon MMS&C by Councilmembers Bellino and Naples and unanimous affirmative vote of the four (4) Councilmembers present., the public portion was closed. Mayor Reiman then asked if there was any questions or commemts from any Councihnembers. Hearing none, he then asked for a motion on the Consent Agenda. Councilmembers Diaz and Sitarz were noted Absent. 4 HealthlOOA - July & August 2009, Upon MMS&C by Councilmembers Naples and Bellino and unanimous affirmative of the four (4) Councilmembers present, all Reports were ordered to be received and placed on file. COMMITTEES- BUILDINGS & GROUNDS: Committee Chairperson Naples reported the workers helped with the Light Bulb Program and went on to report that we received a $36,000.00 grant from the Board of Public Utilities to study the energy usage at all of our municipal buildings. FINANCE & ADMINISTRATION - Committee Chairperson Diaz was noted absent. FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Krum reported on October 10th from 12:00 to 3:00 P.M., the Fire Department will have an Open House explaining it is all about safety, in how to prevent and protect yourself fi'om fires in the home. PARKS, RECREATION & PUBLIC PROPERTY - Committee Chairperson Bellino reported normal day to day activities and festivities and the car show over the weekend. He mentioned this week is the Mayor's Children's Charity Carnival on Thursday, Friday and Saturday and fireworks again on Saturday night. Progress. Mayor Reiman said the Parks Department did a spectular job with Ethnic, as did all the Municipal Agencies. POLICE - Conuuittee Chairperson Sitarz was noted Absent. SEPTEMBER 23, 2009 REPORTS COMMITTEES 5 September 23, 2009 COMMITTEES Con t: ADJOURNED PUBLIC WORKS - Committee Chairperson Colon reported new roadwork being completed on Washington Avenue. Progress. BOARD OF EDUCATION: Committee Chairperson Naples repOlled the new website for the school board is up and muning. It is a parent portal for teacher/parent communication. She went on to report that each teacher will have a website in place by November 1st and there should be some parent training for parents that will use this website and said she volunteered the Library for a training site because some ofthe parents do not have computers. Mayor Reiman mentioned that the Learning Center in the Library is open and has been utilizing a grant from the Department of Labor for job training and mentioned there are still positions available and the courses are free and encouraged residents to take these courses. He then spoke about the Teen Room explaining it is under construction and that this will be a young adult facility at the Library. After no further discussion, at approximately 6:06 P.M., upon MMS&C by Councilmembers Naples and Krum and unanimous affinnative vote of the four (4) Councilmembers present, the meeting was Adjoumed.
