MINUTES OF MARCH 23, 2010
The meeting was opened at 7:05 PM with the following present: Andre Griben,
Gail Clifford, Ken Johnson, Jon Pryor, George Reimann, Craig and Lyndse Nation.
ITEM 1: Review of 279 Wood Street changes from the previous meeting by Craig and
Lyndse Nation. It was confirmed that the changes requested of Mr. Nation were
completed and a copy of the architect’s drawing was submitted to the WHDC. The
specific changes were: the 10 ft x 14 Ft deck height was lowered to line up with the
proposed covered walkway, the deck supporting columns match the ones supporting the
covered walkway with stone supports as in the walkway. The stairway remains on the
Westborough side off of the deck. A motion was made by Andre Griben to accept the
proposed design and seconded by Ken Johnson. The vote was unanimous to accept. A
certificate of appropriateness was issued to Mr. Nation.
Mr. Nation stated that his timetable for this project was now was to do the
foundations in the Summer and complete the project in the Fall of 2010.
ITEM 2: Review and approval of all previous minutes. The minutes of 12/05/2007;
9/09/2009; 10/15/2009 and 1/14/2010 were distributed and reviewed. Gail Clifford made
a motion to accept them as written and this was seconded by Andre Griben. The vote was
unanimous to accept. The secretary is to get the approved copies to the Town Clerk and
to Jin Cozzens.
ITEM 3: Proposed fees for the WHDC involvement in the Building Permit approval
process. As previously proposed; a $25 initial fee and a $10 project change fee, with no
fee for non applicability or hardship conditions. Ken Johnson made a motion to institute
these conditions and it was seconded by George Reimann. The vote was unanimous to
accept the Motion.
As mentioned in the previous meeting Scott Richardson was to compose a letter
to all residents in the Woodville Historic District stating that by law a review of proposed
changes to structures must be reviewed by the WHDC before a building permit can be
issued. As Scott was not at the meeting, we do not know the status of this letter. Andre to
check with Scott to see if it can be issued soon.
ITEM 4: Woodville Historic District Web Site. Presently our Web site is directly under
the Downtown Historic District. Andre proposed that we have it be a separate web site
under the Hopkinton Web site, and not have to go through the Downtown web site after
visiting the Hopkinton web site. Andre is to contact Jim Cozens to achieve this.
ITEM 5: Open permits were reviewed and the problem associated with the WHDC
notification of permit applications. The problem is that Building permits are being issued
without our notification and our approval, as required by law. It is not the homeowners
fault, but the previously mentioned letter might help the situation. Another problem
situation was discussed that the Local Realtors no doubt do not inform their clients that a
house is located in the WHD and changes are subject the WHDC review before Building
Permits can be issued. When Woodville Historic District signs are in place, this should
help the problem. In the mean time the problem needs to be addressed with the Town
Building Inspector, Town Planner and Town Administrator and possibly the Town
Selectmen. It is planned to have a meeting with these people to review the problem. A
suggestion was made to ask Mike Girardi how the Central Historic Commission
addresses this problem. No one was assigned to do this, but I will take on the assignment.
ITEM 6: 211 wood Street work being performed.
The 211 Wood Street Permit states that interior demolition only is to be
performed, but exterior work is being done also, which requires the WHDC review and
approval. As above a meeting to review this problem is to be conducted. Andre to sent a
letter to the appropriate persons ( Chuck Kadlik, Elaine Lazarus, Norman Khumalo and
possibly Selectman Brian Herr) to review this situation.
ITEM 7:279 Wood Street Driveway Removal. The Nation’s asked about our thoughts on
giving them approval on the Driveway Removal Condition. We responded that we would
need a site walk and suggested that he put plantings in or at least help it go back to
natural state by adding soil. The Nation’s stated that they did not need any screening in
that area but were ok if the town wished it. WHDC also needs to file Conflict of Interest
form in order to vote on this since 3 members are considered abutters.
