CITY COUNCIL
MINUTES
-JUNE 16, 1981
INITIATION:
I I. CALL TO ORDER
Mayor Merritt_ called: the regular meeting- of.the City Council to
order at 7:30 pm. on Tuesday, June 16, 1981, in the Council
Chamber of the City Hall.
2. The invocation was given by Councilman Dennis.
3. The Pledge of Allegiance to the Flag was led by Mayor Merritt.
4. ROLL CALL:

(3) L & L LANDSCAPE MAINTENANCE
Approve&renewal of agreement for maintenance of the median
strips. at Santa •Anita•Avenue'and.Baldwin Avenue and author-
ized Mayor and City Clerk to sign.
(4) AUDITING SERVICES
Approved auditing services by McGladrey & Hendrickson & Co.
for fiscal year 1981-82 and authorized the City Manager to
countersign letter of agreement.
(5) DAYTON INTERIORS - LEASE AGREEMENT
Approved three year lease agreement for city -owned property
and authorized the Mayor and City Clerk to sign.
(D) CLAIM FOR DAMAGES - Margaret Noonan, 9920'Daines: Drive
Denied claim and referred to JPIA.
(E) SECTION 1983 INDEMNITY
Approved. Civil Rights Indemnity as set forth in City Attorney's
memo dated June 10, 1981.
(F) AUTHORIZATION TO SOLICIT BIDS: REPLACEMENT LIGHTING
Authorized staff to solicit bids for the purchase of light
fixtures and related hardware for installation on three tennis
courts at Live Oak Park.

City Manager. Koski .. presented, a. letter of appeal._ to_ .the denial
of an: application:. for: overnight: parking_ permit. by the... Traffic
Commission. :Mrs.; :_Florence: Mohney based her_ appeal. on the fact
that her driveway is too long and narrow to back up easily.

is always. closed,;.the.gate_ is usually open,: and that there is
insufficient: turning:. radius: which makes. it necessary to backup

Councilman Tyrell stated it takes a certain amount of competence
to hold a valid= driver's- license and he sees no justification for
an overnight parking permit.
Councilman~ Dennis stated he feels that the driveway width is
adequate to accommodate the vehicle.
Councilman Gillanders stated-the property is in the recently
annexed area and the applicant has probably been parking in
the s treet; he also felt the vehicle in. question would be
difficult to back down a long driveway.
Councilman Tyrell moved to deny the appeal, seconded by
Councilman Dennis and carried on a roll call vote:

8. COMMUNICATIONS:
A. Riley Metz re: Request for Time Extension to File Parcel Map
City Manager Koski presented a request from Mr.

RECESS TO CRA:
_City Council recessed at 7:45 p.m. to meet as the Community Redevelopment
Agency, all members being present; approved: the minutes of the regular
meeting held June 2, 1981. The minutes are set forth in full in the
records of the Agency.
RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. On motion by Councilman Atkins, seconded by Councilman
Gillanders, Council approved :, °a memo relating; to salary and
benefits for City Manager, copy on file in the Personnel Office.
B. Councilman Tyrell moved to reappoint .• Al Driver, Carl Clark,
Art McCoy, and Eloise Ward to the Parking Commission; John Shaw
to the Parks and Recreation Commission; Henry Stegmann and
John Garver to the Traffic Commission, all for a term of two
years, seconded by Councilman Gillanders and carried.
C. Councilman Atkins stated the San Gabriel Valley Association
of Cities' meeting: to be held at' the Cross Bow on Thursday,
June `18, °will have Supervisor Antonovitch as their guest speaker
on City /County matters.

On motion by Councilman Tyreii , seconded by Councilman Gillanders,
Council recessed at 8 p m to discuss threatened litigation with the
City Attorney,
12. ADJOURNMENT:
Having-reconvened at 8 :15 p:m4, Councilman Dennis moved to
adjourn-to-an' Adjourned Meeting -to be held at 7 :30 p.m. on
Tuesday,-June-30, 1981;-seconded-by Councilman Gillanders
