HomeMy Public PortalAbout12-8481 Corzo Castell Carballo Thompson Salman Corzo Castella Carballo Thompson Salman for Transportation Master plan Sponsored by: City Manager RESOLUTION NO. 12-8481 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AND NEGOTIATE A CONTRACT WITH CORZO CASTELLA CARBALLO THOMPSON SALMAN (C3TS) TO PREPARE THE OPA-LOCKA TRANSPORTATION MASTER PLAN AND ENHANCEMENTS STUDY, IN AN AMOUNT NOT TO EXCEED $67,880.00, PAYABLE FROM ACCOUNT NO. 44- 541824 (THE MPO GRANT), AND ACCOUNT NO. 47-541340; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka was awarded a grant by the Metropolitan Planning Organization (MPO) to evaluate ways to maintain neighborhood vitality, promote safety for residents, pedestrians, bicyclists and motorists while enhancing economic development, by accessing the local streets leading to the airport and other activity centers; and WHEREAS, the Corzo Castella Carballo Thompson Salman (C3TS), study will classify selected roads, their function, condition and, level of service, and identify deficiencies; provide comprehensive traffic operation, safety analysis, solutions to truck traffic, techniques for efficiency, and identify safety, capacity/level of service for the City's transportation facilities and for the residents; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to enter into and negotiate a contract with Corzo Castella Carballo Thompson Salman (C3TS) to prepare the Opa-Locka Transportation Master Plan and Enhancements Study. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Session 1. The recitals to the preamble herein are incorporated by reference. Session 2. The City Commission of the City of Opa-locka, directs and authorizes the City Manager to enter into and negotiate a contract with Corzo Castella Carballo Thompson Resolution No. 12-8481 Salman (C3TS) to prepare the Opa-Locka Transportation Master Plan and Enhancements Study, in an amount not to exceed $67, 880.00, of which $54,304.00 is payable from Account No. 44- 541824 (MPO Grant), and a 20%match of$13,576.00 is payable from the City, Account No. 47- 541340. Staff Summary: Pursuant to Resolution 12-8448, the City Manager entered into negotiations with C3TS for preparation of the Transportation Master Plan and Enhancements Study Phase I for the City of Opa-locka. Several months ago, City applied for a grant from Miami Metropolitan Planning Organization (MPO) to fund a transportation master plan and enhancements study. The grant was awarded to the City of Opa-locka, Florida earlier this year. The purpose of the study is to evaluate ways to maintain neighborhood vitality, promote a safe and livable environment for residents, pedestrians, bicyclist and motorists on local streets while promoting economic development through enhanced access to the Airport and / or other activity centers. The objectives of the study are as follows: 1. Classify selected roads by identifyuing their function, conditions, and level of service. 2. Identify roadway deficiencies along selected roadways. 3. Recommend ways to mitigate impact of truck traffic and tyechniques for increased effiency, safety, capacity and level of service for the City's transportation facility. 4. Provide a comprehensive traffic operations and safety analysis. 5. Identify the solutions to address traffic volume, roadway needs and safety issues for residents. Proposed Action: Staff recommends approval of this item. The purpose of this study is to evaluate ways to maintain neighborhood vitality,promote a safe and livable environment for residents, pedestrians, bicyclist and motorists on local streets while while promoting economic development through enhanced access to the Airport and/or other activity centers. The objectives of the study are as follows: 1. Classify selected roads by identifying their function,conditions and level of service. 2. Identify roadway deficiencies along selected roadway. 3. Recommend ways to mitigate impact of truck traffic and techniques for increased efficiency, safety, capacity and level of service for the City's transportation facility. 4. SCOPE OF SERVICES The following describes the scope of work and the responsibilities of C3TS and the City of Opa-Locka in connection with the preparation of the Road Classification and Improvement Study. Elements of work shall include a report with GIS maps of roadway functional classification, traffic demand and level of service, identification of deficiencies and potential transportation improvements. TASK 1: DATA COLLECTION A comprehensive data collection will be performed as part of this study. Data collection will consist of the following sub categories: 1.1 Field Review C3TS will perform field reviews to collect information pertaining to geometric roadway deficiencies, pavement conditions (visual only, no field testing), signing and pavement markings, drainage elements, lighting and other features to develop a transportation inventory for the City. 1.2 Previous Studies C3TS will collect and review previous studies conducted within the City of Opa-Locka, the existing roadway plans and other information available, such as GIS databases to determine and confirm the roadway characteristics. Previous studies will be reviewed prior to actual new data collection, and to every extent possible incorporated into the data collection and analysis process. The City of Opa-Locka will provide copies of all prior studies prepared for the City. 1.3 Traffic Data Traffic counts will be performed as part of the study to provide an understanding of the prevailing traffic patterns within the city and serve as the foundation for the Road Classification and Transportation Improvement Study. In addition, City of Opa-Locka and Miami-Dade County will be contacted for police crashes reports on the city and county roads. A list of the high crash roadway segments and intersections will be obtained for the latest available five-year. TASK 2: ENGINEERING ANALYSIS 2.1 Traffic Operational Analysis A. Existing Traffic Conditions: The existing traffic operating conditions for the arterial segments and intersections will be evaluated as per the FDOT Manual on Uniform Traffic Studies and the Highway Capacity Manual. The SYNCHRO 7 software will be utilized to perform the intersection and arterial analysis. The existing Annual Average Daily Traffic (AADT) volumes for the arterial segments will be estimated from the 48-hour machine and Turning Movements counts data obtained for the study and corrected to account for weekly, seasonal and axle factors. The analysis of existing conditions within the study area included the determination of the AM and PM Peak Hour Delay, V/C ratio and corresponding Level of Service(LOS)for arterial segments and intersections. B. Future Traffic Forecast: Historic traffic data from adjacent FDOT and portable portable traffic count stations together with the traffic counts data obtained as part of the study will be used to develop three historical trend analysis models. In addition, local and regional growth trends will be evaluated to assure the recommended growth factors to be utilized are conservative in nature. The future Traffic volumes will then be projected on a link by link basis for the Opening Year(2015), Mid-Year(2025) and Design Year (2035). The future intersection capacity analysis for the signalized intersections and arterial segments will then be performed using SYNCHRO 7 software to obtain future LOS, V/C Ratios for the various analysis years. 2.2 Safety Analysis A. Safety Deficiencies: An analysis of the crash data obtained will be performed to identify predominant crash types by harmful event, lighting conditions, weather related. Evaluation of crash accumulations (spikes) will be performed to identify specific segments or intersections with high crash accumulations and also to identify any roadway deficiencies that might be a contributing factor or other probable causes Safety Countermeasures: Based on the identified safety deficiencies and probable causes, a list of potential safety countermeasures will be developed to enhance safety within the City's roadway network. 2.3 Roadway Analysis B. Existing Roadway Conditions: An inventory of the existing roadway characteristics will be made. The existing typical sections and geometric elements of the major arterial and collectors will be checked for compliance with the adequate design controls to allow safe operation of the automobile and truck traffic. Identified roadway deficiencies will also be summarized in the Transportation Improvement Study Report. C. A GIS map of the roadway functional classification within the city will also be developed. Context Sensitive Solutions: C3TS will use the Context Sensitive Solutions approach in making recommendations for improvements. Context Sensitive Solutions is an approach that seeks to incorporate communities desires in a roadway design project so that the roadway corridor blends with the character of the community and enhances livability within the surrounding area. TASK 3: REPORTING FOR PHASE I All the data collection, engineering analysis and recommendations for phase I will be documented in the Transportation Improvements Study Report phase I. In addition, GIS maps of the roadway functional classification, traffic demand, level of service, V/C ratios, roadway deficiencies as well as the potential improvement project will be included. PROJECT SCHEDULES All services are anticipated being completed within six(6)months from the date of the Notice to Proceed as shown in exhibit `A'. FEES All services described in the Scope of Services will be performed on a Lump Sum Fee basis for a total amount of$67,880.00 dollars.
