AUTHORIZING THE YEAR 2010 ALLlANCE AGREEMENT BETWEEN THE
BOROUGH OF CARTERET AND THE COUNTY OF i'<llDDLESEX
WHEREAS, the Interlocal Services Act, N.J.S.A. 40:8A-l et.seq. encourages counties
and municipalities to enter into interlocal contracts for.the joint provision of services in
order to effectuate economies in government costs to help reduce local property taxes;
and provide legal authority and procedures to effectuate such agreements; and
\VHEREAS, the County of Middlesex, (the "County") and the Borough of Carteret (the
"Borough") are desirous of entering into such an interlocal services agreement to provide
alcoholism and drug abuse prevention and education services to Middlesex County
residents who are also residents of the Borough ofCarteret; and
\VHEREAS, pursuant to said agreement, the County is willing to provide the Borough
the sum of$20,149.00 from a trust account established with State grant funds to include
$600.00 to be used for Municipal Alliance training activities; and
\VHEREAS, pursuant to the agreement, the Borough must provide matching funds in the
amount of $20,149.00 cash and in-kind services prior to receiving the aforementioned
sum from the County; and
\VHEREAS, the County and the Borough are authorized to enter into the above
described agreement without public advertisement for bids for the same pursuant to
N.J.S.A. 40:11-5 (2); and
'WHEREAS, in accordance with N.J.S.AAO:8AA, said proposed contract is available
and open to public inspection at the. office of the Carteret Municipal Clerk, 61 Cooke
Avenue, Carteret, New Jersey, between the hours of 8:00 A.M. and 4:00 P.M.
NOW, THEREFORE, BE IT RESOL YED by tbe Mayor and Council of the Borougb
of Carteret as follows:
1. That the Year 2010 Alliance Agreement between the County of Middlesex
and the Borough ofCarteret for a period of one (1) year from January 1, 2010
to December 31, 2010.

2. That the Mayor and Borough Clerk are hereby authorized to execute the Year
2010 Alliance Agreement.
3. That the original and three (3) copies oftms executed year 2010 Alliance
Agreement, with the Borough seal affixed thereto, shall be forwarded to the
Middlesex County Alliance Coordinator, and a copy of the same shall
be forwarded to the Carteret Alliance Coordinator.
Adopted this 6th day of August, 2009 and
certified as a true copy of the original on
August 7th, 2009.
