THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORI DA, APPROVING THE PURCHASE OF
UPGRA DES TO THE VILLAGE'S SECURI TY CAM ERA
AND LICENSE PLATE RE COGNITION (LPR) SYSTEMS
FROM ER TECH SYSTEM S INC. D/B/A BROADCAST
SYSTEMS IN AN AMOUNT NOT TO EXCEED $230,000;
PROVIDING FOR AUTHORI ZATION; PROVIDING FOR
IMPLEM ENTATION; AND PROVIDING FOR AN
EFFECTIVE DA TE.
WHERE AS, the Village of Key Biscayne ("Village") desires to install security camera,
license plate recognition (LPR), and access control systems Village-wide (the "Equipment"); and
WHERE AS, the type of purchase contemplated by the Village has been competitively
bid by the U.S. General Services Administration (GSA), which has entered into GSA Contract
No. GS-07F-173GA (the "GSA Contract") with ER Tech Systems Group Inc. d/b/a Broadcast
Systems (the "Vendor"); and
WHERE AS, in accordance with Section 2-86 of the Village's Code of Ordinances, the
Village Council seeks to authorize the Village Manager to purchase the Equipment from the
Vendor in an amount not to exceed $230,000, consistent with the GSA Contract and the Vendor's
quote attached hereto as Exhibit "A" (the "Quote"); and
WHERE AS, the Village Council finds that this Resolution is in the best interest and
welfare of the citizens of the Village.
NOW, THERE FORE , BE IT RE SOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF KE Y BISCAYNE, FLORI DA AS FOLLOW S:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Approval of Purchase. The Village Council hereby approves the
purchase of the Equipment from the Vendor.
Section 3. Authorization for Purchase of Equipment. The Village Council hereby
authorizes the Village Manager to purchase the Equipment consistent with the term s and
conditions of the GSA Contract and the Quote attached hereto as Exhibit "A" in an am oun t not
to exceed $230,000.
Section 4. Implementation. The Village Council hereby authorizes the Village
Manager to execute any purchase order or required docum entation for the purchases
described in thi s Resolution, subject to approval by the Village Attorney as to form and
legality, and to take any action which is reasonably necessary to implement the purp ose of this
Resolution.
Section 5.

Effective Date. That this Resolution shall be effective imm ediately
PASSED and ADOPTED this 12th day of December , 2023.
