Work Session - Call to Order 6:00 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, May 19, 2020, at the City Hall Council
Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the
current public health emergency (Covid-19) most councilpersons were participating in the meeting
electronically as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:02
PM. Upon roll being called the following members were present: Rodney Walls (present 6:04 PM), Jim
Bartels present via phone, Eric Schnedler, Christine Olney, Al Havens present via Microsoft Teams.
Others present were City Administrator Doug Boldt, City Clerk Abigail Hora, Building Official Brian
Shay and City Attorney Robert Michael.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Schnedler
Second by Havens
All ayes, agenda approved.
C. Discussion of Madden Addition and Questions from Planning & Zoning Meeting
Discussion: Planning & Zoning wanted Council input on the long-term plan for S Park Rd. Planning
and Zoning would like a sidewalk to be connected to the City Trail and other facilities inside city limits.
Density was heavy per our 2018 comp plan; recommendation was to remove some R-4. Green space that
was gifted to the city was not buildable ground, would like to preserve as many trees as possible.
Public Present: Shannon Prince resident at 20 Gable Way president of Hickory Knoll Association.
Would like council to address the proposed density, as well as sidewalks and connecting to the trail
system. Would like the width of S Park Rd to be addressed.
Bev Vermace resident at 400 S Park Rd, has been a longtime resident. Does not like the purposed
development.
Bailey Abben resident at 15 Park Place echoes the concerns of others.
Melissa Fontanini owns the business at 205 S Park Rd. Concerns about the houses that would be built
behind her business and not able to continue her business without a noise complaint. Would like as
many trees to stay as possible if not a high privacy fence to keep the privacy for her venue. Would like
the safety of the children to be a priority in regard to the road and sidewalks.
D. Discussion and Review of Proposed Collective Bargaining Agreement
Discussion: Sick time max to be increased from 480 hours to 600 hours. Council Person Walls would
like the ANSI standards to be introduced to the Public Works Dept from top to bottom.
E. Discussion and Review of 2020 General Obligation Note
Discussion: Heidi Kuhl from Northland Securities present via phone to discuss the 2020 GO. This will
be a 15 year note and will not increase our $11.80 tax rate.

1. April Johnson County Sheriffs Report
M. Reports from City Personnel
1. eport Discussion: Fire Association is unable to apply for Federal Grant. Fire
Association would like the City to apply for the Safer Grant for the Fire Dept, this would include
th
equipment, stipend for the volunteers, and PPE. Deadline is May 27.
2. City Council Reports Discussion: Council Person Schnedler got face shields for City Staff.
Council Person Walls had resident questions about Original Town Phase Two.
3. Director of Pub Report Nothing to Report
4. Building Official Report Discussion: Inspections and permits over the last 6 weeks: 504
inspections and 87 permits.

7. City Administrator Discussion: Special Council Meeting May 26 at 1:00 PM to
discuss at Budget Amendment. Next meeting will be held at the Springmier library due to City
Hall being a voting place. Recreation Survey to be released tomorrow.
