A. Call to Order 1:00 PM This meeting is open to the public through the Iowa Open Meeting Law but
due to the current public health emergency (Covid-19) some councilpersons will be participating in the
meeting electronically as allowed by the Iowa Code, Chapter 21.
B. Roll Call
The City of Tiffin City Council held a special council meeting Tuesday, May 26, 2020, at the City Hall
Council Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due
to the current public health emergency (Covid-19) one councilperson was participating in the meeting
electronically/phone as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order
at 1:02 PM. Upon roll being called the following members were present: Jim Bartels present via phone,
Eric Schnedler, Rodney Walls, Christine Olney, Al Havens. Others present were City Administrator
Doug Boldt and Deputy City Clerk Brianna Wilkerson.
C. Agenda Additions/Agenda Approval
Motion to approve agenda by Havens.
Second by Schnedler.
All ayes, agenda approved.
D. Communications and Reports

the agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern

Second by Havens.

Discussion: Nothing Received at City Hall
Motion to close Public Hearing on FY 2019-2020 Budget Amendment by Olney
Second by Walls.

1. Resolution 2020-040 A Resolution Approving the City of Tiffin Budget Amendment for Fiscal
Year 2019-2020. Motion to approve Resolution 2020-040 A Resolution Approving the City of
Tiffin Budget Amendment for Fiscal Year 2019-2020 by Havens
Second by Schnedler.
Roll Call: Schnedler, Havens, Walls, Olney, Bartels
All ayes, motion carried.
2. Resolution 2020-041 A Resolution Authorizing the Consolidation of Bank Accounts. Motion
to approve Resolution 2020-041 A Resolution Authorizing the Consolidation of Bank
Accounts by Walls. Mayor Steve Berner recused himself from any discussion.
Second by Olney.
Roll Call: Havens, Walls, Olney, Bartels, Schnedler
All ayes, motion carried.
3. Resolution 2020-042 A Resolution Authorizing the Application for the Staffing for Adequate
Fire and Emergency Response (SAFER) Grant for the Tiffin Fire Association. Motion to approve
Resolution 2020-042 A Resolution Authorizing the Application for the Staffing for Adequate
Fire and Emergency Response (SAFER) Grant for the Tiffin Fire Association by Havens.
Second by Schnedler.
Roll Call: Walls, Olney, Bartels, Schnedler, Havens
All ayes, motion carried.

1. Report Nothing to Report
2. City Council Reports Discussion: Council Person Havens had questions in regard to new fiscal
year budget if Phase 7 of trail included.
3. City Administrator Discussion: Governor had another proclamation today that lifted a
lot of restrictions. Will discuss at Tuesdays meeting.
