officers covered under the contract are to receive a 3% salary raise on
Aril 1, 1982. He said he believed it would be appropriate to extend this
raise to all employees. The cost would be $6,300 for the officers or
$16,800 for all employees. After discussion on motion of Mr. Taplin, seconded
by Mr. Beatty and voted all village employees were given a 3% raise as of
April 1, 1982.
On motion of Mr. Sherman, seconded by Miss Gray the meeting was
adjourned at 12:10 P.M.

The Council of Bal Harbour Village met Tuesday, April 27, 1982 at 9:30 A.M.
in the Village Hall.
Present: Messrs. Beatty, Printup, Taplin and Miss Gray
Absent: Mr. Sherman
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village
Clerk; and Alan S. Gold, Village Attorney.
On motion of Mr. Beatty, seconded by Miss Gray and voted the minutes of
March 30, 1982 were approved as submitted.
Mr. Maley reported that the Street Lighting Contract has been signed and
work should be completed by October. The Residential Storm Sewer work should
begin next week. Mr. Maley also reported that the main Cable Television cables
have been connected and the residents are being contacted. Residents of the
Balmoral spoke of their experience with cable installation.
Mr. James Rizzo, our retirement plan acturial consultant, reviewed the
status of the plan with the council and reported that the fund had done very
well last year.
Mr. Gerry Gutenstein of the Resort Tax Advisory Committee said the committee
had discussed the use of a celebrity to promote Bal Harbour, and wondered how the
council felt about this idea. It was suggested that the committee explore both
Bert Parks and Arthur Godfrey. Mr. Gutenstein also suggested that it would
be nice to have chickee huts on the beach for shade. He said he has a cost
figure of $650.00 for a 10' x 10' hut. Mr. Maley said he would write the pro-
perty owners to see if they would like them in front of their property.
The council considered the operating statements for the first six months'
operation in all departments. It was suggested that excess cash investments
be diversified. On motion of Miss Gray, seconded by Mr. Beatty and voted the
statements were filed for audit.
Mr. Maley said that the present ordinance governing placement of storm
shutters on oceanfront properties applies to future buildings only. He thinks
the wording should be changed to include all buildings. Mr. Gold said he would
prepare the amendment to include existing buildings that do not already have
shutters.
The council took no action on a request of the City of No Miami Beach
to mandate that smoke detectors be placed in all multi -family buildings.
The council discussed the proposed relocation of the main entrance of
the Bal Harbour Shops. Mr. Gold said he believed the village should hire a
traffic expert to review the material that was submitted by Bal Harbour Shops
and look at the area for impact and access. It was moved by Mr. Taplin,
seconded by Miss Gray and voted that the village hire an expert as recommended
by Mr. Gold.
On motion of Mr. Taplin, seconded by Miss Gray the meeting was adjourned
at 11:15 A.M.

The Council of Bal Harbour Village met Tuesday, May 25, 1982 at 9:30 A.M.
in the Villa e Hall.
Present: Messrs: Beatty, Printup, Sherman, Taplin and Miss Gray
Absent: None
Also present were Fred W. Maley, Village Manager; Betty Carver, Deputy Village
Clerk; and Clifford A. Schulman, Esq., representiig.tlan Gold, Village Attorney.
On motion of Mr. Beatty, seconded by Miss Gray and voted, the minutes of
April 27, 1982, were approved as submitted.
Mr. Printup explained that Ordinance No. 228, regulating the installation
of storm shutters and balcony enclosures in the Oceanfront District applied only
to future buildings Proposed Ordinance No. 239 amends Ordinance No. 228 to cover
existing buildings. The first reading, by title only, was moved by Mr. Taplin,
seconded by Mr. Beatty, and unanimously voted.
After discussion from the audience, Resolution No. 278 was passed, authori-
zing retention of the professional services of David Plummier & Associates,
traffic engineers, for a fee not to exceed $5,000.00, for the purpose of pre-
paring a technical response to the application of the Bal Harbour Shops for a
new entrance drive permit.
