A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE PUBLIC WORKS DEPARTMENT TO LEASE 700 ACRE FEET
OF FY 2009-10 GROUNDWATER PUMPING RIGHTS IN THE CENTRAL
GROUNDWATER BASIN FROM SUBURBAN WATER SYSTEMS AND
AUTHORIZING THE MAYOR TO ~EXECUTE THE WATER RIGHTS LICENSE AND
AGREEMENT AND THE WATER RIGHTS LEASE AGREEMENT BETWEEN THE
CITY OF LYNWOOD AND SUBURBAN WATER SYSTEMS
WHEREAS, the City water system uses five (5) deep groundwater wells and a
Metropolitan Water District of Southern California (MWD) connection to meet its water
supply needs; and
WHEREAS, the City water system's five (5) wells anriually are pumped to the
maximum of groundwater rights in the Central Basin owned by the City and City has in
past years purchased water from MWD each year to meet the City's total annual water
needs; and
WHEREAS, the present water rate of MWD is quite high compared to the cost of
the City pumping groundwater and MWD has approved a series of water rate increases
beginning in 2009, to increase the price per acre by 41 % by next year, and
WHEREAS, the City by leasing groundwater pumping rights from another
pumper in the Central Basin and reducing the City's purchase of MWD water supplies,
could reduce the City's cost of operating the water system; and
WHEREAS, Suburban Water Systems has unused Central Basin Pumping
rights which can be leased and used by the City of Lynwood.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That City Council hereby approves the lease of 700 acre feet of
groundwater pumping rights in the Central Basin for year 2009-10 from Suburban Water
Systems at $75 per acre foot.
Section 2. That the City Council authorizes the Mayor to sign the Water Right
License and Agreement and the Water Rights Lease Agreement.
Section 3. This Resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this Resolution.
PASSED, APPROVED and ADOPTED this 15th day of June, 2010.
