1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order
by the Mayor at 9:33 a.m. Present were Councilmembers Edward London, Allison McCormick,
Brett G. Moss, Oscar Sardinas, Fernando A. Vazquez, Vice Mayor Franklin H. Caplan, and Mayor
Joe I. Rasco. Also present were Village Manager Steven C. Williamson, Village Clerk Jocelyn B.
Koch, and Village Attorney Chad Friedman.
2. PLEDGE OF ALLEGIANCE: Mayor Rasco led the Pledge of Allegiance.
3. PUBLIC COMMENTS: The following residents addressed the Council: Susana Braun,
200 Galen Drive; Luis de la Cruz, 640 Allendale Road, and Josie Valdes-Hurtado, 600 Grapetree
Drive.
4. OTHER BUSINESS/GENERAL DISCUSSION: There was extensive discussion from
Council and the Manager regarding the Village's state lobbyist and letter ofresignation received.
Vice Mayor Caplan made a motion to terminate the state lobbyist's contract. The motion was
seconded by Councilmember McCormick.
There was additional discussion from Council and the Manager regarding the above motion,
transition planning, legislative priorities, and next year's legislative appropriations. Also discussed
by Council and the Manager was if the above motion passed, the Manager was to secure a new
lobbyist as soon as possible for this current legislative session.
The motion was approved by a 6-1 voice vote. The vote was as follows: Councilmembers London,
McConnick, Moss, Sardinas, Vazquez, and Mayor Rasco voting Yes. Vice Mayor Caplan voting
O ctober 20, 2023
No.
Vice Mayor Caplan addressed the Council regarding reaching out to lobbyists who currently lobby
for other Miami-Dade County municipalities.
5. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
The meeting was adjourned at 10:31 a.m.
