W H E RE A S , the Village of Key Biscayne (the "Village") is committed to environmental conscientiousness, and declares that it is in the interest of the public health, safety, and welfare of its residents to reduce litter and pollutants that may enter the waters of Biscayne Bay; and WHEREAS, Biscayne Bay has experienced negative environmental events in recent years, including, but not limited to, seagrass die-offs, fish kills, and coral bleaching, which indicate Biscayne Bay's health is in a precarious state and urgently needs to be protected; and WHEREAS, the Florida Legislature appro priated $20,000,000.00 to fu nd the Biscayne Bay W ater Q uality Im pro vem ent Pro gra m (the "Pro gra m ") to pro tect and im pro ve the water quality of Biscayne B ay in Fiscal Y ear 2023-24; and WHEREAS, increased and continued funding is urgently needed to increase the rate of water quality improvement projects and improve Biscayne Bay's health in Fiscal Year 2024-25 and future fiscal years; and WHEREAS, on October 17, 2023, the Miami-Dade County ("County") Board of County Commissioners (the "Board") adopted Resolution R-930-23, urging the Florida legislature to provide increased funding and a dedicated funding source for the Program; and WHEREAS, the Village Council desires to support County Resolution R-930-23, attached hereto as Exhibit "A," and joins the County in urging the Florida Legislature to provide increased Page I of3 funding and a dedicated funding source for the Program in Fiscal Year 2024-25 and in future fiscal years; and WHERE AS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. NOW , THERE FORE , BE IT RE SOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORI DA, AS FOLLOWS: Section 1. Recitals. That each of the above-stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2. Supporting and Urging. That the Village Council hereby supports County Resolution R-930-23, attached hereto as Exhibit "A," and joins the County in urging the Florida Legislature to provide increased funding and a dedicated funding source for the Program in Fiscal Year 2024-25 and in future fiscal years. Section 3. Transmittal. That the Village Clerk is directed to transmit a copy of this Resolution to Governor Ron DeSantis, the Miami-Dade County State Legislative Delegation, the Miami-Dade County Board, and the Miami-Dade County League of Cities. RE SOLUTION URGING THE FLORIDA LEGISLATURE TO PROVIDE INCRE ASED FUN DING AND A DEDICATED FUN DING SOURCE FOR THE BISCAYNE BAY WATER QUALITY IMPROVEMENT GRANT PROGRA M WHEREAS, Biscayne Bay is a critical and irreplaceable component of the environment, culture, and economy of Miami-Dade County (the "County") and the State of Florida; and WHEREAS, events in recent years, including but not limited to seagrass die-offs, fish kills, and coral bleaching, have indicated that Biscayne Bay's health is in a precarious state and that urgent action must be taken to protect Biscayne Bay; and WHEREAS, this Board has continuously taken action to protect Biscayne Bay; and WHEREAS, the Board's efforts include the recent establishment of the Biscayne Bay Watershed Management Advisory Board; and WHEREAS, the Florida Legislature has supported the County's efforts to protect Biscayne Bay by, among other things, establishing the Biscayne Bay Comm ission and appropriating funding for protection efforts through the Florida Department of Environm ental Protection's Biscayne Bay Water Quality Improvement Grant Program; and WHEREAS, for Fiscal Year 2023-24, the Florida Legislature appropriated $20,000,000.00 to fund projects, including septic-to-sewer and wastewater projects, that will improve the water quality of Biscayne Bay; and WHEREAS, increased funding is urgently needed to enable the County to bring to fruition the various projects the County has planned for the benefit of Biscayne Bay; and MDC003 Agenda Item No. 1 l(A)(S) Page No. 2 WHEREAS, continued state funding will be necessary in Miami-Dade County to increase the rate of water quality improvement projects designated for recovery efforts to help improve Biscayne Bay's health; and WHEREAS, this Board wishes to urge the Florida Legislature to provide sustained and increased funding for the Biscayne Bay Water Quality Improvement Grant Program, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Urges the Florida Legislature to provide increased funding and a dedicated funding source for the Biscayne Bay Water Quality Improvement Grant Program. Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Governor, the Senate President, the House Speaker, and the Chair and Members of the Miami-Dade State Legislative Delegation. Section 3. Directs the County's state lobbyists to advocate for the action described in section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to amend the 2024 State Legislative Package to include this item.
