EXCEED $120,316; PRO VIDING FO R AUTH O RIZATIO N ;
AND PR O V IDING FO R AN EFFECT IVE DATE.
W H ERE AS, on September 21, 2023, the Village of Key Biscayne ("Village") issued
Request for Proposal No. 2023-20 (the "RFP") for communications and community engagement
services for the Village's Resilient Infrastructure and Adaptation Program (the "Services"); and
WHEREAS, the Village received seven (7) sealed proposals by the RFP submission
deadline; and
WHEREAS, after review and evaluation of the proposals submitted, the Evaluation
Committee appointed by the Village Manager ranked HML Public Outreach LLC
(the "Consultant") as the highest ranked firm; and
WHEREAS, the Village Council desires to select the Consultant to perform the Services
and authorize the Village Manager to negotiate and execute an agreement with the Consultant,
consistent with the Consultant's proposal attached hereto as Exhibit "A" in an amount not to
exceed $120,316; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.

Selection. That the Village Council hereby selects the Consultant for the
Authorization. That the Village Council hereby authorizes the Village
Manager to negotiate an d execute an agreement with the Consultant, consistent with the proposal
attached hereto as Exhibit "A" in an amount not to exceed $120,316, subject to the approval of the
Village Attorney's as to form, content, and legal sufficiency. If an agreement cannot be reached
with the Consultant, the Village Manager is authorized to negotiate and execute an agreement with
the next highest rank ed firm( s ), in order of rank ing, until an agreement in the best interest of the
Village is reached.
Section 4.
