A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING
MODIFICATIONS TO THE MODELING PARAMETERS
AND LEVEL OF SERVICE STANDARDS FOR THE FOUR
VILLAGE-WIDE MODELING ALTERNATIVES;
PROVIDING FOR IMPLEMENTATION; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on October 10, 2023, the Village Council adopted Resolution No. 2023-65,
authorizing the Village Manager to issue a work order (the "Work Order") to AECOM Technical
Services, Inc. (the "Consultant") to provide pre-design services relating to the K-8 School
Stormwater Drainage Improvements Project (the "Project"); and
WHEREAS, Task Order O of the Work Order provided for the incorporation of Village
Council feedback for the four (4) Village-wide modeling alternatives for the Project; and
WHEREAS, on October 26, 2023, the Village Council held a Resilient Infrastructure and
Adaptation Program Workshop ("Workshop") to discuss modifications to the Village-wide
modeling alternatives for the Project; and
WHEREAS, based on the Workshop discussions, the Village Council desires to approve
the modeling parameter and level of service standard modifications attached hereto as
Exhibit "A"; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2.

Section 3.
Approval. That the Village Council hereby approves the modeling
Implementation. The Village Council hereby authorizes the Village
M an ager to tak e an y action which is reasonably necessary to implement the purp ose of this
Resolution.
Section 4. Effective Date. That this Resolution shall be effective imm ediately upon
adoption.

Modifications to Modeling Parameters and Level of Service Standards
The four Village-wide alternatives shall incorporate the following modeling parameters
and level of service standards:
1. Lower 10-year, 24-hour design storm rainfall amount to 7 inches.
11. Modify rainfall distribution (from NRCS to SFWMD).
111. Modification of runoff curve number (infiltration).
1v. Lower contributing area from 100' to 75' (as a point of interest).
v. Modify sea level rise target year to 2040.
v1. Increase outfall discharge velocity to a maximum of 5 feet per second (ft/s) for each existing
outfall.
v11. Increase outfall discharge velocity for each existing outfall to the maximum extent necessary
to meet level of service.
1. This will be an iterative process.
v111. Optimize Pipe Sizes and Pump Station Capacities (Based on Hydrologic Modifications).
1. This will be an iterative process.
1x. Addition of Straight Pipe Easement in Zone 1 discharging at a non-erosive velocity (less than
2 feet per second).
x. Addition of Straight Pipe Easement in Zone 1 discharging at a maximum of 5 feet per second
(ft/s).
x1. Addition of Dissipator Box Easement in Zone 1.
x11. Modification of Level of Service Metrics:
1. Allow surface ponding in streets to 6 inches above the crown of road for a
duration not to exceed 6 hours.
2. Allow surface ponding in streets to 12 inches above the crown of road for a
duration not to exceed 6 hours.
3. Allow surface ponding in streets to a depth that is passable by emergency
response vehicles (14-inches) for a duration not to exceed 6 hours.
4. Allow surface ponding in streets to a depth that is passable by emergency
response vehicles (14-inches) for a duration not to exceed 12 hours
