HomeMy Public PortalAbout230_RESOLUTION___Ad_Hoc_Committee- Shore Protection OrdinanceRESOLUTION NOW COMES the Mayor and Council of the City of Tybee Island; and WHEREAS the Mayor and City Council recognizes the continued and increasing need to maximize shore protection efforts for both environmental and recreational purposes; WHEREAS the Mayor and City Council recognizes that time is always of the essence in terms of protecting the coastline of Tybee Island; WHEREAS an Ad Hoc committee is to be formed by this resolution; WHEREAS the City of Tybee needs a comprehensive planning effort to address all of these current and potential future needs when handling matters of shore protection through the establishment of committee objectives; and WHEREAS the committee will review the Shore Protection Ordinance that was in place until August of 2008; WHEREAS the committee will review the current Shore Protection Ordinance; WHEREAS the committee will review a previously proposed Shore Protection Ordinance; WHEREAS the committee will provide a comprehensive review, including an overview of the Georgia Shore Protection Act, stating whether each of the versions of the Shore Protection Ordinance previously mentioned fails or meets the objectives of a Shore Protection Ordinance as defined by this committee; WHEREAS if the committee finds during its review that revisions are needed to the Shore Protection Ordinance, provide an ordinance to Planning Commission and Mayor and Council for review and vote through the public hearing process; WHEREAS the Shore Protection Ordinance will be known as Article 17 of the Land Development Code; WHEREAS the City of Tybee Island recognizes the value of citizen participation and input into planning projects: NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Tybee Island that the City Council does hereby authorizes the City Manager to form a voluntary citizen’s panel to be known as the Ad Hoc Committee for review of the Shore Protection Ordinance, subject to the following conditions and to function under the following directive: 1. The panel shall serve for an initial term of six (6) months, which term may be extended at the discretion of the City Council. 2. Members of the panel shall be considered volunteers, and shall serve without pay or other consideration. The panel shall consist of Tybee Island residents of no specific number of members and whereas only members of this committee that are residents of Tybee Island and not staff members are to be voting members of this committee. Members shall be from the Planning Commission, Beach Task Force, City Council, the citizen population, the business sector, Tybee Island staff, and any other areas of interest for this committee. 3. The panel shall prepare a written report; to be submitted prior to the termination date initially established addressing a path for the City of Tybee Island to follow in regards to the Shore Protection Ordinance: 4. In preparing its report, the panel shall interact with the City Council, City Manager, Planning and Zoning, Georgia Department of Natural Resources, Beach Task Force, and any other source of input deemed appropriate. 5. The panel shall submit, as appropriate, interim reports on progress. Passed and adopted the _____ day of ____________, 2011. _________________________ Mayor ATTEST: _________________ Clerk of Council
