A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO NEGOTIATE WITH CORRADINO
GROUP, INC., FOR PROFESSIONAL PLANNING
SERVICES; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS,the City of Opa-locka was awarded the 2011 Community Challenge grant from
the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS,the City Commission of the City of Opa-locka issued RFQ 12-1311100,seeking
qualified planning consultants to assist in properly administering the grant; and
WHEREAS, after reviewing all proposals, the evaluation committee determined the
Corradino Group, Inc., to be the most responsible and responsive firm; and
WHEREAS,The City Commission of the City of Opa-locka desires that the City Manager
negotiate with the Corradino Group,Inc.,for professional planning services,to be paid from account
number 37-515531, once contract negotiations are completed.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs
the City Manager to enter into negotiations with the Corradino Group,Inc.,for professional planning
services related to the 2011 Community Challenge grant.
Section 3. This resolution shall take effect immediately upon adoption.

Staff Summary:
Pursuant to the recently awarded 2011 Community Challenge grant from the United States Department of
Housing and Urban Development (HUD), a planning firm is needed to assist the City with properly administering
the grant. The planning firm will be charged with reviewing the program deliverables from our project partners
and will be utilized over the grant period. The City issued an RFQ for Professional Planning Services. The
Corradino Group was determined to be the most qualified by the evaluation team.

Request: A RESOLUTION OF THE CITY OF OPA-LOCKA, FLORIDA AUTHORIZING
THE CITY MANAGER TO NEGOTIATE WITH THE CORRADINO GROUP,
INC AS THE MOST RESPONSIVE PROPOSER TO PROFESSIONAL

Description: Pursuant to the recently awarded 2011 Community Challenge grant from the United
States Department of Housing and Urban Development (HUD), a planning firm is needed
to assist the City with properly administering the grant. The planning firm will be
charged with reviewing the program deliverables from our project partners and will be

Analysis: An RFQ for Professional Planning Services was advertised. Three firms(The Corradino Group,
Affordable Digital Systems and Robyn & Associates) submitted proposals. The Affordable Digital Systems
proposal was determined to be unresponsive. The two remaining proposals were evaluated. The Corradino
Group received 447 points and Robyn & Associates received 394 points. Staff recommends the City enter into
negotiations with The Corradino Group for Professional Planning Services related to the Community Challenge
Grant.

OPA-LOCKA,FLORIDA TO AUTHORIZE THE CITY MANAGER TO
ISSUE REQUEST FOR PROPOSALS TO QUALIFYING PLANNING
AND ENGINEERING FIRMS FOR THE PURPOSES OF
ADMINISTERING THE U.S. HOUSING AND URBAN
DEVELOPMENT (HUD)2011,COMMUNITY CHALLENGE GRANT
TO ASSIST THE CITY OF OPA-LOCKA; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, the City of Opa-locka ("City")is in need of a firm to assist in properly
administering the Community Challenge Grant award to aid in reviewing program deliverables
from project partners; and
WHEREAS, the City Commission of the City of Opa-locka will be soliciting a firm
capable of providing professional staff in the area of demography,statistics,engineering and other
technical expertise; and
WHEREAS,it is cost effective for the City to retain the services of a professional planning
firm on a short-term basis; and
WHEREAS,the City Commission of the City of Opa-locka desires to authorize the City
Manager to issue Request for Proposals(RFP)to qualifying planning and engineering firms for the
purposes of assisting in administering the U.S. Housing and Urban Development (HUD) 2011,
Community Challenge Grant award.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
