A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY
MANAGER TO PAY AN ADDITIONAL $4,105.00 TO COFFEY
BURLINGTON,FOR SERVICES RENDERED IN CONNECTION
WITH AN INVESTIGATION PERTAINING TO ALLEGED
MISCONDUCT BY AN EMPLOYEE; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Opa-locka had certain allegations arise with regard to an Opa-
locka employee; and
WHEREAS, due to the nature of the allegation, the City of Opa-locka decided to hire an
independent investigator to look into the matter; and
WHEREAS,the total fee for the investigation was $9,105.00;the City Manager made an
initial payment of$5,000.00,the extent of his authority,on 11/26/12,leaving $4,105.00 remaining
balance; and
WHEREAS,the City Commission of the City of Opa-locka desires to approve payment of
the balance to Coffey Burlington, for investigation services regarding allegations against a City
employee.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby approves and
authorizes the payment to Coffey Burlington, for investigation services regarding allegations
against a City employee, in the amount of$4,105.00.

Section 3. This resolution shall take effect immediately upon adoption.

Staff Summary:
Resolution authorizing the payment of legal fees arising from allegations of misconduct of an employee of the
Crime Prevention Program brought forth by participants in a Civil Service Board Meeting held on July 19, 2012.
Wage
After seeking legal counsel and due to the serious and sensitive nature of the allegations, it was decided that an
investigation should be conducted by an independent outside agency to avoid any appearance of bias or prejudice
on the part of the City.
The total fees incurred are $9,105.00. The City Manager is authorized to pay up to $5,000, which was paid on
11/26/2012; therefore, we are seeking Commission approval for payment of the remaining balance totaling
$4,105.00.
Staff recommends City Commission approve payment for vendor based on services rendered.
