SUBJECT: New Lynwood High School .Construction Project: Concerns
_~~_. . _. _. _ . Relative to Affririative Aciton and Hiring Local Residents
The following information has been developed in conjunction with City Manager and staff, Faustin
Gonzales, George Haley, and Emilio Murga. Additionally, Attorneys Kovacich and Reaves met with
the Superintendent and we jointly developed potential source of employment of Lynwood residents
on the new high school construction project.
The major objective for the new Lynwood High School construction project is to establish a meeting..
-with Keller to reinforce the necessity for adherence to affirmative action and local hiring goals. The
following strategies are hereby recommended.
. trategy Number_1: Request that contractor submit a comprehensive hiring plan that outlines how
the local hiring goals will be met for each trade involved in the construction contract. Plan to
include the overall hiring performance to date on the contract. Highlight any trades where
performance to date has been substandard.
StrateQV Number 2• :Require that contractor stress the importance of local hiring at all project-related
meetings with sub=contractors.

actual hiring performance by sub-contract compared with the goals set for each sub-contract in the
.overall hiring plan addressed in strategy number 1, above.
trateg~Number 5: Require that the contractor, all sub-contractors, the Lynwood Unified School
District, the City of Lynwood, .and all related labor unions enter into an
MEMORANDUM OF AGREEMENT FOR LOCAL HIRING as it relates to the construction of
Lynwood High School in order to highlight the importance placed by all parties on this issue.
Strategy 6: Employment Opportunities
A. Obtain list of sub-contractors on project
1. Determine manpower requirements for each subcontractor
2. Determine whether union or non-union and if apprenticeship program available
3. Determine approximate dates of employment on site
