Comments:
To obtain Agency approval and direction to pursue an ENA with
Mr. Winfred Roberson for the development of aSingle-Family
home on City-owned property. .
Recommendation:
Staff respectfully requests that after consideration, the Agency
receive and file the information and direct staff to work with
Winfred Roberson on the site and bring the matter back with an
Exclusive Negotiation Agreement for Agency consideration.
~4. REVIEW OF PROPOSED SIGN PLAN FOR TACOS MEXICO
RESTAURANT (VAR-96-09) 11800 ATLANTIC AVENUE.
Comments:
To secure Agency review of a sign plane for a proposed Tacos
Mexico restaurant at 11800 Atlantic Avenue. The applicant is
requesting. a variance in order to retain an existing pole sign and
cabinet (box) sign, which are no longer permitted under the Sign
Ordinance and Redevelopment Agency standards.
Recommendation:
Staff respectfully request that, after consideration, the Agency:
1. find that the proposed signage plan is inconsistent with
Agency standards and local Ordinances.
2. direct the applicant to submit a redesigned plan utilizing
channel letters and a monument sign in place of the pole
sign.

The Redevelopment Agency of the City of Lynwood met in a Regular Session in the City
Hall, 11330 Bullis Road on the above date at 9:23 p.m.
Chairman Richards presiding.
Member Byrd, Heine, Henning, Rea and Richards answered the roll call.
Also present were Executive Director Gonzales, City Council Attorney Rudell, Secretary
Hooper and Treasurer Pygatt. ~-~
Agency Counsel Jones was absent.
Secretary Hooper announced the Agenda had been duly posted in accordance with The
Brown. Act.

Diana Guerrero, Luis Body Shop requested the Agency reconsider her business license at
12708 Atlantic Ave.
Mr. Kim, property owner at 3200, 3206 and 3212, spoke in support of the automotive
shop at his property.

It was moved by Member Heine, seconded by Member Rea and carried to approve the
following minutes:

It was then moved by Member Heine, seconded by Member Rea to adopt:

REGULAR ITEMS
Chairman Richards introduced the next item, Request for Exemption from Moratorium
on Auto Related Uses at 3200, 3206 and 3212 Martin Luther King Jr. Blvd (Kim &
Loera).
Member Heine requested in the future, the applicant comply with all city ordinances.
Member Henning stated concerns with plot plans, proposed parking, absence of
landscaping, and previous citations for violations.
Mr. Loera, business owner discussed attempts to bring the business into compliance.
It was then moved by general consent to continue the item, in order to allow the applicant
sufficient time to work with staff.
Having no further discussion, it was moved by Member Heine, seconded by Member
Byrd and carried to adjourn at 9:40 p.m.

Purpose
To obtain Agency approval and direction to pursue an ENA with Mr.~
Winfred Roberson for the development of a Single-Family home.
Facts:
1: • The Agency. received an unsolicited proposal from Mr.
Winfred Roberson to develop a Single-Family home to be
occupied by his parents (see attached proposal):
2. The subject property. is a vacant lot that. could
.accommodate one home. The property is owned by the City
of Lynwood and is outside of the Redevelopment Project
Area.
3,. The Agency would be required to purchase the subject
property from the City in order to entertain an agreement
with,Mr. Winfred Roberson:
Discussion•
Mr. Winfred Roberson is a Lynwood resident and is seeking to
purchase the subject property to develop a home for his parents..
Mr. Roberson-would Tike to enter into an ENA with the Agency to
initiate and complete preliminary tasks to determine the cost and
feasibility of the project and negotiate a purchase price for the
property. Mr. Roberson states in his proposal that he would like
to pa.y $22,000 for the property. Staff has met with Mr. Roberson
and informed him that land in the area of the subject .property has •
a value between $34,000 to $37,000 which constitutes market rate.
Mr_. Roberson indicated that he would be willing to pay market rate
for the property based on an appraisal.
Since the Agency will need to acquire the property from the City,
a' development agreement between the Agency and Mr. Roberson will be
necessary: An agreement with Mr. Roberson may be done at little or
no east to the Agency. Mr. Roberson indicated that he would pay
appraised value for the land that would be forwarded to the Agency
to acquire the land from the ,City. The Agency would nturn receive
a home that will be targeted and sold at "Affordable Sales Price,."
which shall=refer to those households of which the incomes are at
or below 1200 of the median household income for the Los Angele s
Long Beach Metropolitan Statistical Area (MSA).
Should the Agency decide to pursue an development agreement with
Mr. Roberson, a draft ENA would be brought back to the Agency for
review and consideration.

Purpose
To secure Agency review of a sign plan for a proposed Tacos Mexico
drive-through restaurant at 1180C Atlantic Avenue. The applicant
is requesting a variance in order to retain an existing pole sign
and cabinet (box) sign, which are no `-longer permitted under the
Sign Ordinance and Redevelopment Agency standards.
Proposal:
Applicant proposes to retain an existing 22 ft.
a cabinet type box sign as part of a remod
restaurant at 11800 Atlantic Avenue in the

On April 30, 1996, the Site Plan Review Committee approved a
proposal to remodel an existing restaurant for use by a Tacos
Mexico drive-through restaurant (SPR 96-12) One of the ,conditions
of approval was submission and approval of a sign plan.
The original site plan showed that the existing pole sign and
cabinet box sign would be removed. However, when the sign plan was
submitted, the applicant proposed to keep both the existing pole
sign and cabinet sign, with a new logo and copy change.
The current Sign Ordinance restricts pole signs to lots with an
area greater than 50,000 square feet. This site is approximately
16,800 square feet. Also current Agency criteria prohibit the use
of cabinet signs.
The Sign Ordinance provides that an on premise sign shall be deemed
to be illegal if its use has been abandoned for at least 90 days or
not used to advertise an ongoing business for at least 90 days .
The former restaurant at this location closed in July, 1995.
There are 3 existing pole signs on three' restaurants in the
immediate vicinity - McDonalds, KFC, and Costa Azul. These were
approved under old ordinance provisions that permitted pole signs.
The applicant does qualify for a monument sign since they have 150
ft. of street frontage along Josephine.
RECOMMENDATION:
Staff respectfully requests that, after consideration., the Agency:
1. find that the proposed signage plan is inconsistent with
Agency standards and local Ordinances.
2. direct the applicant to submit a redesigned plan utilizing
channel letters and a monument sign in place of a pole sign.
