`Comments:
To secure Agency action on a request for exemption from the
moratorium on approval of new.or expanded auto related uses.
Recommendation:
Staff respectfully requests that after consideration, the Agency:.
1. find that the .proposed expansion and improvement of the
property will contribute to the elimination of blight and
advance the goals .and objectives of the redevelopment
process.
2. direct the applicant to file for a Conditional Use Permit,
building permits and whatever other permits and approvals
are necessary to correct any outstanding violations.

The Redevelopment Agency of the City of Lynwood met in a Regular Session in the City
Mall, 11330 Bullis Road on the above date at 7:47- p.m.
Chairman Richards presiding. `
Members Byrd, Heine; Henning, Rea and Richards answered the roll call.
Also present were Executive Director Gonzales, Acting City Attorney Estrada and City
Clerk Hooper. _
City Clerk Hooper announced the Agenda had been duly posted. in accordance with The
Brown Act. '
PUBLIC ORAL COMMUNICATIONS -AGENDA ITEMS ONLY
Derrell Hunter discussed item 3, Status proposal to establish and entertainment center at
3840 Martin Luther King Jr. Blvd. and the effect it will have on the surrounding
residents.

It was then moved by Member Henning, seconded by Member Byrd to adopt:
ILRA RESOLUTION NO. 96-23 ENTITLED: "A RESOLUTION OF THE
][2EDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD, CALIFORNIA,
ALLOWING AND APPROVING THE DEMANDS AND WARRANTS

Chairman Richards then introduced the next item, .Status of Proposal to .Establish an
entertainment Center at 3840 Martin Luther King Jr. Boulevard (Former Bowling Alley).
Director of Community Development Chicots offered a report of events surrounding the
entertainment center. Joint meetings with_ the applicant and surrounding residents had
been held in order to discuss alternative uses. Family Oriented businesses were discussed
as well as recommendations for the proposed use, such as closing the alley, a security
station, sound proofing the doors, construction and maintenance.
' - It was then moved by Member Henning, seconded by Member Byrd to:
hind that, with appropriate. conditions. and safeguards imposed through the
Conditional Use Permit process, the project could be determined to be compatible
with the goals and objectives of the Lynwood Redevelopment Plan and direct staff
to process the proposal through the Planning Commission.
Member Rea questioned the environmental impact this type of use would have on the
surrounding residents.
:Member Heine discussed the applicants efforts thus far, and stated staff's
recommendations will address the concerns of the Council and the. Community.
!Chairman .Richards discussed his concerns and comprehensive concepts. Stated he had
:reviewed the site plan for compatible uses with the existing business, and the applicants
proposal was an enhancement to the current layout.

PurF~ose
To secure- Agency action on a request for exemption from the
..moratorium on approval of new or expanded auto related uses.
Facts:
The owner and lessee of this property has been. cited by Code
enforcement for .several violations - including demolition with out
a permit, construction and remodels without building permits, and
expansion of an existing .use without required Conditional Use
Permit. In order to correct these violations it is necessary to
appz-ove a Conditional Use Permit and issue building and demolition
permits.
In aiddition, the applicant wishes to expand the existing radiator
and auto repair shop as part-of a major remodel of this property..
HowEwer, staff cannot accept or process any applications unless the
applicant.. is exempt from the moratorium on new or expanded
automotive uses.
~On Niarch 19, 1996 the applicant submitted a request to the Agency
for an exemption from the moratorium. The Agency directed the.
applicant to redesign the proposed .improvements to conform more
closely to City design standards. .
The applicant has submitted revised plans for the remodel and
corY•ection of violations and is again requesting an exemption from.
the moratorium.
Analyss•
The proposed demolitions and remodel will be a major improvement
over what is there now. A Conditional Use. Permit will include
requirements for- landscaping, improved parking and circulation,
planting of street trees and a general clean up of this property.
Since the violations have not been corrected the case has been
referred to the City Prosecutor to go to trial. If the violations
cannot be corrected, the City will have to take steps to close the
business down . -
Recommendation:

WE HAVE. BEEN AT THIS LOCATION FOR THREE YEARS AND BOUGHT
THE REAL PROPERTY SEVEN MONTI~iS AGO.
WE NEED A BUILDING PERMIT AND A LICENSE AND A DEMOLITION
PERMIT,~~AND A. BUSINESS LICENSE SO WE CAN:
1) IMPROVE THE AREA
2) UPGRADE THE AREA
3} UPGRADE THE BUILDING
4) ADD ADDITIONAL JOBS TO THE AREA
5) CONTRIBUTE TO THE CITY TAXES
6) PROVIDE EASY ACCESS TO THE CUSTOMERS
TO ENTER~AND LEAVE THE PREMISES
WE ARE REQUESTING THE REDEVELOPMENT AGENCY TU ALLOW US
TO PROCESS OUR APPLICATION SO WE CAN GET THE NECESSARY
