Mayor Michael called the meeting to order at 6:00 PM B. Roll Call by Teresa Glenn, all present IL Public Hearing Regarding the 2005 Budget for the City of Greencastle A. Mayor Michael opened the meeting for public hearing. There being no comments or a question, the public hearing was closed. I11. Public Petitions and Comments A. DePauw University re- petition for Movie Night Noise Ordinance Waiver 1. Michele Roads asked to have the Noise Ordinance Waiver reinstated for Wednesday, September 15 until 10:30 at Bowman Park, on a motion by Tom Roach and Russ Evans second the council unanimously approved this request. IV. Approval of Minutes A. June 29 and August 10 I. Bob Sedlack motion to approve with addition to include adjournment time of 7:33 pm to June 29 °i minutes, Mark Hammer second, unanimous approval. V. General Business A. Ordinance No. 2004 -20 — An Ordinance Amending Sections 8 -45 and 8 -47 of the Greencastle City Code Regarding Leased Parking Spaces, Second Reading. 1. Application for spaces and names on spaces will begin September 3, 2004, no payment accepted or tags issued until signage is completed. 2. Clarification on number of spaces that may be leased; Mayor Michael stated no limit on number that can be leased per person. 3. Mark Hammer motion to approve as presented, John Lame second unanimous approval B. Ordinance No. 2004 -21 — An Ordinance Amending Section 8 -24 of the Greencastle ® City Code Regarding Schedule of Reserved Parking Spaces, Second Reading 1. Toni Roach motion, Mark Hammer second unanimous approval C. Ordinance No. 2004 -22 — An Ordinance Amending Section 8 -26 of the Greencastle City Code Regarding Schedule of Limited Parking Zones, Second Reading 1. Mark Hammer motion, John Lame second, unanimous approval D. Ordinance No.2004 -23 — An Ordinance Creating Section 8 -78 of the Greencastle City Code Regarding Residential Parking Permits For Downtown Greencastle, First Reading 1. Motion by Tom Roach, second by Bob Sedlack, discussion led to a change in the wording as indicated below. With this change, a call for the vote, unanimous approval a) Motion by Mark Hammer to amend "from Jackson to Vine" on Washington Street, Russ Evans second, unanimous approval. E. Resolution No. 2004 -29 — A Resolution Authorizing a Temporary Loan From the Rainy Day Fund to the City of Greencastle General Fund 1. Tom Roach motion, Russ Evans second, unanimous approval F. Resolution No. 2004 -30 — A Resolution Authorizing a Temporary Loan From the Riverboat Revenue Fund to the City of Greencastle General Fund 1. Tom Roach motion, Mark Hammer second, unanimous approval. G. Resolution No. 2004 -31 — A Resolution Prohibiting Tobacco Use in City Buildings and Vehicles, Tom Roach motion, Bob Sedlack second, unanimous approval 1. Discussion ® a) Amy Robinson and Tammy from Smoke Free Coalition (1) Amy Robinson asked that consideration be given to area that will be designated as no smoking. H. Ordinance 2004 -24, An Ordinance for Appropriations and Tax Rates, First Reading L Discussion Regarding the 2005 Budget for the City of Greencastle 2. Mark Hammer motion, Russ Evans second to accept the first reading of Ordinance 2004 -24 VI. Adjournment A. Tom Roach motion, Mark Hammer second, unanimous approval at 7:15 pm Nancy A.
