Departments present:George Meservey(Planning);Brian Harrison(Building);John Jannell(Conservation);and Todd Bunzick(Water). Absent: Bob Canning(Health); Chief Anthony Pike (Fire);and Tom Daley(DPW). INFORMAL REVIEW: New Farm idoLindsavCoaklCasevZawfc*D. 17 Nell Wav Applicants, Lindsay Cook&Casey Zawicki described plans for a change of use to open a garden and supply store where there was previously a medical office. Comments: Building: Interior changes would require a building permit regardless of whether they are structural or not. Due to size,this project may fall under controlled construction requiring the services of an architect or engineer for any work requiring a building permit. Old Kings Highway approval must be obtained for exterior changes. Signs will require a sign permit. Water: No Water Department comments Health: System shall be inspected per the provisions of Title 5 and these regulations upon any change in use or expansion of use of the facility served. A system shall be evaluated by a qualified Professional Engineer or Registered Sanitarian who shall determine if the system complies with Title 5 and the Orleans Board of health Regulations and is adequate for the proposed use. A Food Service/Retail Food License is needed if any food is sold or served to the public. Conservation: No Conservation Department comments Planning: Adequate parking is available on-site for this use. Exterior changes including signs requires Architectural Review Committee approval. All exterior lighting must conform to the Orleans Lighting bylaw(shielded and pointed downward)and manufacturer tear sheets must be provided for town review and must be shown on the plan. MOTION: On a motion by Brian Harrison, seconded by John Jannell,the Committee voted to waive the Formal Site Plan Review for New Farm(c%Lindsay Cook and Casey Zawicki)to be located at 17 Nells Way. VOTE: 4-0-0 The motion passed unanimously. Site Plan Review Committee Minutes—November 19, 2014 Page 1 of 3 __ i INFORMAL REVIEW: Old Jailhouse Tavern /do Mark Powers/,28 West Road Mark Powers described plans to relocate an existing driveway in the rear of the property leading to the banquet facility carport in order to better utilize the property. Comments: Building: Signage must be provided at covered entry with clearance information for emergency vehicles. Water: No Water Department comments. Health: The proposed driveway is being located on,or in close proximity to the sewage disposal system. The owner must confirm that the septic tank, distribution box and soil absorption system are rated for H-20 wheel loads. A minimum of 9"of soil must cover all components of the sewage disposal system. All covers of the septic components being covered with pavement must be brought to grade and be fitted with a cast iron cover capable of withstanding vehicle loads. Conservation: No Conservation Department comments. Planning: Adequate parking space must be maintained and vehicle maneuvering space must be provided. MOTION: On a motion by Brian Harrison,seconded by Todd Bunzick,the Committee voted to waive the Formal Site Plan Review for the Old Jailhouse Tavern (c%Mark Powers), located at 28 West Road. VOTE: 4-0-0 The motion passed unanimously. INFORMAL REVIEW: Orleans Yoaa & Pilates tc%Petra Ledkovskvl.85 Route 6A Todd Thayer and Petra Ledkovsky described a proposal to move an existing yoga and pilates business to a new location due to expansion. Comments: Building: Interior changes would require a building permit regardless of whether they are structural or not. Due to size, this project may fall under controlled construction requiring the services of an architect or engineer for any work requiring a building permit. Architectural Review Committee approval must be obtained for exterior changes. Signs will require a sign permit. Water: No Water Department comments Health: A Professional Engineer or Registered Sanitarian must determine the potential sewage flow for the proposed use. A system shall be evaluated by a qualified Professional Engineer or Registered Sanitarian who shall determine if the system complies with Title 5 and the Orleans Board of Health Regulations and is adequate for the proposed use. Conservation: No Conservation Department comments Planning: The use is categorized as a"health or fitness center"in the Zoning Schedule of Use Regulations as an allowed use in the Village Center District. There is adequate parking provided on site. Exterior changes including signs requires approval by the Architectural Review Committee. All signs must comply with the sign code in the Orleans Zoning Bylaw. All exterior lighting must conform to the Orleans Lighting bylaw(shielded and pointed downward)and manufacturer tear sheets must be provided for town review and must be shown on the plan.
