AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH INFORMATION
TECHNOLOGIES, INC., FOR SOFTWARE UPGRADES/MODIFICATIONS TO VARIOUS
LAW ENFORCEMENT AGENCIES AS PART OF THE CENTRAL MISSOURI REGIONAL
JUSTICE INFORMATION SYSTEM.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. The Mayor and City Clerk are hereby authorized and directed to execute
an agreement with Information Technologies, Inc., for Software Upgrades/ Modifications
to Various Law Enforcement Agencies as Part of the Central Missouri Regional Justice
Information System.
Section 2. The agreement shall be substantially the same in form and content as
that agreement attached hereto as Exhibit A.
Section 3. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.

PAST PERFORMANCE:
This vendor provided software for the law enforcement entities listed. Upgrades to currently
used software and licenses are sole source.
RECOMMENDATION:
This request is for upgrades to software currently used in the locations listed to accommodate the
implementation of mobile data and information sharing for law enforcement operations in the
Central Missouri region. Staff recommends award of this request to Information Technologies,
Inc. in the amount of$327,551.80.

Dear Ms Talbert:
Section I
The City of Jefferson was awarded Technology Program Grant#2008CKWX0191 to
allow the Central Missouri Regional Justice Information System (CMRJIS)to implement mobile
data and information sharing for law enforcement operations in the region. Under that grant the
City purchased mobile data terminals and software upgrades at various locations to
accommodate the MDTs and facilitate information sharing.
The City has received confirmation of approval of Grant#2009CKWX0309 OR14: MO
02601, and has returned the required acceptance letter. The new grant funds are to purchase
additional mobile data terminals and continue upgrades to software in various locations to
accommodate the MDTs and facilitate information sharing. This is a request for sole source
approval for the purchase of software upgrades for the locations listed in the amount of
$327,551.80 to Information Technologies, Inc. of St. Louis,Missouri.
Section II
This request is to update software currently used in these locations to allow the use of the
mobile data terminals. Information Technologies, Inc. is the only vendor supplying Enterprise
Software. The software package is for law enforcement agencies and is unique. Other software
products are not compatible.
I believe that competition is inadequate. Since the City received only one proposal for
each location receiving a software upgrade during year one. I am requesting that the following
software upgrades be approved as sole source procurements.

Section III
These amounts were obtained from the vendor for budgeting purposes and may vary
upon award. The vendor has advised that the costs of the upgrades will increase approximately
10% on December 31, 2009. In the interest of avoiding this significant increase in cost, it is
crucial to receive approval for sole source procurement. Because of the proprietary nature of
software packages and the single response history from last year, it is in the best interest of the
agencies listed to declare sole source procurements.
