HomeMy Public PortalAbout13-8522 Mary Means and Associate for Historic City Hall Sponsored by: Vice Mayor Kelley RESOLUTION NO. 13-8522 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AND EXECUTE AN AGREEMENT WITH MARY MEANS AND ASSOCIATES TO PROVIDE SPECIALIZED CONSULTING SERVICES FOR HISTORIC CITY HALL, IN AN AMOUNT NOT TO EXCEED $60,000.00, PAYABLE FROM ACCOUNT NO. 44-541823; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka's Historic City Hall is in need of major restoration, requiring specialized consulting services; and WHEREAS, expert advice and guidance is necessary to provide a comprehensive approach to restoring Historic City Hall, as well as recommendations regarding re-use of the building; and WHEREAS, Mary Means and Associates completed an extensive study of the City's downtown area, and provided consulting services, while working as sub-consultant for Opa-locka Community Development Corporation (OLCDC) under a HUD Community Challenge Grant Award; and WHEREAS, due to her extensive professional background in historic preservation and restoration, as well as her unique knowledge of Opa-locka and its downtown gained while working for Opa-locka CDC, the City Commission hereby finds and determines that Mary Means and Associates is a sole source for providing the necessary services required by the City to restore Historic City Hall, and accordingly waives competitive bidding procedures as to this contract; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to enter into and execute an Agreement with Mary Means and Associates for specialized consulting services for the City of Opa-locka Historic City Hall. Resolution No. 13-8522 NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Session 1. The recitals to the preamble herein are incorporated by reference. Session 2. The City Commission of the City of Opa-locka, directs and authorizes the City Manager to enter into and execute an agreement with Mary Means and Associates for specialized consulting services for the restoration of the City of Opa-locka Historic City Hall, in an amount not to exceed $60,000.00, payable from Account No. 44-541823. This magnificent cultural and historic resource is in need of not only a "bricks and mortar" solution, but also a long-term strategy regarding the use of the building. On December 7, 2010, the Miami-Dade County Commission authorized $2 million of GOB funding to assist the City in restoring Historic City Hall. The City will select an architectural firm specializing in historic buildings to provide an analysis of the building, cost estimate, and plans for the restoration, however; the City is in need of an "in-house" expert to assist in overseeing the project from the following perspectives: ® Assist the City on critical choices related to costs`of construction ® Provide assistance to the City regarding county and state historic perseveration funding (grant and private dollars). o Participate in discussions and negotiations with architectural firm when requested by the City Manager or designee. o Participate in key team meetings when needed, either in person or by telephone. o Identify additional funding sources and assist with writing proposals. o Advise the City regarding creative ways to utilize historic rehabilitation tax credits through transferring the property to a for-profit entity, creating an LLC, then transferring the property back after rehabilitation is complete. It is crucial that we have a designated person possessing the expertise listed above as soon as possible. This person must also possess an understanding of the City's internal operations. Just as critical, we need a nationally recognized Community Planning Consultant to assist in one of the most important historic projects in the City's 86 year history. Proposed Action: Staff recommends approval Evaluation: Expert advice and guidance is necessary in order to provide a comprehensive approach to restoring historic city hall as well as providing recommendations regarding re-use of the building via smart reprogramming that will create a revenue source for the city as well as a destination. Mary Means and Associates, while working as sub-consultant for Opa-locka Community Development Corporation (OLCDC), completed an extensive study of the City's downtown area under the United States Housing and Urban Development (HUD) Community Challenge Grant award. She provided critical data regarding our economic development and Historic City Hall. Her knowledge would allow Historic City Hall to become an income generating facility and an asset for the City. In order to ensure that the property is rehabilitated with the proper spacing to accommodate potential programs, Mary Means and Associates would assist the city's architectural team during the design and construction phase, if necessary. Repurposing it as a center for arts and cultural programming is identified as the number one catalytic project in the downtown element of the city's emerging comprehensive plan. Qualifications: a 35 years professional experience in heritage development,tourism, Main Street revitalization and cultural programming; ational reputation in historic preservation and heritage tourism. © 2 years experience in Opa-locka, including leading the 2010 charrette for Opa-locka Vision 2020:A Framework for Revitalization, and author of the Downtown Strategy Report. In 2011, under my supervision and at no cost to the City, graduate student Tisha Allen prepared the historic structures report for Opa-locka's old city hall building,the basic document for its restoration. o Numerous consulting assignments involving cultural programming and adaptive use of historic buildings,such as: irem Temple,Scranton PA. Led feasibility study for conversion of Moorish Revival Masonic temple into conference facility incorporated into new convention center. a Jefferson School, Charlottesville VA. Led feasibility team for preservation/ repurposing of building that housed the city's only school for African Americans in the era of segregation. Penn Center, St Helena Island,SC. Led strategic plan for first school for African Americans, now celebrating 150th anniversary. National Historic Landmark 50-acre campus now repurposed as conference/retreat center and museum. Though the City of Opa-locka is fortunate to receive a $2 million grant from Miami Dade Commissioners, costs for renovating the historic complex for contemporary use will likely exceed this figure. I will help the City attract grants for the adaptive reuse of the historic City Hall complex. Potential sources include the National Endowment for the Arts,ArtPlace,the Knight Arts Challenge,,and the Surdna Foundation. Historic Tax Credits. Should the city elect to utilize this particular form of financing,which could bring as much as$800,000 for the building's renovation, I will advise on the necessary legal and technical requirements. Program Feasibility. Advising the city on repurposing the historic city hall complex to become an arts and cultural facility as part of the overall revitalization of the city. This will include advising the city on critical choices that bring high value relative to cost, assisting the city in its dealings with the Florida Division of Cultural Resources and the Miami Dade County Department of Cultural Affairs. Programming Plan. Preparing an operations plan for the renovated building complex as a cultural center, with space for a small exhibit and visitor center, as well as flexible space for arts and cultural programs. Timeframe My involvement in the renovation will take place over a 12 month period, beginning as soon as a contract can be executed. I will participate in key meetings with city leaders and the architectural team,on site and via conference call between site meetings. Budget The services described above will take a level of effort of$50,000, representing approximately 320 hours of my time. Expenses will add another$10,000, mostly for travel (estimated 10 trips).
