RESOLUTION GRANTING PRELIMINARY APPROVAL OF A SUBDIVISION FOR ST. LOUIS PARK INVESTMENT CO. WHEREAS, St. Louis Park Investment Co. (Applicant) has requested preliminary approval to subdivide a parcel of 39 + acres west of Willow Drive and north of T . H . 55; and WHEREAS, the planning commission and city council have reviewed the preliminary plat submitted by the Applicant. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota that preliminary approval is granted to the Applicant for its plat, subject to the following conditions: 1. Willow Drive must be constructed to a 9-ton capacity from its current northern terminus to the north line of Outlot A upon development of Lot 1, Block 2 or on or before July 15, 1993 which ever comes first. Upon development of Lot 1, Block 1, Willow Drive must be extended to the northern city limits and the private road over Outlot A must be completed. 2. The Applicant must enter into an Improvement Agreement in a form satisfactory to the city attorney; 3. The Applicant must pay to the city a park dedication fee for Lot 1, Block 2; 4. The final plat must show all easements required by the city engineer, including easements for drainage and utility purposes along all lot lines; 5. The Applicant must obtain approval of the plat from the Elm Creek Watershed District; 6. The plat must show a 275 foot radius at the west end of the property for Outlot A. When a road is constructed over Outlot A, there must be a temporary cul- de-sac at its western terminus; 7. The Applicant must pay to the city for administrative expenses the amount determined by the city staff to represent the actual cost to the city of reviewing the subdivision; RHB39889 ME230-8 . 16 8. The Applicant must submit a current abstract of title or registered property abstract covering all land within the subdivision for review by the city attorney; and 9. The Applicant must submit the final plat to the city for approval within 180 days of the date of the adoption of this resolution, which final plat shall in all material respects conform to the preliminary plat, except that it shall incorporate all changes and modifications required by this resolution.
