The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka, hereby approves the Change Order for JVA Engineering Contractor, Inc., to perform additional work on 1431d Street Drainage and Roadway Project to install a Roundabout at the intersection of Resolution No. 13-8528 NW 143rd Street, 24th Avenue and Rutland Street, in an amount not to exceed $174,890, payable from Capital Projects Fund, Account 44-541805 and PTP Fund, Account 47- 541805. Section 3. This resolution shall take effect immediately upon adoption. The original scope for the NW 143`d Street Roadway and Drainage Improvement with JVA Engineering Contractor does not include the roundabout. Approving the change order for JVA Engineering Contractor is for the best interest of the city. Proposed Action: JVA Engineering Contractor, Inc. was awarded the contract for the NW 143rd Street Roadway and Drainage Improvement Project. The installation of the proposed roundabout was not included in the original scope. The total funding available for the NW 143rd Street project is$585,000; $292,500 from DEP funding and a 100% match of $292,500 from PTP funding. The construction contract with JVA Engineering is in the amount of 468,645 leaving a balance of$116,355. The construction cost for the roundabout is $174,890 of which $116,355 will be funded from the available balance of NW 143`d Street Project and the remaining required $58,535 will be funded from PTP fund. The traffic circle (roundabout) will allow one-way traffic flows around a center island with yield control at the entry points, and will give priority to vehicles within the Roundabout. This will improve the traffic safety with better traffic control. Account Number: Capital Projects Fund (44-541805), and PTP Fund (47-541805). Approving the change order for JVA Engineering Contractor is for the best interest of the city. Analysis: The roundabout will improve safety by simplifying conflicts, reducing vehicle speeds and providing a clearer indication of the driver's right-of-way. It will also provide an opportunity to improve the aesthetics of the intersection. There will be no design fee for the roundabout as it is already designed by Traffic Engineering Division of Miami-Dade County Public Works and Waste Management Department.
