The meeting was called to order at 5:00 pm in the Nauset Room at Town Hall. In attendance; Judy Brainerd, Sue Christie (Clerk), Julia Enroth (Chair), Phia Fuller, Alan McClennen, Jr. (Vice-Chair), Gilbert Merritt, Ron Petersen, Meff Runyon. Absent; Paul McNulty. 2. There was no public comment. 3. On a motion made by Alan McClennen and seconded by Judy Brainerd the minutes of the November 20, 2014 meeting were approved as amended. 7-0-1 4. FY 2016 Applications— Liaisons, Interview Dates, Other a. Emmanus House Renovations (Sue Christie liaison) —There are five affordable units in the house. Federated Church leases to the State. Sue Christie to get financial and lease information. b. Affordable Housinq Reserve Funds (no liaison needed) — Need to fund $87,000 in Community Housing. c. HECH Housinq Emeroencv Loan Proqram (Alan McClennen liaison) -Alan will contact HECH. Gilbert said that they are looking to expand to new areas. Julia said that the CPC cannot pay administrative costs. d. CROS Plan Update (Julia Enroth liaison) —This is a conservation, recreation, and open space project. Should this have been in the Town Budget planning? e. Pleasant Bay Land Purchase (Julia Enroth liaison) —Alan McClennen recused himself. CPC does not have $750,000 available for this project. Alan reported that the property has sold. f. OHS Expansion Plans (Gilbert Merritt liaison) —This project is a feasibility study. This is a lot of money to spend on something that might or might not happen. They have to approach the Town to allow them to acquire some land. g. Orleans Historic Inventory Revision and Update (Alan McClennen, Jr. liaison) — Ron Petersen explained this project. Funds will be used over four or five years. h. Old Firehouse Construction Documents — Supp. Request (Gilbert Merritt liaison) — Selectmen need to decide how to proceed on this project and also if they are in support of this project. They have CPA funds to do a peer review. i. OCP Historic Markers (Judy Brainerd liaison) — Ron questioned if these were for the four most important sites. j. Federated Church Liqhtenino Protection Equipment (Ron Petersen liaison) —This is an upgrade to what they already have. k. Northwest Schoolhouse Restoration Proiect (Phia Fuller liaison)— They are asking for funds to finish paying for their inclusion in the National Register among other items. 5. Historic Structures Preservation Plan Scope of Services — George Meservey wants to move forward. 6. Project Monitoring — Updates and Invoices a. Town Wide Trail Guide (Sue Christie monitor) — Kris Ramsey said preliminary layout is complete. b. Orleans Community Playground Enhancement (Ron Petersen monitor) — Haven't resolved issues with emergency and handicap access. c. Cape Cod Village (Alan McClennen, Jr. monitor) —Things have slowed down. 7. Financial Information — End of Month Report was distributed. 8. Key Dates/Timeline —CPC Meetings, Tour of PBCB McClennen Estate a. This Committee will meet every Thursday @ 4:00 pm for the months of January and February. b. Pleasant Bay Boating will host a meeting after the PBCB McClennen Estate tour. 9.
