A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICE
AGREEMENT WITH CORRADINO GROUP, INC. FOR
PROFESSIONAL PLANNING SERVICES TO PROPERLY
ADMINISTER THE FY 2011 COMMUNITY CHALLENGE
GRANT, PAYABLE FROM ACCOUNT NUMBER 37-515531;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City was informed by a HUD representative that a planning firm is
required for the FY2011 Community Challenge Grant work plan; and
WHEREAS, the City Commission of the City of Opa-locka has selected Corradino
Group Inc., to administer the FY 2011 Community Challenge Grant; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Session 1. The recitals to the preamble herein are incorporated by reference.
Session 2. The City Commission of the City of Opa-locka, authorizes the City
Manager to execute and negotiate a professional service agreement with Corradino Group, Inc.,
for professional planning services, to properly administer the FY 2011 Community Challenge
Grant, payable from Account 37-515531.
Session 3. This resolution shall take effect immediately upon adoption.

Short Title:
Acceptance of Professional Services Agreement for Professional Planning Services related to the FY 2011
Community Challenge Grant in an amount not to exceed $80,000 with Corradino Group, Inc.
Staff Summary:
On January 9, 2013, the City Commission authorized the City Manager to negotiate with Corradino Group, Inc for
professional planning services related to the 2011 Community Challenge Grant. Professional Planning Services is
needed in order to properly administer the 2011 Community Challenge Grant. The United States Department of
Housing and Urban Development (HUD) requires the city to retain a professional planning firm
As you recall, Ms. Sunaree Marshall, with United States Department of Housing and Urban Development (HUD)
appeared before the Mayor and City Commission at the workshop. During her presentation, she made clear that a
consultant planning firm is required under the HUD approved work plan and is looking forward to working with the
firm that will be selected by the Mayor and City Commission.
Proposed Action:
Staff recommends approval.
Evaluation:
This Planning firm was recommended by selection team and was the most qualified firm to meet the city needs

Request:
A Resolution of the Opa-Locka City Commission authorizing the City Manager to execute a professional
services agreement to provide professional planning services related to the FY 2011 Community
Challenge Grant in an amount not to exceed$80,000 with Corradino Group; providing for incorporation
of recitals; providing for an effective date.
Description:
On January 9, 2013, the City Commission authorized the City Manager to negotiate with Corradino
Group, Inc. for professional planning services related to the 2011 Community Challenge Grant.
Professional planning services are needed to properly administer the 2011 Community Challenge Grant
and are required by the Department of Housing and Urban Development (HUD).
Ms. Sunaree Marshall, a HUD representative, appeared before the Mayor and City Commission at the
January 9, 2013 City Commission workshop. During her presentation, she stated that a planning firm

Financial Impact:

THE CORRADINO GROUP
Mr. Brown, this is The Corradino Groups proposal to provide planning services to the City of
Opa Locka, related to the administration of the 2011 Community Challenge Grant.
It is understood that the City Desires Corradino to serve as adjunct staff to the City of Opa Lock,
administering to this grant and reporting directly to the Community Development Director. In
doing so Corradino will work with and instruct the Community Development Corporation as its
produces the deliverables required by the grant. Corradino will be responsible for assuring
those deliverables meet the needs of the City and the requirements of the grant, and are
completed in a timely manner. This will include working with the CDC and its consultants to
review the drafts of the Comprehensive Plan and Land Development Regulations, providing
overall direction and specific edits to those documents, development and implementation of a
public engagement plan, as well as reviewing consultant invoices. Corradino will be responsible
for keeping the Community Development Director, City Manager, and City Council informed of
the process.
Corradino is approaching this effort with a focus on assuring the Comprehensive Plan and Land
Development Regulations meet the needs of the City. The overriding goal is to assure that the
City receives a product that is practical, easily understood, and appropriate to the size, scale
and character of Opa Locka. It is anticipated that this will include an evaluation of form based
codes versus traditional zoning codes, a review of appropriate land use percentage, an
assurance that projected land use intensities and infrastructure capacities are sufficient and
accurate to meet concurrency projections, and final deliverables are workable and available in
paper and electronic formats.
Additional services may include assistance with engineering review and cost estimation of
various projects, assistance with special efforts such as annexations, master planning, GIS
mapping or other miscellaneous planning or engineering services.
Because the tasks involved with administering to such an effort are somewhat flexible, this
proposal is structured to provide services on an cost plus expenses basis, billed hourly, with a
not to exceed limit, at the provided rates. This means that the City is billed for the only the
services provided. The proposal provides two phases, the first for administrative services, and
the second for additional miscellaneous services. The term of this proposal is for 9 months
after the notice to proceed.
Corradino understands the importance and significance of this effort. This is one of only two
Community Challenge Grants issued in the State of Florida, and one of the few issued in the
entire nation. Successfully producing a set of documents that fulfill the needs of the City is
imperative. This is an opportunity to provide the highest level of attention and professional
expertise to the City's main policy and legislative documents. A well thought out
Comprehensive Plan can guide policy makers today and in the future adding security and
assurances to decision making. A straight forward Land Development Code will increase
certainty to the appropriate location, size and scale of development well. Opa Locka can
become a national example of quality urban planning.
SCOPE OF SERVICES
PHASE I
Grant Review ($60,000, billed hourly, not to exceed)
It is anticipated that Corradino will dedicate on average one week per month on behalf of the
City in the production of this effort. Corradino will be available at any time to meet with staff,
constituents, or elected officials, and attend presentations. Anticipated tasks and estimated fees
include the following
Task 1 Monitor and supervise consultant deliverables; Make changes to HUD Work plan where
necessary; Review invoices; Consult and meet with City staff; Constant on call availability.

Task 2 Monitor/guide public involvement process.
• average of 8 hours a month ($14,000 total).
Task 3 Support Attorney's Office; Coordinate with Clerks office
• average of 3 hours a month ($3,000 total).
Task 4 Develop Business process recommendations to meet intent of Grant.
• average of 4 hours a month ($6,000 total).
Task 5 Assist in prep of agenda items.
• average of 3 hours a month ($3,000 total).
Task 6 Attend and participate in meetings w staff/officials.
• average 6 hours a month ($10,000 total).
PHASE II
Miscellaneous, Additional Services ($20,000, billed hourly, upon written director approval, not to
exceed)
It is anticipated that there may be a need for specialized services related to this effort, but
requiring special or dedicated efforts. If such cases were to arise, Corradino would provide a
detailed cost proposal to the Community Services Director. Upon written approval the services
would be undertaken. Such items may include Annexations or other larger scale project, like
specific engineering services related cost estimating, design, master planning, geographic
information systems, etc.

WHEREAS,the City of Opa-locka was awarded the 2011 Community Challenge grant from
the U.S, Department of Housing and Urban Development (HUD); and
WHEREAS,the City Commission of the City of Opa-locka issued RFQ12-1311100,seeking
qualified planning consultants to assist in properly administering the grant; and
WHEREAS, after reviewing all proposals, the evaluation committee determined the
Corradino Group, Inc., to be the most responsible and responsive firm; and
WHEREAS,The City Commission of the City of Opa-locka desires that the City Manager
negotiate with the Corradino Group,Inc., for professional planning services,to be paid from account
number 37-515531, once contract negotiations are completed.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA;

the City Manager to enter into negotiations with the Corradino Group,Inc.,for professional planning
