Date of Adoption~ S, 2ffjj AWARDING BID FOR THE INDUSTRIAL ROAD UMPROVEMENTSPROJECT WHEREAS, the Borough has publicly advertised for the receipt of bids for the Industrial Road Improvements Project; and WHEREAS, the Borough bas solicited and received five (5) bid proposals for the Industrial Road Improvements Project as follows: Base Bid w/Alts 2&3 Total Amount 1. Fat-Goo Electric, Inc. $ LlI9.123.08 $ 1 126.646.30 $ 1 237.943.75 $ 1 260.135.60 $ 1.272.270.05 2. Green Construction, Inc. 3. Zuccaro & Sons, Inc. 4. AMC Industries, LLC 5. DeFino Contracting Company WHEREAS, Fai.Gon Electric, Inc., has submitted the lowest bid for said contract as evidenced by the response on file with the Borough's Purchasing Department and with the Borough Engineer; and \VHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the award of a contract to Fai-Gon Electric, Inc., in a total amount not to exceed $1,119,123.08; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: 1. That the appropriate Borough Officials are hereby authorized to enter into a contract with Fai-Gon Electric, Inc., Piscataway, N.J. for the Industrial Road Improvements Proje<:t for the sum of $1,119,123.08 in accordance in all respects with the request for proposals and bid on same. 2. That a copy of this Resolution shall be fOfW'arded to the Borough's Purchasing Department and Borough Engineer. 3. That the aforementioned award of bid is contingent upon formal approval from the New Jersey Department of Labor, Division of Wage and Hour Compliance. Industrial Road Improvements Dear Mayor and Council Members: On Tuesday, October 27, 2009, the following five bids were received for the Industrial Road Improvement project. Enclosed is a bid summary for the project. Regarding Fai-Gon Electric's bid; white out was used on base bid item 29 and alternate item A2-1, However the contractor did not initial any of the corrections. For base bid item 26 a unit price of $100.00 was entered numerically but one dollar was written under the description. The written description supersedes the numerical value entered. This reduces the base bid by $2,970.00 making the revised base bid amount $990,734.50. This also reduces the base bid with Alternates 2 & 3 to $1,116,153.08. We defer to the Borough Attorney for an interpretation and ruling on this issue. Under the base bid, the guide rail installation includes an asphalt pad under the guide rail to reduce maintenance. Alternates 2 & 3 for PolicelFire facility improvements and approximately 2,400 LF of sidewalk along the southem portion ofIndustrial Road, respectively, add $125,418.53 to the contract. FaI-Gon Electric, Inc. has provided a list of similar projects they have performed in New Jersey along with their bid. The list includes several traffic signal projects. Over the past five years, Fai- Gon has performed work on similar projects under our supervision, and their work was satisfactory. Based on their low bid and satisfactory past performance, it is recommended that the Borough award a contract to Fai-Gon Electric, Inc. in the amount of $993,704.50 or $1,119,123.08 with Alternates 2 & 3 included. Award should be contingent upon certification of funds by the Chief Financial Officer, review of the bid documents by the Borough Attorney, Concurrence of Award by the NJDOT, and approval from the New Jersey Department of Labor and Division of Wage and Hour Compliance.
