HomeMy Public PortalAbout01-15-2019 Special Session City Council MinutesMedina City Council Special Meeting Minutes 1 January 15, 2019 MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF JANUARY 15, 2019 The City Council of Medina, Minnesota met in special session on January 15, 2019 at 4:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN. I. Call to Order Members present: Martin, Pederson, Albers, DesLauriers, Anderson Members absent: Also present: City Administrator Scott Johnson, Planning Director Dusty Finke, Public Works Director Steve Scherer, Public Safety Director Ed Belland, Assistant City Administrator Jodi Gallup, and Finance Director Erin Barnhart II. Oath of Office for Councilmember Todd Albers Gallup administered the Oath of Office to Albers. III. Introduction and Overview of Goal Setting Session Johnson provided a brief overview of the meeting purpose and facilitation. IV. Overview of 2018 Work Plan Johnson provided an overview of the 2018 Work Plan which illustrated the accomplishment of goals by all departments. He provided information on the past year work plan and indicated that 40 goals have been completed and that 14 of the 2018 goals are on-going tasks or were not completed in 2018. The on-going goals from 2018 will be incorporated into the 2019 Goals. V. Administration Department Johnson and Gallup provided background on the department’s functions and list of goals for 2019. The Council directed staff to enter into a separate agreement outside of the Fee Schedule with Agre Tennis for tennis lessons, review commercial/industrial development opportunities on a case by case basis (no big box retail), requested staff move forward with plans and discussions on Hackamore Road with Corcoran (possible 2021 project), bring forward background information on the Hamel Community Building Rental Fees to a Work Session in the near future, and explore a park foundation for future replacement costs and review options for donation of easements for trails. VI. Planning Department Finke provided background on the department’s functions and list of goals for 2019. No further direction was provided by the Council VII. Public Works Department Medina City Council Special Meeting Minutes 2 January 15, 2019 Scherer provided background on the department’s functions and list of goals for 2019. Following discussion, Public Works Director Steve Scherer informed Council that he is considering possible job title changes for staff members, is working with the railroad on options to fix the Sioux Drive crossing, water fees and future costs, and is reviewing tennis court options for Hunter Lions Park. VIII. Finance Barnhart provided background on the department’s functions and list of goals for 2019. Following discussion, Finance Director Erin Barnhart discussed how it was not necessary to outsource the payroll function for the City and reviewed options to self-fund future needs. IX. Police Department Belland provided background on the department’s functions and list of goals for 2019. No further direction was provided by the Council X. Other Discussion Topics No further topics were discussed.
