Comments
To have the Agency review and approve the concept of the proposed pro~ect and to have
the Agency direct staff to reporgram the Technical Assistance Grant ("TAG") for studies
in connection with the proposed pro~ect.
Recommendation.
Staff respectfully requests that after consideration, the Agency approve the concept and
direct staff to reprogram the Technical Assistance Grant and initiate the studies necessary
for the pro~ect.

The Redevelopment Agency of the City of Lynwood met in a Regular
Session in the City Hall, 1i330 Bullis Road on the above date at
7:47 p.m.
CYiairman Byrd presiding.
Members Heine, Henning., Rea, Richards and Byrd answered the roll
call.
Also,present were Executive Director Gonzales, Agency Counsel
Rudell, Secretary Hooper and Treasurer Pygatt.
Secretary Hooper announced the Agenda had been duly posted in
accord'ance with The Brown Act.

Arturo Rey.es discussed the loan concept for the Alameda Group
discussed at the last Agency Meeting.

to approve the following minutes:

SiJBJECT PROPOSED LONG BEACH BOULEVARD MIXED-USE PROJECT
Purpose.
To have the Agency review and approve the concept of the proposed
project and to have the Agency direct staff to reprogram the
Technical Assistance Grant ("TAG") for studies in connection with
the proposed project

1. The Agency approved to utilize the Technical Assistance Grant
($40,000) to perform general economic development studies and
to utilize various consultants to perform the work
2 The targ.eted site is located on the east side of Long Beach
Boulevard between the Post Office and the I-105 freeway and
will encompass several properties along Sanborn Avenue and
Mulford Avenue.
3 The project will require certain studies that include:
•Traffic Impact Studies which includes potential impacts
on California Avenue and Long Beach Blvd
•Market Analysis
•Project Costs

Land Acquisition
Phase I and II, Soils Investigations
Discussion•
S'taff has been working with Peter Kamnitzer, AIA, AICP, and has
produced three (3) schemes which include the combination of retail
at street level and housing above Staff has targeted this site due
to its strategic location by the I-105 freeway, the Towne Center
and the potential to capitalize on the pedestrian activity that
will be created upon the opening of the Green Line station at Long
Beach Boulevard The project will also benefit the community by
removing the blight that currently exists along Long Beach Blvd
near the Green Line Station which would be replaced with a highly
visible and pedestrian orientated project that could be the hall
mark as you enter the City of Lynwood from the I-105 freeway
The three are similar in that they combine housing and retail. The
housing aspect of the project under all three schemes will offer
four different floor plans, a four bedroom townhouse, a three
bedroom townhouse, a two bedroom townhouse and a two bedroom flat
Scheme A
This scheme calls for 39,689 sq ft of retail and 106 total units
The retail under this scheme would be traditional lease space often
found at strip centers that often include office uses and small
clothing stores. Scheme A will have surface parking and will
require that Mulford Avenue be closed off with no access to Long
Beach Blvd -

Scheme B
This scheme proposes a three floor department store concept with
subterranean parking and a reduction of housing units. Scheme B
will have a 60,000 sq ft department store with 32,000 sq ft. of
additional retail for a total retail area of 92,000 sq. ft and
will have 81 housing units This scheme due to the expansion of
retail and the intensity of the development will require
construction of a parking structure
Scheme C
Will ~contain a department store of 60,000 sq. ft like that of
scheme B with a 20,000 sq. ft. major~retailer and 25,898 of
additional retail for total of 105,898 sq. ft A reduction in
housing units is experience under this scheme with a total of 54
proposed housing units The parking will be distributed via
subterranean and surface parking adjacent the proposed major
retailer
The project will carry a uniform architectural theme throughout the
three block project area. Street level plazas will be incorporated
and recessed into the project to encourage street activity and
create pedestrian nodes along Long Beach Boulevard. Towers and
arches will be incorporated as part of the architecture Street
treatment at Sanborn Avenue will include special pavers and
bollards to separate foot traffic from vehicle traffic
The pr,oposed project is a City initiated project. It is now
necessary to take the project to the next level which •requires the
undertaking of various studies to determine project feasibility
The purpose of the studies is to determine which of the three
schemes would be the most appropriate and cost effective. Staff
has targeted the Technical Assistance Grant (TAG) as a means to
initiate and complete the preliminary studies. Thus, the Agency
needs to direct staff to reprogram the TAG and incorporate usage of
such TAG funds to perform the studies prior to use of other funds
which may include Home Monies and Redevelopment Housing Set Aside
funds,
Presentation.
Staff has available numerous presentation boards which include plan
views of the project elevations along Long Beach Boulevard and
renderings portraying how the project will look from the I-105
freeway. These will be available for review during the staff
presentation
Recommendation:
Staff respectfully requests that after consideration, the Agency
approve the project concept and direct staff to reprogram the
Technical Assistance Grant to inc~ude the studies for the project
and further direct staff to initiate the studies necessary for the
project and bring back for separate Agency action any consultant
agreements which might be required.
